MINUTES
ADJOURNED MEETING
An Adjourned Meeting of the City Council of the City of Clermont was
held in the Council Chambers on Tuesday, April 28, 1970. The .eeting
was called to ordr at 7:35 P. M. by Mayor Pro-Tem Bratton, with
the following member~ present: VanderMeer, Cochran and Oswalt. Other
officials present were: City Manager JOhnson, City Clerk Carroll,
City Attorney Langley and Chief of Police TybAa1. Others present
were the Messrs. C" A. Mangold, Henry Czech, E. L. Schumann, Howard
Young, Jim Hoskinson and Doctor$ T. D. Weaver and Paul Watson. Representa-
tives of the local Press were also present.

The Invocation was given by Councilman VanderMeer.
The Minutes of the Regular Meeting held on April 14, 1910 were approved
as written.
Doctors Weaver and Watson and Howard Young appeared before the Council
with regards the possibility of obtaining an airport for the South
Lake County area, preferably in a cooperative effort with the City of
Grove1and, and inquired of Council's endorsement of such a project.
They advised that financial assistance from federal funds would be
available for such a project, but that the initial step needed to be
an official committee appointed to contact officials from the Federal
Aviation Authority.
Mayor Smith arrived at this time, and the meeting was turned over to
him.
Mayor Smith thereupon appointed the following to serve as a committee
to investigate further the possibilities of obtaining an airport for
the South Lake County area: City Attorney Langley, Dr. T. D. Weaver,
Dr. Paul Watson and two representatives from the City of Grove1and,
which Mr. Langley was asked to contact. The Committee to report their
findings back to the Council at a future date.
Lake County Commissioner Jim Hoskinson was present to answer any
questions and/or inquiries which the Council might have with regards
the proposed Lease Agreement of the city dump. The Lease Agreement was
read in full by the City Attorney. Motion was made by Councilman
Oswalt, seconded by Councilman VanderMeer and unanimously carried that
Mayor Smith be authorized to execute the Lease Agreement with the Lake
County Board of Commissioners and a copy of same is attached hereto
and becomes a part of these Minutes.
City Manager Johnson submitted his report both orally and written and
a copy is attached hereto.
It was consensus of Council that the City Manager be instructed to
wutify the Town of Minneola of the increase for fire protection from "
the present $300.00 annually to $825.00 annually in a three year contract,
such increase to become effective at the expiration of the present five
year contract which is May 1, 1971.
Motion was made by Councilman Cochran, seconded by Councilman VanderMeer
and unanimously carried that the City Manager be authorized to execute"
all other out-of-city fire protection agreements at an annual fee of
$10.00 for a five year period, such five year fee payable in advance.,
and becoming effective at end of the present five year agreements, May 1,

City Attorney Langley advised that he, the City Controller and Mayor
Smith would meet with the Bond Attorneys in Jacksonville on Wednesday,
April 29, 1970 with regards the proposed sewerage system for Clermont.

Mayor Smi th repo"rted on his tri p to Tall ahassee recently wherei n he
had attended meetings of Mayors of Municipalities throughout the
State of Florida with regards bills pending in the present session of
Legislature which would affect municipalities.
City Clerk Carroll read communications as follows: From Mrs. Eleanor
Caswell. Librarian of Cooper Memorial Library wherein she expressed
appreciation to the Council for their recent letter of commendation to
her for her services at the LibrarYi From Judge L. R. Huffstetler. Jr.
wherein he expressed appreciation to Mayor Smith for having shown interest
in attending the first county-wide meeting to assess interest in
developing a comprehensive crisis intervention center for all .of Lake
County.
Motion was made by Councilman VanderMeer. seconded by Councilman Bwatton
and unanimously carried that the Council accept a Warranty Deed for
Lots 18 and 19 in city Block 76. Citl of Clermont. from the Official
Board of Cooper Memorial Library. and without any restrictions whatsoever,
City Attorney Langley wished it a matter of record that he had not
seen, nor had been instructed to investigate, this deed. City Manager
Johnson advised that the deed had been delivered to him and was in his
office.
AN ORDINANCE ESTABLISHING WATERWORKS AND SANITARY SEWERAGE DEPARTMENT:
PROVIDING METHOD OF SERVICE AND CONTRACTS OF SERVICE: PROVIDING WATER
.AND SEWERAGE BASIC RATES: PROHIBITING INFLUX OF PRIVATE WATER SUPPLY:
PROHIBITING TAMPERING WITH CITY PROPERTY: PROHIBITING NON-SANITARY WASTE
INDUCTION: PROVIDING PENALTY FOR VIOLATIONS HEREOF was introduced by
Councilman Oswalt and read in full for a First Reading by City Attorney
Langley.
The Meeting was adjourned by Mayor Smith.
