SPECIAL MEETING
A Special Meeting of the City Council of the City of Clermont was
held in the Kiwanis Room of Jenkins Auditorium on Thursday, May 29,
1969. The meeting was called to order at 4:00 P.M. by Mayor Don E.
Smith with all members present. Other officials present were: City
Manager Johnson, City Clerk Carroll, City Controller Fleming and
City Attorney Langley. Others present were the Messrs. Jim Westbrook
and Tom Sawyer of Michaels Engineers.'
The purpose of the meeting was to establish policies, rules, regulations,
rates, etc. to be incorporated into Ordinance form for the sanitary
sewer system program. Motion was made by Councilman Oswalt, seconded
by Councilman VanderMeer and unanimously carried that the following
listed matters, as recommended by City Manager Johnson, be accepted and
be incorporated, along with other necessary items, into Ordinance form
which will govern the sanitary sewer system to be constructed in the
near future.
1. The maximum time allowed p mperty owners in which to payoff
the assessments shall be ten years in equal annual payments
with the first payment due within thirty days following the
beginning of operation of the system
2. The interest rate to be charged the property owners on the
assessments shall be 8S as set by State Law
3. On assessments, the maximum depth to be serviced shall not
exceed 150 feet
4. The method for determining the front foot assessments on odd
shaped lots shall be the average of the front and rear widths
5. Total front footage shall be assessed against unimproved
property (orange groves, vacant lots, etc.) the same as on
other properties
6. The assessment rate shall be $4.00 per lineal foot
7. In future sewer line installations, it shall be mandatory that
all properties be served if economically feasible
8. The assessment rate on future installations shall be $4.00 per
lineal foot, subject to increase by Resolution of the City
Council, should construction costs increase
9. New sub-divisions shall be furnished sewer service with it
being mandatory that the developer pay total cost of installation
10. Sewer service extended to customers outside of the city limits
shall be at Council's discretion, however, if such outside city
limit properties are served, the customer shall pay all installation
expenses plus 10S and the monthly rate shall be the regular rate
plus 50S
It was consensus of Council that negotiations for sewer installations
to serve the proposed mobile home park to be constructed in the near
future, be deferred until further advanced construction of the park,
and, at the proper point of construction, a change order in the original
General Contract could be effected.
