03-23-1990 Workshop Meeting CITYOF CLERMONT MINUTES WORKSHOP MEETING MARCH 23, 1990 A Workshop Meeting of the City Council of the City of Clermont was held Friday, March 23, 1990 in the City Hall Conference Room. The meeting was called to order at 3:00 p.m. by Mayor Pool with the following Council Members in attendance: Council Member Cole, Council Member Dupee and Council Member Norquist. Also present were City Manager Saunders, Finance Director Van Zile and Public Works Director Smythe. ALL AMERICAN NURSERY PLANT LIQUIDATION City Manager Saunders informed the Council, that at the suggestion of Council Member Norquist, the City had looked into the availability of plants at All American Nursery and found that there were five items on the plant list for the Palatlakaha Recreation Area perimeter landscaping that could be obtained at a greatly reduced price. Mr. Smythe explained that most of the plants were severely pot bound, but as long as they were adequately watered they could be maintained for planting. Mayor Pro Tem Turville entered the meeting at approximately 3:10 p.m. It was the consensus of Council that since money was already budgeted and the total amount for the plants that could be obtained from All American Nursery was below the amount required for bid, the City should go ahead and purchase all the available plants that could be used in the park. City Manager Saunders stated that two comparative quotes had been received for similar plants, which indicate a substantial savings to the City. CHESTNUT STREET PARR COMPLAINT City Manager Saunders stated that he had received a complaint from Mrs. Jane Smith who lives on Linden Street, a portion of whose rear property line backs up to the Chestnut Street Park. It was further explained that a few years ago the City installed new fencing on the east, west and north boundary lines of the park, but did not put fence along the south line due to several homes already having privacy fencing installed there, except for the Smith residence which had a hog wire type fence with vegetation growing on it. Mrs. Smith is complaining that her fence is not adequate to keep the users of the park out of her back yard. Mr. Saunders stated that he would like to construct a 6' chain link fence from the city's fence on the east and have it connect to the privacy fence west of the Smith property. It was the consensus of Council that this fence should be erected. SOLID WASTE COLLECTION PROPOSALS City Manager Saunders then explained that the main purpose of the ® .. • CITY OF CLERMONT MINUTES WORKSHOP MEETING MARCH 23, 1990 PAGE -2- Workshop was to discuss the solid waste collection proposals the City had received. A summary of the four proposals were given to each Council Member and each proposal was reviewed in detail. Various method of collection were discussed, including a combination of city and private collections, split between composting, recycling and garbage. Mssrs. Van Zile and Saunders explained to the Council the estimated costs for the City to remain in the business under various methods, from full service, which includes composting, recycling and garbage to other methods, which include the City's participation in one or more of the components of the collection. The Staff's conclusion to Council was that the City could provide full service collection in all areas and be within a dollar of privatizing the entire system. It was further explained that Lake County was proposing that the entire County be placed under one recycling program, and this was an alternate method for the City to consider, which would be for the County to do the recycling and for the City to provide composting and garbage collection. This method, or the full service method explained before could be accomplished at a cost within one dollar of the cost of a full privatized service. Various mixes of private and public service were explained in detail and they did not indicate any additional cost savings to the public. After considerable discussion, it was the consensus of Council that if the City could stay within one dollar of the cost of privatizing the service, it would be to the benef it of the City and its citizens to keep direct control of the solid waste management program at this time, especially in light of the rapidly changing solid waste environment in Lake County. City Manager Saunders then stated that this item was on the agenda for the next Council Meeting and discussion should continue at that time to make public the City's plans for recycling and the continuing composting project as well as the proposed garbage service which would be curbside pick up due to the expense and liability associated with rear yard service we now have. It is estimated that it would cost an extra three dollars per household per month to continue to offer the rear yard service. The City of Clermont can provide the complete service at curbside, with twice a week collection, at a cost of approximately $14.00 per month. There being no further discussion p.m. At t: E.
