03-28-1989 Regular Meeting e e CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING March 28, 1989 A Regular Meeting of the City Council of the City of Clermont was held Tuesday, March 28, 1989 in the Council Chambers. The meeting was called to order at 7:30 p.m. by Mayor Pool with the fOllowing Council Members in attendance: Mayor Pro Tern Turville, Council Member Norquist, Council Member Dupee and Council Member Cole. Other City Officials present were City Manager Saunders and Deputy City Clerk Brandt. INVOCATION The Invocation was given by Nilsa Whitehead followed by the repeating of The Pledge of 'Allegiance to the Flag by all present. MINUTES The minutes of the regular meeting held March 14, 1989 were approved as presented. REPORTS CITY MANAGER SAUNDERS. 'REPQliT WORKSHOP City Manager Saunders stated that if there were no conflicts, he would like to hold a Workshop at 6:00 p.m. on Thursday, March 30, 1989 in the City Hall Conference Room to discuss Richard Langley's proposal to purchase wate~ from the City for his new subdivision to be located adjacent 'to~the Green Valley Golf Course. PARADE City Manager Saunders stated that he had been contacted by Dora Forehand and her son, Reverend Darrell Forehand, asking Council permission to hold a parade on Saturday, April 1, 1989 at 2:00 p.m. The staging area for the parade will be the corner of Bloxam Avenue and Montrose Street and permission to hold the parade has been obtained from the various property owners along the route. It will last approximately one hour. The purpose of the parade is to promote drug awareness. City Manager Saunders also stated that officers from the Police Depar,tment would be available for traffic control. 89-042 After a brief discussion, A MOTION WAS MADE BY COUNCIL MEMBER TURVILLE, SECONDED BY COUNCIL MEMBER DUPEE AND UNANIMOUSLY CARRIED TO GRANT PERMISSION TO HOLD THE PARADE ON SATURDAY, APRIL 1, 1989 AT 2:00 P.M. LAKE COUNTY POLLUTION CONTROL AMNESTY DAY It was reported that earlier in the month, the Lake County e e CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING March 28, 1989 Page -2- Pollution Control had held an Amnesty Days program in the northern part of the County for people to properly dispose of dangerous household chemicals. However, few people from South Lake County participated in the program, and now Pollution Control has asked if the City of Clermont will allow them to use the Ci ty Hall parking lot to hold Amnesty Days on April 14 & 15 for South Lake County residents. After a brief discussion of the program, it was the consensus of Council to allow this request. LAKE COUNTY WATER AUTHORITY The next meeting of the Lake County Water Authority will be held on Wednesday, March 29, 1989 at 5:30 p.m. in the conference room of the Water Authority Building in Tavares. MEETING CONCERNING THE PROPOSED FEDERAL PRISON A meeting to discuss the proposed Federal Prison to be located in Lake County will take place at 7:00 p.m. on Wednesday, March 29, 1989 in Jenkins Auditorium. Senator Langley is sponsoring this meeting, and Patricia Sledge will be present to answer questions. LEAGUE OF CITIES SPONSORS. MEETING It was reported that the League's annual Sponsors' Meeting and dinner would be held Wednesday, April 26, 1989 at Mission Inn. Any Council Member wishing to attend this meeting was asked to contact Julie at City Hall by April 17th. LIFT STATION #30 It was reported that Lift Station #30 (Cherry Knoll) was completed and had passed its start up inspection on Friday, March 24, 1989, and was now ready to be accepted into the City's collection system by Council. City Manager Saunders then asked for Council acceptance of the lift station. 89-043 A MOTION WAS MADE BY COUNCIL MEMBER DUPEE, SECONDED BY COUNCIL MEMBER NORQUIST AND UNANIMOUSLY CARRIED TO ACCEPT LIFT STATION #30 INTO THE CITY'S COLLECTION SYSTEM. PLACEMENT OF A TEMPORARY TRAVEL TRAILER City Manager Saunders stated that he had received a request by the owner of the home that burned on Waterview Drive to place a travel trailer on the property to use as an office until the home is rebuilt in 90 to 120 days. He has also requested to be able to hook up to sewer, water and electricity. It was further stated that the City has an ordinance prohibiting e e CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING March 28, 1989 Page -3- this, and the request should be advertised in order to notify the property owners wi thin 150 feet of the subj ect property of the request. This item will be placed on the agenda of the next Council Meeting. LETTER OF APPRECIATION A letter was read by the City Manager expressing Lois and Larry Harwell's appreciation to the Clermont Police Department for the professional and courteous manner in which they conducted themsel ves when aiding the Harwell s who were involved in an accident on Highway 27. COUNCIL MEMBER DUPEE'S REPORT LAKE COUNTY LEAGUE OF CITIES Mrs. Dupee reported that Pat Sledge of the Federal Prison System would be present on Friday, March 31, 1989 at the Board of Directors' noon luncheon meeting- to answer questions regarding the location of a Federal Prison in Lake County. Mrs. Dupee also stated that she would, as the City's representative to the Board of Directors, be voting "yes" for a full-time Executive Director for the Lake County League of Cities. It was also mentioned that the Board of Directors would be discussing a League Resol ution to readdres s the burn plant ques tion since the majority of the cities in the County did not favor it, and it was a consensus that Mrs. Dupee support a resolution to the County to readdress the issue. PROCLAMATION Mayor Pool introduced Mr. Richard "Dick" Harris and then read a Proclamation from the City proclaiming Friday, March 31, 1989 as "Dick Harris Day II in Clermont. Mr. Harris is retiring after thirty-nine years as a pharmacist in Clermont and has been an outstanding community leader. At the conclusion of the ceremony, all present wished Mr. Harris a happy retirement. VISITORS WITH BUSINESS ROLAND SCHMIDT - TOWN AND COUNTRY REFUSE, INC. Mayor Pool asked if Mr. Schmidt was present to make his request. Ci ty Manager Saunders stated that Mr. Schmidt was not able to attend the meeting, and explained the request. Town and Country Refuse, Inc. purchased Commercial Refuse, Inc. which holds a franchise agreement with the Ci ty for commercial garbage collection and would like the agreement transferred to them. The current franchise agreement with Commercial Refuse was granted in October of 1987 for a two year period with automatic e e CITYOF CLERMONT MINUTES REGULAR COUNCIL MEETING March 28, 1989 Page -4- renewal unless terminated by either party with sixty day notice prior to the annual renewal date. Town and Country Refuse has agreed to comply with all terms the current agreement. Letters from Town and County Refuse, Inc. and Commercial Refuse requesting the change were presented. 89-044 After a brief discussion of the request, A MOTION WAS MADE BY COUNCIL MEMBER DUPEE, SECONDED BY COUNCIL MEMBER TURVILLE AND UNANIMOUSL Y CARRIED TO TRANSFER THE FRANCHISE AGREEMENT WITH COMMERCIAL REFUSE, INC. TO TOWN AND COUNTRY REFUSE, INC. CHARLES J. ESPERSEN - REQUEST FOR DONATION OF UNCLAIMED BICYCLES City Manager Saunders reported that he had received a letter from Charles Espersen, a Vocational Instructor at the South Lake Education Center, requesting that the City donate unclaimed bicycles for use in their vocational program. A brief discussion ensued concerning the procedure for finding the owners of and disposing of unClaimed bicycles. Council Member Dupee asked if the City had a bicycle registration program. City Manager Saunders stated that the City has had one in the past, but was not conducting such a program at the present time. However, he thought it was a good idea, and future consideration should be given to reinstating the program. It was the consensus of Council that the program being conducted at the South Lake Education Center was very worthwhile and deserving of the unclaimed bicycles. 89-045 A MOTION WAS THEN MADE BY COUNCIL MEMBER DUPEE, SECONDED BY COUNCIL MEMBER NORQUIST AND UNANIMOUSLY CARRIED TO DONATE THE UNCLAIMED BICYCLES TO THE SOUTH LAKE EDUCATIONAL CENTER. NEW BUSlNES RECLAIMITE PROJECT City Manager Saunders referred the Council to Public Works Director Smythe'S memo and list of streets to be treated with Reclaimite this year. $35,000 has been budgeted for the project. It was also explained that Lake County has an interlocal agreement with Seminole County for a Reclaimite proj ect which allows the cities in the two counties to participate, and the City of Clermont will be able to obtain the Reclaimite at .266 cents per square yard as opposed to last year's price of .32 cents. The savings will allow the City to treat more streets this year and come closer to the recommended method of treatment every five years. r ' e . CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING March 28, 1989 Page -5- 89-046 After a brief discussion of the program, A MOTION WAS MADE BY COUNCIL MEMBER DUPEE, SECONDED BY COUNCIL MEMBER COLE AND UNANIMOUSLY CARRIED TO PARTICIPATE IN THE RECLAIMITE PROGRAM UNDER THE SEMINOLE COUNTY BID AND TREAT THE STREETS AS LISTED IN PUBLIC WORKS DIRECTOR SMYTHE'S MEMO DATED MARCH 21, 1989. Council Member Turville asked that someone from the City closely supervise the application to make sure that an even coat of Reclaimite is spread on the street and that it is dry before the barricades are removed to allow through traffic. Last year some residents complained that the product stuck to their cars when they were allowed to drive on the newly coated street. City Manager Saunders assured the Council that the proj ect would be closely supervised by the City. WINONA HARBOR ESTATES SUBDIVISION ACCEPTANCE City Manager Saunders explained that he had received a letter from City Engineer Springstead which stated that the subdivision was in compliance with State Statutes except for the following two items which. needed to be added: (1) a notice referencing that there may be additional restrictions on the plat not recorded on the plat, and (2) the radial lines need to be designated. Mr. Saunders further explained that the corrections had already been made on the plat and that it was now in full compliance, and recommended Council acceptance. It was also explained that the City's Subdivision Ordinance requires either a d'edication of 5% of the land or an amount of money equal to 5% of the improved project value to be donated to the City's Recreation Reserve Fund. The improved project cost was $89,268 with 5% of that amounting to a $4,463.40 contribution to the Recreation Reserve Fund. 89-047 After a brief discussion, A MOTION WAS MADE BY COUNCIL MEMBER TURVILLE, SECONDED BY COUNCIL MEMBER DUPEE AND UNANIMOUSLY CARRIED TO ACCEPT WINONA HARBOR ESTATES SUBDIVISION SUBJECT TO THE 'lWO CORRECTIONS BEING MADE AND TO ACCEPT THE DONATION OF $4,463.40 TO THE RECREATION RESERVE FUND. PUBLIC COMMENTS Nilsa Whitehead stated that a coalition of envirornnental groups was being formed by the League of Women Voters and that Mr. Walter Barry would be monitoring their progress for the Parks and Recreation Boa,rd. Ed Whitehead suggested that a list of the types of materials to be disposed of on Amnesty Days be published in the newspaper because many citizens may become confused as to what constitutes a e e CITY OF CLERMONT MINUTES REGULAR COUNCIL MEETING March 28, 1989 Page -6- "hazardous" waste.
