SPECIAL MEETING
A Special Meeting of the City Council of the City of Clermont was held in the office
of the City Manager on Wednesday, December 4, 1974. The meeting was called to order
at 9:00 A. M. by Mayor Claude E. Smoak, Jr., with the following members present:
Councilmen Schroede1, Blackburn, Oswalt, and Byrd. Other officials present were:
City Manager Hopkins, City Clerk Carroll, Chief of Police Tynda1 and Sgt. Mitchell
Rogers.
Mayor Smoak advised the purpose of the meeting was to canvass the ballot and check the
Certificate of Result of the General Election of the City of Clermont held on
December 3, 1974.
Upon canvassing the ballot and checking the Certificate of Result, motion was made by
Councilman Blackburn, seconded by Councilman Schroedel and unanimously carried that
it be RESOLVED that the Certificate of Result of the General Election of the City of
Clermont, Florida, held on Tuesday, December 3, 1974, be accepted and that a copy
of the result be received into these minutes and made a part thereof, and, BE IT
FURTHER RESOLVED in accordance with the result of the General Election
That RICHARD E. (BUDDY) OSWALT be, and is hereby declared, elected to the office of
Counci1member in Group One (l) of the City of Clermont for a two year term commencing
on the second Tuesday in January of 1975;
That CLAUDE E. SMOAK, JR., be, and is hereby declared, elected to the office of
Mayor/Counci1member in Group Three (3) of the City of Clermont for a two year term
commencing on the second Tuesday in January of 1975;
That CARLISLE A. BYRD, JR., incumbent and unopposed candidate be, and is hereby
declared, elected to the office of Counci1member in Group Five (5) for the City of
Clermont for a two year term commencing on the second Tuesday in January of 1975;
That as none of the candidates for Counci1member in Group Two (2) received a majority
of the votes cast, it is necessary that the two candidates receiving the greater
number of votes, namely BEN BLACKBURN and TOMMY LEE WOOTSON, enter the Run-Off Election
of the City of Clermont to be held on Tuesday, December 17, 1974, and that the
candidate receiving the greater number of votes in said Run-Off Election sfiaU'be' ,

for a one year term commencing on the second Tuesday in January of 1975;
AND BE IT STILL FURTHER RESOLVED and declared that upon qualification of said officers
elected, and to be elected, as aforesaid, that they shall assume the duties of such
office to which they are elected and hold the same and perform the duties prescribed
by law.
The meeting was adjourned at 9:15 A. M. by Mayor Smoak.
