MINUTES
WORKSHOP MEETING
January 31, 1989
A Workshop Meeting of the City Council of the City of Clermont was
held Tuesday, January 31, 1989 in the Council Chambers. The
meeting was called to order by Mayor Pool at 6:00 p.m. with the
following Council Members in attendance: Mayor Pro Tern Turville
and Council Member Cole. Other City Officials present were City
Manager Saunders and Finance Director Van Zile.
City Manager Saunders explained to Council that the South Lake
Ministerial Association was scheduled to meet with the Council at
7:00 p.m., but there were several items to discuss prior to their
arrival.
PROPOSED CHANGES TO THE CITY PERSONNEL POLICY
The first items discussed with Council were the proposed changes
to the City of Clermont Personnel Policy. After considerable
discussion, it was concluded that following changes would be made
in the draft copy of the revised Personnel Policy, which will be
presented to the Council at a later date for final adoption:
1. Vacation Time. Vacation time will be amended as follows:
One to five years, ten days of vacation. Six to ten
years, twelve days of vacation. Eleven to fifteen years,
fifteen days. Sixteen to twenty years, eighteen days and
over twenty years, twenty days.
2. Holidays. Two additional paid holidays will be included,
which will be Martin Luther King's birthday and a floating
hOliday. It was agreed that sufficient prior request
should be made for a floating holiday, and employees
should be aware that their request could be denied for
that particular day if a problem would be created by their
absence.
3. Sick Leave. Sick leave will be expanded to allow up to
twenty-four hours per year which could be taken to care
for a spouse or dependent child. Approval for sick leave
for immediate family defined as parents, brothers,
sisters, grandparents, spouses or dependent children
outside of the household could be granted upon
recommendation of the department head and approval of the
City Manager.
4. Urgent Personal Reasons. The current Urgent Personal
Reason Leave would be eliminated and replaced with
Funeral Leave, which would be a five day period for
immediate family defined as parents, brothers, sisters
grandparents, spouses or children. This leave would
not be charged against sick leave or other accrued leave.
Council Member Norquist entered the meeting at approximately 6:25
p.m. and was briefed by Mayor Pool on the discussion to this point.

The conversion of all payroll to bi-weekly was also discussed. It
was explained that presently some employees are paid weekly and
others bi-weekly. After considerable discussion, it was determined
that the City would leave the pay periods as they are.
LANDSCAPE GRANT - HIGHWAY 50 MEDIANS
It was explained when the Resolution was passed at the previous
Council Meeting, the estimated cost of the project was $6,500 and
since that time the City has, received firm proposals for all of the
work to be done totalling just over $10,000. This is a 50 - 50
grant, which means the Ci ty' s share of the proj ect would be
approximately $5,000.
Mr. Saunders further explained that the grant request must be
delivered on February 1, 1989 to qualify and that he would like to
proceed and submit the grant for the proj ect. It was the consensus
of Council to proceed with the grant request. The Council will
have a chance to formally accept or reject the grant once it is
awarded.
PARK BENCHES
It was explained that in order to provide adequate park benches for
the City's parks, forms had been ordered to pour concrete end
pieces for benches and then lumber would be purchased to complete
construction of the benches.
It was also reported that the South Lake Kiwanis Club would like
to initiate a project in which they would provide the materials,
and possibly the labor to construct the benches. They asked that
the benches be placed on Montrose Street and that a small plaque
be placed on each bench recognizing the business or organization
providing the materials for its construction. No one had a problem
with this request. However, it was the consensus of Council that
only small plaques could be placed on the benches, and that they
would not be for advertising purposes as had been the request in
the past by other organizations.
SOUTH LAKE MINISTERIAL ASSOCIATION
Members of the South Lake Ministerial Association arrived at
7:00 p.m. along with volunteer personnel that man the Neighborhood
Center which is presently housed at the Methodist Church. Members
of the Ministerial Association included Reverend George Becker,
Reverend Dale Harward, and Reverend Ron McCreary.
Reverend Harward explained the function of the Neighborhood Center
and its service to the community. Discussion continued outlining
the need for a new facility and their hopes that the City of
Clermont could in some way help support this service, either
through financial contributions or by providing a facility.
The Council explained that there was no facility available at this
time, except for the city-owned building being vacated by the
barber shop. However, this space is smaller than the area now
occupied by the Neighborhood Center.

Several suggestions were made by the Council and the Ministerial
Association was told that the Council would keep them in mind in
the future as other facilities might become available.
The Ministerial Association representatives left the meeting at
approximately 7:50 p.m.
GRASS CARP
The Workshop then continued by City Manager Saunders explaining
that the City had received a permit from the Fresh Water Fish and
Game Commission to stock three of the ci ty' s lakes wi th Grass Carp,
and the City will be proceeding with the project.
CENTER LAKE POMP
Council Member Turville asked of the status of the Center Lake
Pump. City Manager Saunders explained that he had been contacted
by the St. Johns River Water Management District who is reviewing
the situation to determine if the city is "grandfathered in" with
the pump or if the city will need to apply for a consumptive use
permit to allow the pump to remain.
It was further explained that consideration had been given to
moving the pipe from its present outfall location into the
retention area located on West Avenue, but this will not be done
until a determination is received from the Water Authority because
they may place other restrictions or may deny the permit
completely.
SEWAGE TREATMENT PLANT EXPANSION OPEN HOUSE
It was explained to Council that Council Member Dupee had suggested
an Open House for the City's recently expanded sewage treatment
plant. After discussion, it was the consensus of Council not to
hold an open house.
There being no further discussion, the meeting adjourned at 8:10
p.m.
