07-10-1973 Regular Meeting . e e . MINUTES NQ 954 REGULAR MEETING A Regular Meeting of the City Council of the City of Clermont was held in the Council Chambers on Tuesday, July 10, 1973. The.meeting was called to order at 7:30 P. M. by Mayor Do~ E. Smith with the following members present: Councilmen Byrd, Beals, Schroedel ahd Smoak. Other officials present were: Acting City Manager Smythe, Controller Fleming, City Clerk Carroll, City Attorney Vason and Chief of Police Tyndal. Others present were: Mrs. Joan Modica, Mr. and Mrs. Ralph Roane, Master Frank Beals and the Messrs. Broadway, McCabe, Berry, Rambo, Christopher, Czech, Loomis, Sperry, Bratton, Perry and Langley. Representatives of the Daily Commercial and the Orlando Sentinel Star were also present. The InvocatiDn was given by Councilman Beals, followed by repeating of the Pledge of Allegiance in unison by those present. The Minutes of the meeting held on June 26, 1973 were approved as written. Mayor Smith announced the first order of business to be a Public Hearing to consider request of Ralph Roane for a variance in the required rear yard setbacks and the use of previously provided paved parking in order to construct four single family dwelling units on property owned by him described as: The east 50' of the N~ of Lot 3, Block 9, less the North 501 thereof used for road and parking. Mr. Roane appeared before Council to present his request and to submit a Plot Plan of the proposed construction. There was no one present who voiced Objection to this request, whereupon motion was made by Councilman Schroedel, seconded by Councilman Smoak and carried that the request be granted. Motion was made by Councilman Schroede1, seconded by Councilman Smoak and carried that the bills be paid. Councilman Smoak introduced AN ORDINANCE UNDER THE CODE OF ORDINANCES OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, CLOSING AND PERMANENTLY ABANDONING pe9TIONS OF DIVISION STREET AND DREW AVENUE LOCATED WITHIN THE CORPORATE LIMITS OF THE CITY OF CLERMONT, ACCORDING TO THE MAP OF THE TOWNSITE OF CLERMONT, FILED IN PLAT BOOK 3, PAGE 5, PUBLIC RECORDS OF LAKE COUNTY, FLORIDA; REPEALING ALL ORDINANCES IN CONFLICT HEREWITH, PROVIDING FOR SEVERABILITY: PROVIDING AN EFFECTIVE DATE: AND PROVIDING FOR PUBLICATION and the Ordinance was read by Title Only by City Attorney Vason. Counci1maa Beals offered and moved the adoption of AN ORDINANCE UNDER THE CODE OF ORDINANCES OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, AMENDING SECTION 26-63 OF THE MUNICIPAL CODE OF ORDINANCES TO ALLOW FOR CLUSTER DEVELOPMENTS ON PARCELS OF LAND CONTAINING A MINIMUM OF 20,000 SQ. FT., AND AMENDING SECTION 26-22 (F) TO ALLOW CLUSTER DEVELOPMENTS AS A CONDITIONAL USE IN R-2, MEDIUM DENSITY RESIDENTIAL ZONING DISTRICTS: REPEALING ALL ORDINANCES IN CONFLICT HEREWITH: PROVIDING FOR SEVERABILITY: PROVIDING AN EFFECTIVE DATE: AND PROVIDING FOR PUBLICATION BY POSTING and the motion was seconded by Councilman Smoak. The Ordinance was read by Title Only by City Attorney Vason for a second and final reading and upon roll call vote on passage of the motion, the result was: Ayes: Smoak, Smith, Beals, Byrd and Schroede1. The Ordinance was read by Title Only by City Attorney Vason for a second and final reading and upon roll call vote on passage of the motion, the resul twas: Ayes: Schroede1, Byrd, Beals, Smith and Smoak. Councilman Byrd offered and moved the adoption of AN ORDINANCE UNDER THE CODE OF ORDINANCES OF THE CITY OF CLERMONT, RAKE COUNTY, FLORIDA AMENDING SECTION 17-1.1 OF THE CODE OFORDINANCES OF THE CITY OF CLERMONT; AMENDING SECTIONS 17-6 OF THE CODE OF ORDINANCES OF THE CITY OF CLERMONT: AMENDING SECTION 17-7 OF THE CODE OF ORDINANCES OF THE CITY OF CLERMONT: ALLOWING UNO HUB" CAST IRON INSTALLATION: ESTABLISHING A SCHEDULE OF PERMIT FEES: INCREASING EXAMINATION FEES FOR MASTER PLUMBERS AND JOURNEYMAN PLUMBERS: INCREASING THE ANNUAL FEE FOR RENEWING THE CERTIFICATES OF MASTER AND/OR JOURNEYMAN PLUMBERS: ESTABLISHING PLUMBING EXAMINATION DATES FOR MASTER AND JOURNEYMAN PLUMBERS: REPEALING ALL ORDINANCES IN CONFLICT HEREWITH: PROVIDING AN EFFECTIE DATE, PROVIDING FOR SEVERABILITY: AND PROVIDING FOR PUBLICATION BY POSTING and the motion was seconded by Councilman Beals. Councilman Smoak offered and moved the adoption of AN ORDINANCE UNDER THE CODE OF ORDINANCES OF THE CITY OF CLERMONT, LAKE COUNTY, FLORIDA, AMENDING SECTION 822 (B) OF THE CODE OF 09iDINANCES: AMENDING SECTION 822 (E) OF THE CODE OF ORDINANCES: AMENDING SECTION 8-16 (B) OF THE CODE OF ORDINANCES: ESTABLISHING DATE AND PLACE OF EXMAINATIONS FOR MASTER AND JOURNEYMAN ELECTRICIANS: ESTABLISHING SCHEDULE OF EES FOR CERTIFICATE OF COMPETENCY FOR A MASTER AND JOURNEYMAN ELECTRICIAN: AND ESTABLISHING SCHEDULE OF INSPECTION FEES: REPEALING ALL ORDINANCES IN CONFLICT HEREWITH: PROVIDING FOR SEVERABILITY: PRVOIDING AND EFFECTIVE DATE: AND PROVIDING FOR PUBLICATIONS BY POSTING and the motion was seconded by Councilman Schroede1. Councilman Smoak inquired about picnic tables for the Jaycee Beach area and Mr. Smythe advised that 10 had been ordered to be paid for by the Chamber of Commerce. Councilman Schcoede1 inquired if the city fire department was obligated to answer fire calls either north or south to the motel complexes on Highway #27, and he was advised that they were not.
