03-08-1989 Workshop Meeting It e CITY OF CLERMONT MINUTES WORKSHOP MEETING March 8, 1989 A Workshop Meeting of the City Council of the City of Clermont was held wednesday, March 8, 1989 in the City Hall Conference Room. The meeting was called to order at 7:07 p.m. by Mayor Pool with the following Council Members present: Mayor Pro Tem Turville, Council Member Cole, Council Member Norquist, and Council Member Dupee. City Manager Saunders and Public Works Director Smythe were also present. GRASS CARP City Manager Saunders explained that the Grass Carp had been released into Center, Sunset and Sparkling Water Lakes earlier in the day. There was discussion of the possibility of people fishing in the lakes and catching the fish. It was suggested that a notice be placed in the South Lake Press requesting people to return the fish unharmed if caught. Also, City Manager Saunders stated that he would inquire into having small signs made to be placed at the lakes requesting that the fish be returned unharmed if caught. JAYCEE BEACH EROSION The next item discussed was the erosion taking place at the Jaycee Beach pavil ion. City Manager Saunders detailed what had taken place to date which included the original concept of a seawall which was rejected. The Staff was then directed to investigate a more natural form of erosion control. Mr. Saunders explained that upon investigation, a product called "Triloc" was found which was made up of interlocking blocks to be placed on the bank and the voids between the blocks filled with sand. Vegetation then re- establishes itself in the sand filled spaces. Pictures of the product were viewed and it was the consensus of Council that this would be a much better method of controlling the erosion and the project should be bid and brought before Council for their approval during a regularly scheduled meeting. FIRST DRAFT - CONCEPTUAL PLAN FOR NEW PUBLIC WORKS BUILDING City Manager Saunders then presented the Council the first draft of a conceptual plan for the new Public Works Department building to be located adjacent to the Sewage Treatment Plant. There was some concern of the fuel storage tanks in relationship to the marsh and lake bordering the property. City Manager Saunders explained that the elevations in the area would be carefully scrutinized in order to determine if the tanks can be located where originally planned or if they will have to be moved to another location. Mr. Saunders further explained that this was merely a preliminary draft of the site plan in order to determine lot coverage and move forward with water retention requirements. Placement of the buildings on the site could be Changed to better suit the City's needs. e .e CITY OF CLERMONT MINUTES WORKSHOP MEETING March 8, 1989 Page -2- Mr. Saunders continued by stating that they were ready to proceed wi th the prel iminary engineering of the proj ect which woul d incl ude the stormwater retention and elevations all the way to the permitting stage through the St. Johns Water Authority. It was stated that at the next Council Meeting, Council will be presented with an estimate from Mr. Springstead for the preliminary engineering fees, and a request for approval of the continuance of this proj ect. BALL LEAGUE FACILITIES City Manager Saunders then explained that he had met with the various Ball Leagues of the City to discuss the facilities for the Twelfth Street Park and recounted their needs for baseball and softball fields to the Council. After considerable discussion of the alternatives and various mix of the number of types of fields that the City should provide, it was the consensus of Council that the City proceed wi th the new park prov iding one Senior League, one Major and one Minor Little League baseball field and one regulation size softball field which would be constructed to accommodate a movable fence for girls' softball. It was also a consensus that modifications be made to the existing softball field at West Park by moving the fence in an attempt to make it a regulation size field. PARKING AND TRAFFIC PROBLEM AT BISHOP FIELD The parking and traffic problem at Bishop Field, particularly on Broame Street, was discussed at length. It was the consensus of Council that Broome Street should be made one-way with traffic flow from east to west. This should eliminate much of the congestion on the street. Council also agreed to look into providing additional parking. City Manager Saunders explained that there was a large grassy area between the right field fence and the existing the cemetery parking lot which could accommodate several cars. The City will look into turning this into a grass parking area with an entrance and exit of f of Eas t Avenue or possibly through the existing cemetery parking lot. JAYCEE BEACH The next item discussed was the need for additional sand on Jaycee Beach. Mayor Pool stated that he had been talking with a representative from the Jahna Sand Mine about providing sand for the beach. Public Works Director Smythe explained that the City would immediately have to bring in sand for the area around the Beach House due to the erosion taking place close to the foundation. Council Member Turville asked what permitting would be necessary in order to place sand on the beach. City Manager Saunders . '. CITY OF CLERMONT MINUTES WORKSHOP MEETING March 8, 1989 Page -3- indicated that as long as the sand was placed above the ordinary high water mark, he believed no permitting would be necessary, but that he would check with the various regUlatory agencies before placing any sand on the beach. LAKE COUNTY LEAGUE OF CITIES Council Member Dupee then discussed the situation with the Lake County League of Cities regarding the position of Executive Director. She explained that Gay Brumley, who has been acting as the part-time Executive Director, has resigned from that position stating that she did not have time to do that job plus her City Clerk duties with the City of Howey-in-the-Hills. Mrs. Dupee explained that the League is considering a full-time Executive Director's posi tion and the costs involved. After much discussion, it was the consensus of Council that the City of Clermont would be best served by the League with a full-time Executive Director. RECYCLING It was explained that the City had been gathering information on recycling for several months. Public Works Director Smythe explained the problems he saw with using existing city crews for curbside recycling, and stated that in all likelihood a separate crew would be necessary to provide weekly curbside collection for recycling. The projected costs for the program were also explained. The use of private companies who are willing to provide a recycling service to the City was also discussed. However, City Manager Saunders stated, at this point, he believed the City should proceed with developing a city run system, and at the same time request proposals from those companies providing the service and then compare the private vs. public system costs involved. Much discussion ensued concerning recycling and the County's need for a comprehensive waste management program, which would include a countywide recycling program. Also discussed was the possibility of a regional recycling program which would take in the counties in our geographic region, rather that each city attempting to recycle on its own. City Manager Saunders stated that he would bring this up under his report at the Regular Council Meeting and request Council approval to proceed with preliminary public awareness for recycling and advertising for proposals from private companies for the same. ~~:~e being no further diSCus~~~Uned at 10:00 Robert A.
