12-28-1971 Regular Meeting e . MINUTES NQ 785 REGULAR MEETING A Regular Meeting of the City Council of the City of Clermont was held in the Council Chambers on Tuesday, December 28, 1971. The meeting was called to order at 7:30 P.M. by Mayor Don E. Smith with the following members present: Councilwoman Wa~s?n and Councilman VanderMeer, Cochran and Beals. Other offlclals present were: Deputy Clerk Dollar, Chief of Police Tyndal, City Attorney Langley and Assistant Director of Community Services Nagel. Others present were: Mrs. Walter Ream, Mr. and Mrs. Alvin Wurst and Messrs. E. L. Schumann and George Schroedel. The Invocation was given by Councilman VanderMeer followed by the Pledge of Allegiance in unison by those present. The Minutes of the Regular Meeting held on December 14, 1971 and the Special Meetings held on December 20, 1971 and December 22, 1971 were approved as written. Mayor Smith announced the first order of business to be a Public Hearing to consider amendments to the Zoning Ordinance. There were no objections voiced from the floor. Council withheld any discussion on the amendments, pending further reviews, and the Public Hearing was continued until the Council Meeting of January 11, 197~. Mayor Smith announced that the changeover of city offices from the present City Administration Building to the old First Federal Building would take place during the coming weekend and that the City Offices would be open for business at the new location on Monday morning, January 3, 1972 at 8 A. M. Councilman Cochran stated that he wished to express his pleasure in working with the City Council during his tenures of office, and also present the following as items for consideration by the Council: Major expenditures of the Chamber of Commerce be presented to the Council for review and approval; a review of rates charged by local motels; a review of the method of election of Council members with thought given to election by Districts and increasing the Council to seven members. It was consensus of Council that control of motel rates came under the Hotel and Restaurant Commission. Councilman Cochran offered and moved the adoption of a RESOLUTION to the State Department of Transportation wherein the Council concurs with their work program of adding two lanes where necessary to complete the 4 laning of State Road 50 from State Road 561 east to State Road 25 and from State Road 25 east to the Lakek,~range County line and requesting consideration for construction of underpasses across State Road 50 in the East and West Avenue areas. The motion was seconded by Councilwoman Watson and unanimously carried. The RESOLUTION was read in full by City Attorney Langley, the number 187 assigned to it and a copy ordered posted. Councilman Beals offered and moved the adoption of an ORDINANCE UNDER THE CODE OF ORDINANCES OF THE CITY OF CLERMONT AMENDING ORDINANCE NO. 25-M PROVIDING FOR THE EXTENSION OF TIME OF CONSTRUCTION OF THE SUBJECT PROJECT UNTIL MAY 5, 1973, AND ACKNOWLEDGING RECEIPT OF THE PERFORMANCE BOND EXTENSION UNTIL THAT TIME and the motion was seconded by Councilman VanderMeer. The ORDINANCE was read in full for a second and final reading by City Attorney Langley. Upon roll call vote on passage of the Motion the result was: Ayes: Beals, Cochran, VanderMeer, Watson and Smith. Total Ages: 5. Nayes: None. So the ORDINANCE was adopted, the number 44-M assigned to it and a copy ordered posted. The first reading of the sign ordinance was postponed until the meeting of January 11, 1972. . . MINUTES NQ 786 Mrsi Dollar, Deputy Clerk, read a communication from Mrs. Charles Peffley wherein she expressed thanks to the Council for their thoughtful- neS$ in conjunction with her presentation of a flag for Oakhill Cemetery. City Attorney Langley presented a Quit C1ajm Deed from the City of Clermont to Dr. J. R. Peacock and and Maragret H. Peacock, his wife, for property located in Sunset Park Subdivision and requested that the deed be executed by the Mayor and City Clerk as authorized in Ordinance 43-M. Upon request of George Hovis, Attorney, for a quit claim deed from the City of Clermont on certain property located in lettered Block 0, motion was made by Councilman Cochran, seconded by Councilman Beals and carried that the deed be prepared and executed by the Mayor subject to approval of the City Attorney. Mayor Smith called a Work Shop Meeting of the City Council to be held in the Kiwanis Room of Jenkins Auditorium on Tuesday, January 4, 1972 at 7:30 P.M.
