CITY OF CLERMONT
MINUTES
SPECIAL MEETING
A Special Meeting of the City Council of the City of Clermont was held on Thursday, April 26,
1979 in the Office of the City Manager. The meeting was called to order at 5:05 P.M. by
Mayor Claude E. Smoak, Jr., with the following members present: Councilmen Cole,Byrd, and Honey.
Others present were: City Manager Forbes, City Attorney Baird, City Clerk Carroll, and City
Engineer Springstead.
Mayor Smoak announced the purpose of the meeting was to consider a proposed -Compliance
Schedule that had been prepared for presentation to the Department of Environmental Regulation
in support of the City's request for a Temporary Operating Permit for wastewater effluent
disposal.
After considerable study of the proposed schedule, and deep concern for realistic dates by
which the City could comply, it was the determination of Council that the following amend-
ments be made:

Seek Financing (to be included as a completed step)
9-79:
Submittal of Wetlands Report
11-79 :
State, County, & Federal Approval of Wetlands Disposal Concept
12-79:
Select one site & Alternate
12-79:
Determine if AWT is a viable alternate
3-80:
Commence Site Acquisition
8-80:
Plans to State and County for Approvals
9- 80 :
Plan Approvals for Construction of Treated Effluent and
Construction Permit Issued by State of Florida, DER
Motion was thereupon made by Mayor Smoak, seconded by Councilman Byrd and unanimously carried
that the Schedule be accepted as amended, and be forwarded to DER with a request for a
temporary operating permit that will be valid through September, 1980, at which time a con-
struction permit from the State would be obtained for modification of the City's effluent
disposal facilities.
The meeting was adjourned by Mayor Smoak at 5:50 P.M.
