03-23-1971 Regular Meeting . . MrnUT~ ~ 723 COUNCIL MEETING A Regular meeting of the City Council of the City of Clermont was held in the Council Chambers on Tuesday, March 23, 1971. The meeting was called to order at 7:30 P. M. by Mayor Don E. Smith with all members present. Other officials present were: City Manager Hopkins, City Controller Fleming, City Clerk Carroll, City Attorney Langley and Chief of Police Tynda1. Others present were: Mr. and Mrs. Don Thomas, Mrs. Richard H. Langley and the Messrs. Virgil Hawkins, C. A. Mangold, E. L. Schumann, Henry Czech and Harold C. Williams. Representatives of the local Press were 'a1so present. The Invocation was given by Councilman VanderMeer. The Minutes of the meeting held on March 9, 1971 were approved as written. Mr. Virgil Hawkins, representative of the Lake County Opportunity Office, appeared before Council to present to them a resume of a proposed project - "Mini-Bus System for Lake County" - to be sponsored by the Lake County Opportunity Office with financial assistance from the Federal Government and hopefully from the municipalities in Lake County. City Manager Hopkins submitted his report both orally and written, and a copy is attached hereto. With regards the report of Mr. Hopkins whereby he was presently inter- viewing applicants for the position of Building Inspector, it was consensus of Council that the position of Assistant Director of Public Works and that of the Building Inspector be combined, and that the City Manager proceed with filling this position with this in mind. City Attorney Langley reported that the appeal period on the sewer bond validation would expire on Monday, March 29th, and to date there had been no indication of an appeal. Mayor Smith reported as follows: That he and City Manager Hopkins had appeared before the Lake County School Board on. March 22nd and submitted to them a Resolution urging their support to the Department of Transportation for the installation of flashing lights on Highway #50 in the school crossing areas at East and B10xam Avenues; That members of the Council and the Planning and Zoning Commission had visited the Modular Home Construction Plant in Casselberry recently; and that the monthly Orange Blossom Breakfast would be held on Wednesday morning, March 24th in the Jenkins Auditorium to be sponsored by the Green Valley Country Club, and urged that all present attend. City Clerk Carroll read communications as follows: From J. K. Tryson wherein he submitted his resignation as Second Municipal Judge, effective May 1, 1971; from James S. Click, Jr. inviting members of the City Council and other city officials to attend a reception for concert violinist, Mr. Rubinoff, at the' Florida Power Lounge on Tuesday, April 6th, at 8:30 A. M. Motion was made by Councilman Beals, seconded by Councilman Cochran and carried that the resignation of J. K. Tryon be accepted with regrets, and that the City Attorney be instructed to prepare a Resolution of commendation to Mr. Tryon. City Clerk Carroll opened bids on one 1971 Pick-up Truck, to be used in the Water and Sewer Utilities Department, as follows: . . Box 129 Winter Garden, Florida 32787 @ 2695.00 2449.12 2271.62 City Manager Hopkins reported the bids to be in order as specifications submitted, and recommended that the low bid of John Lamb Chevrolet, Inc. be accepted. Motion was made by Councilman Beals, seconded by Council- man VanderMeer and carried that the recommendation of City Manager Hopkins be accepted and the bid be awarded to John Lamb Chevrolet, Inc. Councilman Beals reported that in working toward a goal of establishing a South Lake Airport Authority, he would request a meeting in the near future of officials from the neighboring communities of Grove1and, Mascotte and Minneola along with officials of Clermont to discuss the ... matter.
