12-04-1968 Special Meeting . . MINUTES N~ ~IH 563 SPECIAL MEETING A Special Meeting of the City Council of the City of Clermont was held in the office of the City Manager on Wednesday, December 4, 1968. The meeting was called to order at 5:15 P. M. by Mayor Smith with the following named Councilmen present: Prior, Beals and Cochran. Absent: Oswalt and VanderMeer. City Attorney Langley and City Manager Johnson were also present. Mayor Smith stated that the first order of business was to canvass the ballot of the General Election of the City of Clermont held on December 3, 1968. After checking the ballot motion was made by Councilman Beals and seconded by Councilman Cochran that it be RESOLVED that the Certificate of Result of the General Election of the City of Clermont held on Tuesday, December 3, 1968 be accepted and the results received into the minutes and made a part thereof and be it further RESOLVED in accordance with the results of the General Election that Don E. Smith be, and is hereby declared elected to the office of ~1ayor/Councilman Group Three (3) for a two (2) year term commencing on the second Tuesday in January, 1969~ and that Samuel Bratton be, and is hereby declared elected to the office of Councilman, Group One (1) for a two (2) year term commencing on the second Tuesday in January, 1969. and that Richard (Buddy) Oswalt be, and is hereby declared, elected to the office of Councilman, Group Five (5) for a two year term commencing on the second Tuesday in January, 1969. During discussions on the motion City t1anager Johnson advised the Council that J. William Prior had entered a protest on two counts regarding the Election and that the two counts in question were: 1. That all members of the Election Board were of one political party affiliation and that State Law requires that all political parties be represented, and 2, That Betty Daniel, a member of the Election Board, has permitted her name to be included among others in a paid political advertisement as an endorser of his opponent. Councilman Prior stated that it was not his intention to contest the results of the election but that he wished the minutes of the meeting to include his protest in order that it would be a matter of record, On roll call vote on the RESOLUTION the result was: Ayes: Beals, Prior and Cochran: Ayes: Three: Nayes: None. Absent OS\'/alt and Vandert1eer. A copy of the results of the Election immediately follow these minutes and are a part thereof and the certificate of result is on file in the office of the City Clerk, Councilman Oswalt arrived at the meeting at this time. A general discussion took place regarding the location of the new well. with final action on the matter deferred until the next Council meeting. and carried
