05-15-1990 Workshop Meeting. ..... ~ • CITYOF CLERMONT MINUTES WORKSHOP MEETING MAY 15, 1990 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, May 15, 1990 in the City Council Chambers. The meeting was called to order at 3:30 p.m. by Mayor Pool with the following Council Members in attendance: Mayor Pro Tem Turville, Council Member Dupe e, and Council Member Norquist. Other City Officials present were City Manager Saunders, City Engineer Springstead, Finance Director Van Zile and Planning Director Harker. PROPOSED PLANNED UNIT DEVELOPMENT - THE SUMMIT Mayor Pool explained that the purpose of this meeting was to continue discussion of the proposed Planned Unit Development for the Summit, which is a 1,200 acre project to be developed on the Fosgate property east of the existing city limits. Mayor Pool then introduced Jesse Graham, Attorney representing the Summit. Mr. Graham stated that he felt all issues had been resolved except for the sewage treatment facilities. Mr. Graham indicated that the present concern was more of a timing concern than the operation and maintenance charges or the initial capital outlay, as had been their concerns in past discussions. He further explained that they proposed to have the first homes under construction by mid 1991 and that they could not design, permit and construct the 500, 000 gallon plant in that time frame. He then proposed that the Summit begin the design of the 500, 000 gallon plant immediately, and place an interim facility on site while the 500,000 gallon plant was being built. The interim facility would be a small inexpensive package plant with a capacity of 150,000 to 250,000 gallons. City Manager Saunders then explained to the Council and Mr. Graham that City Engineer Springstead and he had been working on an alternate proposal that would address all of the concerns brought up during past discussions, including the timing problem now brought to the forefront. He continued to explain the concept, which would be to bring the first 200 - 250 homes of the development into the city's existing treatment facility, which according to the developer's time schedule, would place them into the second year of the prof ect. This would allow time for construction of the 500, 000 gallon plant. It was further explained that this would require a force main to be constructed from the site to the Jack' s Lake Road area, and at that point a 500, 000 gallon lift station would be constructed. From the lift station a force main would be built to connect into the existing force main at Grand Highway and Pitt Street. One other section of force main would be constructed between this site and Lift Station #21 located on Pitt Street at West Lake. It was further explained that the City has capacity at Lift Station #21 to handle up to 250 units and still leave the City an additional capacity for 75 - 100 units. Mr. Saunders continued by stating that the City Engineer had placed an estimated cost on these improvements at just under $300, 000, • • CITYOF CLERMONT MINUTES WORKSHOP MEETING MAY 15 , 19 9 0 PAGE -2- which was less than the initial estimate the Summit had provided for an interim package plant. In conclusion, it was stated that the dollars could be spent on permanent improvements and eliminate the city having to operate a package plant and this in turn would give the developers the time they needed to construct the 500,000 gallon plant. Mr. Saunders continued by stating that the City would collect impact fees for the units served by this interim plan, and the fees collected from within the Summit project would be paid to the developers at the time of start up of the 500,000 gallon plant. Mr. Graham indicated that this sounded like the most feasible route to take and still meet the developer's needs. Mr. Norm Harris, who also represented the Summit, was present and stated that he believed that this would be the best way to spend the dollars and meet the needs of the developers, as well as the City. In conclusion, he stated that he felt the City should proceed with this plan. Jesse Graham then stated that the developers would prefer that an annexation agreement be developed which would detail the proposed project. City Manager Saunders reiterated that the City's Conditional Use Permit procedure did just that, and that the conditions which would be placed in the resolution and Conditional Use Permit would have to be accepted by the developer before it became binding. Mr. Graham then stated that he would get back with City Manager Saunders in the near future with a time they could meet with City Attorney Baird to draw up the formal documents outlining the agreements between the City and the Summit.
