04-17-1990 Workshop Meeting• CITYOF CLERMONT MINUTES WORKSHOP MEETING APRIL 17, 1990 A Workshop Meeting of the City Council of the City of Clermont was held Tuesday, April 17, 1990 in the City Council Chambers. The meeting was called to order at 6:10 p.m. by Mayor Pool with the following Council Members in attendance: Mayor Pro Tem Turville, Council Member Norquist, Council Member Dupee and Council Member Cole. Other City Officials present were City Manager Saunders, Finance Director Van Zile, City Engineer Springstead, and the Planning and Zoning Commission Chairman, Jack Sargent. PROPOSED SUMMIT DEVELOPMENT SEWAGE TREATMENT PLANT City Manager Saunders gave each Council Member a handout comparing the operation/maintenance costs of the 500,000 and 125,000 gallon sewage treatment plants that he had requested from the previous workshop. He explained to the Council that in discussions with the Summit representatives since the last meeting, they expressed a new concern regarding the carrying costs of the additional money that would have to be put up front for the building of the larger sewage treatment plant. City Manager Saunders explained that a method to alleviate the problem would be to charge a sewer connection charge for a specified number of units and that money would be returned to the developer as collected. The fee would be calculated to reimburse the developer for the additional carrying charges for the capital outlay associated with the larger treatment plant. The additional costs the City would incur were also explained and included the building of a lift station in the Three Sisters Lakes area, a force main from Lift Station #18 into the lift station, and a force main from the Three Sisters Lift Station to the sewage treatment plant. Also discussed was the cost of providing a master lift station in the Jack's Lake area and a force main to the new plant to provide service for that area. At 7:20 p.m. the Council took a break and at 7:30 p.m. the meeting reconvened. Representatives of the Stunmit arrived at this time and Mayor Pool gave a brief overview of the purpose of the meeting, which was to discuss the sewage treatment plant issue. The legality of impact fees and connection fees was discussed at length. Mr. Saunders indicated to Council that this was already being done in other areas, but the City could confer with its impact fee consultant, as well as with other cities that may be using this method. Jesse Graham indicated that he thought that this could be an alternative and that the additional connection fee to reimburse the project for the added carrying costs could be an acceptable alternative, but that he was not in the position to make that agreement and would have to get back with his principals and present the proposal to them for consideration. CITYOF CLERMONT MINUTES WORKSHOP MEETING APRIL 17, 1990 PAGE -2- After considerable discussion, it was the consensus of Council that there would not be sufficient time to resolve the issue by the April 24, 1990 Public Hearing, and Mr. Graham suggested that the final hearing and vote be tabled until a date certain, which would be the May 8, 1990 Council Meeting.
