05-01-1990 Workshop Meeting ~. • CdTYOF CLERMONT MINUTES WORKSHOP MEETING MAY 1, 1990 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday May 1, 1990 in the City Council Chambers. The meeting was called to order at 6:38 p.m. by Mayor Pool with the following Council Members in attendance: Mayor Pro Tem Turville and Council Member Cole. City Manager Saunders was also present. PROPOSED SUMMIT PROJECT SEWAGE TREATMENT PLANT City Manager Saunders informed contacted by Mr. Jesse Graham at that he did not have informati concerning the sewage treatment meeting at this time. Mr. Graham treatment plant be tabled. the Council that he had been approximately 4:00 p.m. stating on or a proposal at this time plant and found no need for a requested that discussion of the City Manager Saunders informed the Council that he would be in contact with Mr. Graham prior to next Tuesday's meeting to see if they were in agreement with the City's previous proposal. If not, there would be the possibility of tabling the final vote to a future date. Council Member Dupee entered the meeting at approximately 6:50 p.m. and discussion of the proposed Summit project continued. Council Member Turville stated that he felt the City had been very accommodating to the developer and should stand firm with its proposal on the sewage treatment plant as outlined during the previous workshop. Council Member Norquist entered the meeting at approximately 7:00 p.m. GARBAGE TRUCK BIDS City Manager Saunders informed the Council that two bids for the new garbage trucks had been received and that Lodal was the low bidder. He further explained that this was the truck that the City had hoped to purchase and would be on the agenda for next Tuesday's regularly scheduled meeting. RECYCLING A discussion of recycling followed. City Manager Saunders indicated that the City could buy its curbside bins from the County contract. A sample bin was displayed to the Council and it was the consensus of Council that this would be an acceptable bin and this matter should be brought before Council at a regularly scheduled meeting for approval of purchase for citywide distribution. .. ... • • CITY OF CLERMONT MINUTES WORKSHOP MEETING MAY 1, 1990 PAGE -2- COLLECTION METHOD City Manager Saunders stated that the City was looking at two methods for recycling collection, which were the use of a small trailer similar to a yard service trailer or possibly a used beverage truck. After considerable discussion, it was the consensus of Council that the trailer would be the best method. City Manager Saunders stated that he would present a proposal for the purchase of these trailers at an upcoming Council Meeting. Mr. Turville stated that he felt the City should proceed as rapidly as possible with the permitting of its own compost site as a safeguard for the future. DROP-OFF CENTERS FOR RECYCLABLE MATERIALS The next item discussed was the need for drop-off centers for recyclable materials. It was the consensus of Council that the City should allow the South Lake Animal League to handle this for the time being and that the City should in its literature for recycling encourage people to patronize the various local organizations and churches who utilize recycling as a method for fund raising. BEAVER HOUSE USES The next item discussed was possible uses for the Seaver house. City Manager Saunders stated that he had been approached by the South Lake Ministerial Association who would like to use the house for the Neighborhood Center. After discussion, it was the consensus of Council that this could be a viable use for the building and a Workshop with representatives from the Ministerial Association should be scheduled to further discuss their future needs. PALATLARAHA RECREATION AREA City Manager Saunders informed the Council that the perimeter berm at the park had been completed and it was not constructed exactly as designed by Mr. Undeck due to same slopes and other restraints. It was further explained that some modifications would be needed to the planting, design and irrigation in the new layout. Mr. Saunders continued by stating that it had been very difficult to contact Mr. Undeck, and unless he can be reached by the end of the week, the City needed to go to another alternative in dealing with the berm. It was then suggested that the City use Springstead Engineering who could contract with a local landscape architect on a time basis to modify the plans to meet the new berm layout. It was the consensus of Council to move as quickly as possible and that this would be an acceptable alternative. . • • CITYOF CLERMONT MINUTES WORKSHOP MEETING MAY 1, 1990 PAGE -3- JAYCEE BEACH SAND REPLACEMENT PROJECT Mayor Pool stated that he had a few issues he would like to discuss and said that he would like to proceed with placing the additional sand at Jaycee Beach as soon as possible. City Manager Saunders explained that the City was in the midst of the Triloc project and as soon as it was completed the City would move into the sand project. Mayor Pool also expressed concern over the Cyprus knees emerging at the beach area due to the low water. City Manager Saunders stated that he would further investigate the matter to see if soanething could be done to resolve the problem. THOMAS PROPERTY ACROSS FROM BISHOP FIELD Mayor Pool then stated that he felt Marino Thomas had been very accommodating by allowing spectators and players to use his vacant property across from Bishop Field for parking but that he felt that he would rather not have the cars there. He further stated that the city parking lot north of the ball field was not being utilized and it should be. After scone discussion, it was the consensus of Council that the City would put up "No Parking" signs on the Thomas property to discourage parking there. COUNCIL MEMBER SALARY ADJUSTMENT The next item discussed by Mayor Pool was an adjustment to the Council Members salaries. He explained that a salary increase could be voted upon at this time but could not go into effect until after an election due to the fact that a incumbent Council cannot vote themselves a salary increase. He suggested that an increase be made at this time and would not become effective until after the election in 1991 so all Council Members would receive the increase simultaneously.
