WORKSHOP MEETING
May 4, 1989
A Workshop Meeting of the City Council of the City of Clermont was
held Thursday, May 4, 1989 in the City Hall Conference Room. The
meeting was called to order at 6:00 p.m. by Mayor Pro Tern Turville
with the following Council Members in attendance: Council Member
Dupee, Council Member Cole and Council Member Norquist. Also
present was City Manager Saunders.
Each Council Member was given their packets for the Council Meeting
to be held May 9, 1989 and a review of the agenda followed. Mayor
Pool arrived at approximately 6:15 and the review of the agenda
continued.
PROPOSED INTERLOCAL AGREEMENT FOR RECYCLING
City Manager Saunders then explained that the main purpose of the
Workshop was to discuss the proposed Interlocal Agreement wi th Lake
County and the cities of Lake County for application and use of the
1988-1989 Solid Waste Management Trust Fund Recycling Grant.
Mayor Pro Tern Turville, who is the City's representative to the
County Recycling Committee, attend the last meeting regarding this
issue and proceeded to summarize the contents of the agreement.
It was the consensus of the Council that Clermont would be in favor
of the Interlocal Agreement, provided that 75% of the cities in
Lake County are also in favor of the agreement. It was explained
that if less than 75% of the cities enter into the agreement, then
those cities who have entered into the agreement will be faced with
having to provide a matching sum for the grant funds received,
which would be utilized by the County.
PROPOSED TWELFTH STREET PARK
The next item discussed with Council was the proposed Twelfth
Street Park. Ci ty Manager Saunders explained that the City was not
awarded the grant funds, which had been requested for development.
$240,000 is available in City funds which was the matching portion
of the grant. Much discussion ensued concerning ways to proceed
with the project using the city funds or whether those funds should
be utilized for the next grant application in November.
It was the consensus of Council to proceed with the project using
the available funds. Also discussed was the possibility of County
involvement in the project, possibly through use of their heavy
equipment and operators in excavation of the site. Mr. Saunders
stated that he would contact Richard Swartz, the County
Commissioner for our district, concerning this matter.
It was suggested that the City hire a landscape architect to design
the perimeter and entrance landscaping for the park. It was the
consensus of Council to proceed with advertising for proposals for
the landscaping.

Mayor Pool explained that city resident, Joe Holt, had successfully
secured the dona tion of 700 tons of sand from Flor ida Rock
Industries for Jaycee Beach, and that Dewitt Excavating had agreed
to deliver the sand for $15 per load. Mr. Saunders further
explained that this would be a total cost of approximately $600 as
compared to the $3,000 projected cost of the project.
STREET TREES - SOUTH SIDE OF SEMINOLE STREET
The next item discussed was the planting of street trees along the
south side of Seminole Street as a first step to provide a buffer
between the homes in Hazelwood Subdivision and the proposed park.
City Manager Saunders further explained that the City was
proceeding with the project by getting prices from area nurseries.
Mayor Pool also indicated that Mr. Holt was contacting area
nurseries for donations of trees.
There being no further discussion, the meeting adjourned at 8:15
p.m.
