Contract 2024-035A AACITY MANAGER 7.J. MEMORANDUM To: The Honorable Mayor and City Commissioners From: The City Manager Date: April 24, 2023 Subject: Amendment No. 3 to the Agreement with Inliner Solutions, LLC for Sanitary Sewer, Manhole, and Lift Station Wet Well Rehabilitation Introduction: Approval of Amendment No. 3 to the Agreement with Inliner Solutions, LLC to extend the term and revise the pricing schedule for sanitary sewer, manhole, and lift station wet well rehabilitation, on an as -needed basis, for an amount not to exceed $1,000,000 annually, is requested. (Ref: RFP-2019-0467) Background: The City of Casselberry owns and operates a wastewater collection and transmission system consisting of gravity sewer lines, manholes, and lift stations. Public Works & Utilities staff have inspected and identified areas of the gravity sewer collection system that may suffer from inflow and infiltration problems and require rehabilitation. The gravity sewer pipe within the identified areas is older vitrified clay pipe (VCP) and can often suffer from breaks, intrusion, and leaks. For over a decade, the gravity sewer system has been rehabilitated using cured -in -place -pipe (CIPP) liner. Many of the gravity sewer manholes in the City's collection system are built from bricks and mortar and can often suffer from breaks, intrusion, and leaks. Spray -on epoxy liners have been used to rehabilitate the manholes over the last several years. The City's lift station wet wells can also suffer from infiltration and have historically been rehabilitated with injection grouting and spray -on epoxy liners. RFP-2019-0467 was issued on April 4, 2019, requesting proposals from qualified firms for a Continuing Services Agreement for Sanitary Sewer, Manhole, and Lift Station Wet Well Rehabilitation. An evaluation committee made up of Public Works & Utilities staff met on May 16, 2019 and Granite Inliner, LLC was chosen as the most qualified candidate to perform these services. City Commission approved the agreement with Granite Inliner for sanitary sewer, manhole, and lift station wet well rehabilitation services on June 10, 2019 through June 9, 2022, with the option to renew for two additional one-year periods, for an amount not to exceed $1,000,000 annually for the term of the agreement. On March 1, 2022, the City's Procurement Manager authorized Amendment # 1 to the agreement with Granite Inliner extending the agreement one year to June 9, 2023. Amendment #2 was executed on August 2, 2022 by the City Manager in order to change the legal name of the firm from Granite Inliner, LLC to Inliner Solutions, LLC. Discussion: Amendment #3 to the agreement with Inliner Solutions, LLC extends the term and revises the pricing scheduled of the agreement with Inliner Solutions, LLC for sanitary sewer, manhole, and lift station wet well rehabilitation services. The agreement extension is for one year from June 10, 2023 through June 9, 2024 and is the final renewal available with this agreement. Inliner Solutions submitted a request to revise the original pricing schedule. The updated pricing schedule is incorporated into Amendment #3. It should be noted that there is no change to the total annual compensation not -to -exceed amount of $1,000,000. It should be noted that the not -to -exceed amount is established as a means to provide the maximum authorization. However, this amount does not imply actual expenditures since various departments must work within their budget parameters and availability of funds is verified prior to issuance of a purchase order. Task authorizations will be issued as work is identified. In addition, appropriations beyond Fiscal Year 2023 are subject to future City Commission approval. Budget Impact: Funding is available in the FY 2023 Water and Sewer Utility Fund and Renewal/Replacement Distribution and Collection accounts: Repair and Maintenance/Sewer account #401-0751-536.46-03 - $50,000 for manhole lining Repair and Maintenance/Emergency account #401-0751-536.46-05 - $75,000 for emergency lining Renewal/Replacement account #402-0751-536.63-12 - $400,000 for various gravity sewer lining Recommendation: The City Manager and Public Works & Utilities Director recommend approval of Amendment #3 to the agreement to extend the term and revise the price schedule with Inliner Solutions, LLC for sanitary sewer, manhole, and lift station wet well rehabilitation, on an as -needed basis, in an amount not to exceed $1,000,000 annually, and to simultaneously authorize the City Manager to approve all task authorizations within the scope of the contract, subject to available funding.
