WORKSHOP MEETING
APRIL 6, 1990
A Workshop Meeting of the City Council of the City of Clermont was
held Friday, April 6, 1990 in the City Council Chambers. The
meeting was called to order at 3:15 p.m. by Mayor Pool with the
following Council Members in attendance: Mayor Pro Tem Turville,
Council Member Dupe e, Council Member Norquist and Council Member
Cole. Also present were City Manager Saunders, representatives
from the South Lake YMCA and representatives from the proposed
Summit Development.
PROPOSED SUMMIT DEVELOPMENT
Greg Beliveau of the Land Planning Group gave an introduction of
the project. City Manager Saunders explained that the proposed
conditions included in the document titled "Attachment A", which
was provided for those present, had been reviewed by the Planning
and Zoning Commission at their meeting held April 3, 1990, and
briefly went over the items for which they had requested
modifications, which included: (1) Place sidewalks closer to the
back of the curb away from the property line. After discussion,
it was the consensus of Council that they should be placed at the
property line as required by the City Code. (2) Sidewalks, in
some instances, be allowed on back property lines instead of on the
street side. After discussion, it was the consensus of Council
that a condition could be placed in the Conditional Use Permit that
would allow the possibility of rear sidewalks, subject to Council
approval for design in specific areas. (3) Clarification of the
percentage of mix of the various lot sizes. It was the consensus
of Council that no more than 30$ of the development be zero lot
line plus the cluster home types. (4) Regarding recreation, it
was requested that instead of initially deeding the property to the
City, the twenty acres would be designated as public park and by
the time the building permit for the 251st unit was issued, the
required facilities would be constructed and that portion of the
acreage deeded to the City at that time. City Manager stated that
in this condition, the City needed to add "Following the DRI
review, a new schedule of additional park facilities and
construction times would be placed as an additional condition on
the Conditional Use Permit". It was the consensus of Council that
this condition should be added. It was also concluded that a
specific description of the twenty acre designated site should be
included as part of the PUD and the site would be dedicated on the
plan. (5) Mr. Beliveau indicated that a list of private
facilities would be supplied to the City for inclusion in the
conditions.
The discussion then turned to the issue of the size of the sewage
treatment plant for the development. Mr. Jesse Graham stated that
he was concerned about the difference between the annual operating

costs of the 500,000 gallon plant as opposed to the 125,000 gallon
plant they wanted to build. It was agreed that for comparison, the
Summit's engineers as well as the City Staff should formulate
estimated operating costs for each type of plant and then meet in
a future workshop to continue the discussion.
A workshop was scheduled for Tuesday, April 17, 1990 at 6:00 p.m.
in the City Council Chambers.
There being no further discussion, the meeting adjourned at 5:45
p.m.
