12-06-1990 Workshop Meeting® • CITYOF CLERMONT MINUTES WORKSHOP MEETING DECEMBER 6, 1989 A Workshop Meeting of the City Council of the City of Clermont was held Wednesday, December 6, 1989, in the City Hall Conference Room. The meeting was called to order at 6:10 p.m. by Mayor Pool with the following Council Members in attendance: Mayor Pro Tem Turville, Council Member Cole, Council Member Norquist and Council Member Dupe e. City Manager Saunders also was present. GROUND BREAKING CEREMONY FOR PALATLARAHA RECREATION AREA The first item discussed was the ground breaking ceremony for the new park. It was the consensus of Council that the ground breaking would take place on Wednesday, December 18, 1989, at 8:30 a.m. SOUTH LAKE COUNTY MINISTERIAL ASSOCIATION City Manager Saunders informed the Council that a representative of the South Lake County Ministerial Association had contacted him concerning revisions to the City's 500' liquor law and requested a workshop prior to the City taking arty action on the ordinance. It was the consensus of Council to postpone any discussion of the proposed revision until after the Christmas Holidays. DOLE CITRUS PROPERTY The next item discussed was the Dole Citrus property. City Manager Saunders pointed out that this was a possible site for the relocation of City Hall, but because of the conf figuration of the property and its location, it was not being recommended as one of the better choices. The Council agreed and continued by discussing the existing zoning and possible future uses for the property. City Manager Saunders explained that currently the property is zoned M-1 and that Dole Citrus has vacated the property, and under the City's Comprehensive Plan the statement is made that the City not encourage additional manufacturing in the area. The Council then directed Mr. Saunders to place this matter on a January agenda for consideration of rezoning from manufacturing to commercial. POSSIBLE SITE PLANS FOR NEW CITY HALL City Manager Saunders then gave each Council Member a packet of f five sets of possible site plans for the new City Hall building and a listing of criteria for each one, lettered Sites A through D. Site E, the Ogden and Washuta Site located on the north side of Montrose Street, was discussed first. It was the consensus of Council that this area did not contain enough square footage and was too irregular in shape to be considered for City Hall. ® • CITYOF CLERMONT MINUTES WORKSHOP MEETING DECEMBER 6, 1989 PAGE -2- The next site discussed was Site E, the Dole Citrus Property, and after considerable discussion, it was the consensus of Council that this site should also be excluded from consideration as a possible site for City Hall. The third site discussed was Site B, which is the property adjacent to and north of the present Public Safety Building site and consists of the Seaver, Weatherbee and Olivenbaum properties. After considerable discussion of this site, it was the consensus of Council that 'due to discussions with Mrs. Weatherbee and her indication that she did not want to sell her property, coupled with the fact that Olivenbaums have a buyer for their property, this site should also be excluded from consideration. However, there was discussion that the City should perhaps buy the Seaver Property for possible future expansion of the Police and Fire Departments. The fourth and fifth sites discussed were Site A, which is adjacent to Jenkins Auditorium and Site C, which is the Postal Colony site. City Manager Saunders was directed to obtain as much information on these properties as possible, including the owners' willingness to sell and the possible appraisal prices for the properties. It was the consensus of Council that if the Postal Colony property was to be considered, additional property abutting this parcel would also have to be purchased. City Manager Saunders was then directed to look into that possibility. City Manager Saunders then explained to Council that it would be beneficial to the residents of South Lake County if all governmental services for South Lake County could be combined into one complex, such as bringing the South Lake County Courthouse Annex and the Tag Office into the new City Hall Complex. The Council agreed that this would be beneficial and that Mr. Saunders should talk with the appropriate County Officials regarding this prospect. Finally, the Council discussed the possibility of remaining at the present location of City Hall and discussed at length what would have to be done to the existing building and the advantages and disadvantages of the site. The Council directed City Manager Saunders to gather as much information as possible concerning the remodeling of the site and the associated costs. RECYCLING AND COMPOSTING PROJECT City Manager Saunders updated the Council on the recycling and composting projects with Lake County and the discussions held with the City of Mascotte concerning a joint composting project. ® • CITYOF CLERMONT MINUTES WORKSHOP MEETING DECEMBER 6, 1989 PAGE -3- There being no further discussion, the meeting adjourned at 8:05 p.m. obert A.
