In accordance with the Continuing Services and Agreement for Traffic Transportation and
Engineering Services dated April 15, 2020, herein referred to as the Master Agreement,
between the City of Clermont and Kittelson & Associates, Inc., you are authorized to perform
the tasks detailed in attached Schedule A (Scope of Services).
All services required under this Task Work Order will be

The total amount or the limiting amount of the compensation will be: $77,000_
Method of Compensation (select one):
X Lump Sum paid based on % of completion in accordance with the Master
Agreement
Time and Materials - Hourly labor fee, paid in accordance with Exhibit B of the
Master Agreement, plus direct expenses, as detailed in Schedule 8 of this Task
Work Order.

2. Table Updates
Kittelson will update up to four (4) tables for the Clermont Comprehensive Plan Update. Due to
changes since the last comprehensive plan update, the FDOT minimum LOS standards and transit
tables are no longer applicable. Kittelson will coordinate with the City of Clermont, Lake County,
FDOT, and/or the Lake Sumter Metropolitan Planning Organization for the following data:
• Major roadway segments and number of lanes
• Performance measures for arterial and collector roadways
• Projected roadway performance based on the most recent CFRPM
Kittelson will work with the City of Clermont to update the provided data with any recent changes
to the roadway network. This scope does not include any data collection/roadway counts or
changes to the regional model/projections. Kittelson will prepare one draft set of tables and one
final version based on a set of consolidated, non -conflicting comments.
Task 2 Deliverables:
Tables for the Data & Analysis Report
o Transportation Facilities and Land Uses Served
o Existing Road Performance
o Short Term Projected Roadway Performance
o Long Term Projected Roadway Performance
Task 2 Schedule:
• Tables will be completed within ten (10) weeks of notice to proceed or six (6) weeks from
receipt of the data, whichever is later.
• Final tables will be completed within four (4) weeks of receipt of comments.
3. Context Classification
The most recent version of the FDOT Q/LOS Handbook is based on the context classification of
the roadway. In order for Clermont to refer to the Q/LOS Handbook for generalized level of
service analysis, the comprehensive plan needs to provide context classification for the non-FDOT
roadways within the City. Kittelson will follow FDOT Context Classification guidance and review
segment information to determine the context classifications for the non-FDOT facilities within
the City of Clermont, coordinating with Lake County for the roadways under their jurisdiction.
Kittelson will create a context classification map for inclusion in the data & analysis report.
Task 3 Deliverables:
• Context Classification Map
Task 3 Schedule:
• A draft Context Classification Map will be completed within six (6) weeks of notice to
proceed.
