CITY OF CLERMONT
MINUTES
WORKSHOP MEETING
April 18, 1989
A Workshop Meeting of the City Council of the City of Clermont was
held Wednesday, April 18, 1989. The meeting was called to order
by Mayor Pool at 6:00 p.m. with the following Council Members in
attendance: Mayor Pro Tern Turville, Council Member Cole and
Council Member Norquist. Also present were City Manager Saunders
and Nilsa Whitehead and Karen Turville fram the Parks and
Recreation Commission.
PROPOSED TREE ORDINANCE
The first item discussed was the proposed City of Clermont Tree
Ordinance. Ci ty Manager Saunders reviewed each section of the
ordinance wi th the Council and others present. Mrs. Whitehead
advised that a meeting had been set for 10 :00 a.m., Thursday, April
27, 1989, to meet with the Lake County Forester to discuss an Urban
Tree Program. It was the consensus that we ask the forester to
look over the ordinance for content. It was also decided that a
brochure outlining the tree ordinance be published after adoption
of the ordinance for distribution to the general public.
WEST BEACH RAILROAD RIGHT-OF-WAY PROJECT
Mrs. Whitehead asked the status of the West Beach Project. City
Manager Saunders explained that the City had received several
quotes for the required excavation of the site, and the low quote
at this time was $7,500. It was the consensus of Council to place
this item on a future council agenda for a budget amendment in
order to proceed with the project.
Mesdames Whitehead and Turville left the meeting at approximately
7:00 p.m.
PROPOSED WATER LINE EXTENSION PROJECT
City Manager Saunders stated that the only additional information
he had received concerning the proposed water line extension to the
Langley Subdivision adj acent to the golf course was that the
irrigation of the golf course would require approximately 630,000
gallons per day, which would be considerably more than the City
could commit to for irrigation. It was pointed out that at this
time, Mr. Langley was discussing the water line project with the
City of Groveland.
It was the consensus of Council that any further discussion of the
project be tabled until the time Mr. Langley actively pursues the
matter with the City.

A discussion ensued concerning the fees charged for the purchase
of cemetery lots in Oak Hill Cemetery. City Manager Saunders was
directed to compare the City's fee with others in the county for
a possible future rate adjustment.
PROPOSED AMENDMENTS TO THE ZONING ORDINANCE
The next item discussed was a list of proposed amendments to the
City' s Zoning Ordinance. It was explained that the amendments
would be placed on a council agenda for introduction at the
earliest possible date.
Council Member Cole left the meeting at approximately 9:15 p.m.
SOLID WASTE COLLECTION INTERLOCAL AGREEMENT
Council Member Turville then stated that he would like to discuss
briefly the Interlocal Agreement with the County concerning Solid
Waste Collection and outlined five conditions that could be placed
on the agreement proposed by the County for all cities to sign.
The five conditions are as follows:
1. The City would be indemnified and held harmless for
all liability connected with resource recovery
plant.
2. All ash leaving the plant will be tested.
3. The citizens of Clermont will not be penalized for
any or all recycling efforts.
4. Garbage imported into the County will be processed
at the same fee as that collected within the County.
5. Ash from the imported will be delivered back to
where it came from.
Ci ty Manager Saunders stated that the following day was the regular
monthly meeting of the Lake County Management Association, and it
was the consensus of Council that the five conditions should' be
presented at that meeting for discussion and consideration by the
nine other cities that who had not signed the Interlocal Agreement
at this time.

City Manager Saunders stated that he had received a call from the

Florida Scholastic Rowing Association requesting use of Jaycee
Beach on Saturday, April 29, 1989 for the FSRA State Championship.
After considerable discussion concerning the last event held at the
beach, the Council agreed that we should permit this event.
There being no further discussion, the meeting adjourned at 9:40
p.m.
