REGULAR MEETING
A Regular Meeting of the City Council of the City of Clermont was
held in the Council Chambers on Tuesday, November 24, 1970. The
meeting was called to order at 7:30 P. M. by Mayor Don E. Smith with
the following members present: Councilmen Cochran and Bratton. Other
officials present were: City Manager Johnson, City Controller Fleming,
City Attorney Langley, City Clerk Carroll and Chief of Police Tyndal.
Others present were: Mesdames Mary Shaw and Jean Schopmeyer and the
Messrs. Henry Czech, C. A. Mangold, A. E. Slack, John Schopmeyer,
Jeffrey Ladd, Don St. John, Derow Poynter, John Harder and Robert
Hopkins.
The Invocation was given by City Manager Johnson.
The Minutes of the Regular Meeting held on November 10, 1970 and
the Special Meeting held on November 16, 1970 were approved as written.
Mayor Smith announced the first order of business to be a Public
Hearing continued from November 10, 1970, with regards application
by Jeffrey Ladd for a variance in side and rear yard requirements
for sWimming pool construction. There was no one present who objected.
Mr. Ladd advised the Council that it would not be necessary to remove a
tree located on street right-o-way abutting his property on which
the pool construction would be made, and which he had previously
requested permission to remove. Motion was made by Councilman Cochran,
seconded by Councilman Bratton and carried that a variance of the
rear and side yard set back be granted to Jeffrey Ladd in order to
construct a swimming pool on the North One-Half of Lots 1 and 3 in
City Block 50.
Mayor Smith announced a Public Hearing would now be held with regards
application by Poynter-Harder Construction Company for an amendment
to the Zoning Code Ordinance pertaining to Mobile Home Parks regulations.
There was no one present who objected. Motion was made by Councilman
Bratton, seconded by Councilman Cochran and carried that the City
Attorney be instructed to prepare the necessary Ordinance amending
Ordinance No. 42-C (Zoning) as follows: Article IX, Section 26-64,
Mobile Home Parks, Item No.5 be amended to read "That there be a
minimum set back line of 20 feet from the centerline of interior street";
Item ~o. 7 be amended to read "Set backs from lot line shall be Side:
5 feet min<'imum (except in case of corner lots, in which case the set
back be 7~ feet on the side street) and rear 5 feet minimum".
Mayor Smith announced a Public ..earing would now be held with regards
application of A. E. Slack for a reduction in land area requirements
from 10,000 square feet to 7500 square feet in order to construct a
duplex on Lot 6 of City Block 75 which is l~cated in a C-2 Zone.
Councilman Cochran advised that he had not had the opportunity to study
this request and thereby recommended that action be postponed until
the next meeting. The Council was in agreement with this and Mayor
Smith continued this Public Hearing until Tuesday, December 8, 1970.
City Manager Johnson reported on the Bid Opening for construction of the
Sanitary Sewer System, held Tuesday afternoon, November 24th, at
2:00 P. M. and that the bids were considerably higher than the monies
allotted for the sewer system construction; that all bids had been given
to the consulting engineers for their ~horough study. A complete listing
of the Bids received is attached to these Minutes.
City Attorney Langely reported he had been notified the partial
abstracts were ready on the properties remaining on which the City had
failed to get easements for the sewer line construction.

Mayor Smith called a Special Meeting of the Council to be held at
5:01 P. M. on Monday, November 30, 1970 in the office of the City
Clerk to inspect and prepare the Ballot Box for the General Election
to be held on December 1, 1970.
Mayor Smith called a Work Session of the Council to be held on
Tuesday, December 1, 1970 at 7:30 P. M. in the Kiwanis Room of
Jenkins Auditorium, and urged that all Council members be present.
Mayor Smith announced the Orange Blossom Breakfast to be held in
Jenkins Auditorium on Wednesday morning, Nov~mber 25th at 8:00 A. M.
and urged that as many as possible attend.
City Manager Johnson reported he had received a request from Taylor
Hunt to sponsor a teen-age dance in Jenkins Auditorium on Thanksgiving
Night. Mr. Hunt had advised the City Manager that although he was
requesting permission to hold the dance as its sponsor, he would not
be present at the dance. Motion was made by Councilman Cochran,
seconded by Councilman Bratton and carried that inasmuch as all the
existing rules and regulations pertaining to teenage dances held in
Jenkins Auditorium would not be met under these circumstances, that
the requested be denied.
The meeting was adjourned by Mayor Smith.
