05-12-1970 Regular Meeting e MINUTBS ' - / ' Nt} 663 REGULAR MEETING A Regular Meeting of the City Council of the City of Clermont was held in the Council Chambers on Tuesday, May 12, 1970. The meeting was called to order at 7:30 P. M. by Mayor Pro-Tem Sam Bratton. in the absence of Mayor Smith. with the following members present: Councilman Oswalt, Cochran and VanderMeer. Other officials present were: City Manager Johnson, City Controller Fleming. City Cler~ Carroll. City Attorney Langley and Chief of Police Tyndal. Others present were: Mrs. Don C. Porter and the Messrs. Henry Czech. F.. L. Schumann and C. A. Mangold. Representatives of the local Pre~were also present. The Invocation was given by Councilman Vander~eer. The M1nutes of the Adjourned Meeting held on April 28, 1970 and of the Special Meeting held on April 29, 1970 were approved as written. Mrs Don C. Porter, representing the Minnehaha Trailer Park, appeared before the Council and protested the proposed increase of water rates as pertaining to trailer parks. City Manager Johnson submitted his report. both orally and written and a copy is attached hereto. Inasmuch as Council approval is required for signs placed on puhTic property and inasmuch as a sig.n had been placed at the Jaycee Reach without a permit and which is in violation as it projects beyond the front building line, motion was made by Councilman VanderMeer, seconded by Councilman Cochran and carried that the lessee of the Jaycee Beach Restaurant be requested to remove the sign. It was consensus of Council that the lessee of the Jaycee Beach Restaurant be notified that should he desire to place another sign on this property, that he make the necessary request to Council. SUbmitting to them a plan of the proposed sign. City Controller Fleming reported as follows: That the Delinquent Tax Sale for 1969 taxes would be held in the office of the City Clerk on June 1,1970 beglnning at 10 o.clock: A. M.; That only an approximate lS of the total tax roll had not been collectedi That a city held treasury bill would be due on May 15. 1970 whereby cash would be available for the installation of the water main from the new Grand Highway well to the Highland Avenue tank, and. the purchase of Lots 4, 5. 6. 11. 12, 13 and 14 in Block 142 of Johnson's Replat which is due June 1st. City Attorney Langley reported that clearance has not been received as yet regarding the proposed land trade for the sewer system; that a final judgment on the Gus Reis vs the City of Clerm6nt injunction had not been handed down as yet by Judge Hall. Motion was made by Councilman Oswalt, seconded by Councilman Vander~eer and carried that the bills be paid. Motion was made by Councilman VanderMeer, seconded by Councilman Cochran and carried that the following named be apPointed to serve on the Planning and Zoning Commission: Henry Czech. Charles Beals and Travis Cork, Jr. Councilman Cochran offered and moved that it be passed AN ORDINANCE ESTABLISHING WATERWORKS AND SANITARY SEWEPAGF. DEPARTMENT: PROVIDING METHOD OF SERVICE AND CONTRACTS OF SERVICE: P.ROVIDING WATER AND SEWERAGE BASIC RATES: PROHIBITING INFLUX OF PRIVATE WATER'SUPPLY: PROHIBITING TAMPERING WITH CITY PROPERTY: PROHIBITING NON-SANITARY WASTE INDUCTION: PROVIDING PENALTY FOR VIOLATIONS HEREOF and the ORDINA~CE was read . " . e - .J MINUTBS Nt} 664 in full for a second reading. The motion was seconded by Councilman VanderMeer and upon roll call vote on passage of the ORDINANCE the result was: AYES: VanderMeer. Oswalt. Bratton, Cochran. Total Ayes: Four. Nayes: None. Absent: Smith. So the ORDINANCE was adopted. the Number 52-C assigned to it and a copy ordered posted. Councilman VanderMeer. Council!s representative to the Lake County Office of Economic Opportunity. reported that he felt Lake County's chapter was more effective than other surrounding chapters and that the meeting were conducted from an agenda now and more thorough than they had been in the past.
