WORKSHOP MEETING
March 30, 1989
A Workshop Meeting of the City Council of the City of Clermont was
held on Thursday, March 30, 1989 in the City Hall Conference Room.
The meeting was called to order by Mayor Pool at 6:00 p.m. with the
following Council Members present: Mayor Pro Tern Turville, Council
Member Cole, Council Member Norquist, and Council Member Dupee.
Also present were City Manager Saunders, utility Director Davis,
and Planning Director McAllister.
REQUEST FOR CITY SUPPLIED WATER FOR DEVELOPMENT OUTSIDE CITY LIMITS
City Manager Saunders explained that the main purpose of the
meeting was to discuss the request by Richard Langley to extend
water service to his proposed subdivision adjoining the Green
Valley Country Club.
It was explained that the estimated construction cost, as provided
by City Engineer Springstead, to construct the line from the City
to service the subdivision would be approximately $284,211 by going
across the marsh located along Highway 50. If the City chose to
take a northern route around the marsh, the cost would be $397,070,
but there might be the potential of adding more services unrelated
to the golf course development by taking this route. Mr. Saunders
also provided the Council a cost of $264,018 for a private system,
similar to the one that would be required on-site, if Mr. Langley
chose to install his own system. This price was also supplied by
City Engineer Springstead from the low bid of a system now being
installed in Webster.
Also discussed were the operation and maintenance problems and the
associated costs, as well as the problem of keeping the line
flushed in order to keep the chlorine residual at the proper level.
It was estimated that the worse case scenario would up the initial
turn on of water by approximately 80,000 gallons per day flushed
from the line in order to keep the residual up.
Glen Bishop and Richard Langley arrived at approximately 7:00 p.m.
and Mayor Pool explained to them the operational figures from the
previous discussion. After considerable discussion of the problems
and benefits of the project, Mr. Langley offered to pay $135,000
toward the cost of extending the line across the marsh, and in
addition he would add a $500 per unit connection fee payable to the
City at the time of sale. with the proposed 300 homes, this would
equate to $150,000 which would be the City's estimated capital
outlay for the project. Mr. Langley agreed that the $500 could be
added as a closing cost and would be submitted to the City at the
time of sale of the units or lots.
Discussion ensued concerning the possible use of 80,000 gallons of
water that would be needed to flush the line. Mr. Langley
suggested that rather than flush the water into a retention area
or the marsh, that perhaps it could be supplied as irrigation water
for the golf course at a naminal fee.

City Manager Saunders explained to Mr. Langley that if he would
supply the City with the required consumption for golf course
irrigation, we would compute the availability of the water and a
proposed cost. Mr. Langley explained that if the cost was
equitable, this would eliminate the need for the golf course to
spend approximately $45,000 for irrigation pumps. It was also
mentioned that City Engineer Springstead had suggested that the
City require the dedication of a well site samewhere in the
development area for future expansion of the water system.
Also discussed was the possibility of the City spraying treated
effluent at some time in the future on the golf course. It was
explained that an additional treatment step would be required in
order to do this, but this would be an area the City would like to
have included in the proposal.
Mr. Langley also inquired regarding the City's specifications for
the internal water system. City Manager Saunders explained that
the internal system would have to be constructed to City standards
because it would be d~dicated to and maintained by the City in the
future, and would include the entire system up to the point of the
meters. It was also explained that the additional fees charged by
the City would be the existing impact fee, which is currently $348,
and the meter fee which would be in effect at the time of
installation.
Mr. Langley left the meeting stating that he would supply the City
the information concerning the water consumption for irrigation,
and that he looked forward to hearing from the City as soon as
possible concerning the outcome of the discussion. Mr. Langley and
Mr. Bishop then left the meeting at 8:35 p.m.
GABELE VARIANCE REQUEST
City Manager Saunders explained that at the next Council Meeting
the Council would be hearing a variance request from John Gabele
to allow him to park a travel trailer in his yard while his home
is under construction. .
MINISTERIAL ASSOCIATION REQUEST
Also discussed was the request by the Ministerial Association for
the City to provide a vacant lot in order to build a Neighborhood
Center. Previous discussions with the Association were held
regarding the City providing the facility. At that time they were
told that the City did not have any existing facilities that could
be used for a Neighborhood Center, and subsequently they have
requested a site.
After much discussion of the request, it was the consensus of
Council that at this time there were no appropriate sites within
the city limits for cons~ruction of a Neighborhood Center.

DISSTON AVENUE WATER RETENTION AREA
The next item explained was the proposed water retention area
between Highland Avenue and Highway 50 for Disston Avenue. There
were no objections to using this area for water retention.
STREET CLOSING REQUEST
City Manager Saunders then explained that the City had received a
street closing request from Don Wickham for closing a portion of
Palm Lane running adjacent to his property.
After discussion of this request, it was the consensus of Council
that the City should not close any streets at this time,
particularly in this area, due to the possible future need of the
property for recreational purposes or for stormwater retention.
LANDSCAPE ISLAND/WATER RETENTION AREA
City Manager Saunders then asked Council if there would be any
objections to creating a combination landscape iSland/water
retention area in the middle of the parking lot in front of City
Hall. There were no objections to this project.
ELECTED OFFICIALS WORKSHOP
The Council was informed of the Elected Officials Workshop to be
held on Saturday, May 13, 1989, at the Leesburg Community Center.
FALSE ALARM PROBLEM
It was brought to the Council's attention the problem the Police
Department is having with false alarms being answered from private
systems due to lack of maintenance on the part of the business or
home owner. City Manager Saunders further explained that he would
like to draft an ordinance which would require a fee to be paid
after a certain number of false alarms were answered. It was the
consensus of Council that such an ordinance should be adopted.
BILLBOARD PROPOSAL
It was explained that Carlos Solis of Rite Media had volunteered
to erect a 10' x 40' billboard surrounding the scoreboard at Bishop
Field. After considerable discussion of the proposal, it was the
consensus of Council that such a billboard would be too large in
that area, but that a border around the existing scoreboard would
be acceptable.
TENANT FOR MONTROSE STREET BUILDING
City Manager Saunders informed the Council that he had a potential
tenant for the city owned building at the corner of Eighth and

Montrose Streets. The tenant, which would be liThe Hair Shop II , has
requested to install a ground sign on the northwest corner of the
property. It was the consensus of Council that they would have no
problem with this request.
JERRY JONES REQUEST TO CLOSE A PORTION OF 100' RIGHT-OF-WAY ON LAKE
AVENUE
It was explained that Jerry Jones had requested Council
consideration of closing a portion of the 100' street right-of-way
on Lake Avenue. Again, it was the consensus of Council that no
street right-of-way should be closed at this time, pending the
future needs for water retention areas mandated by stormwater
management legislation.
PROPOSED MUNICIPAL ELECTION CHANGES
The Council was then informed of the municipal election changes
being proposed by Supervisor of Elections, Emogene Stegall. Under
her proposal all municipal elections would be handled under her
office and held at the same time as the county, state and national
elections. It was the consensus of Council that this would be a
good change.
There being no further discussion, the meeting adjourned at 9:40
p.m.
