MINUTES

REGULAR MEETING
A Regular Meeting of the City Council of the City of Clermont
was held in the Council Chambers on Tuesday, October 19, 1976.
The meeting was called to order at 7:30 P.M. by Mayor Pro-Tern
Carlisle A. Byrd,Jr., with the following members present:
Councilmen Beals, Schroedel, and Blackburn. Other officials
present were: City Manager Tiffany, City Attorney Baird, City
Clerk Carroll, Finance Director Sanchez, Director of Community
Services Smythe, and Building Official Nagel. Others present
were: Mesdames Schopmeyer, Lane, Forth, Bell, Williams, Clark,
and Shaw; Mr. and Mrs. Vernon Brice; Messrs. Cunningham, Czech,
Sargent, Searles, Cosgrove, Spalding, and Ogden. Mr. Joe Sanchez,
Sentinel/Star representative was also present.
The invocation was given by Mr. Smythe, followed by repeating of
the Pledge of Allegiance in unison by those present.
Mayor Claude E. Smoak,Jr. arrived at this time and assumed the
Chair.
The Minutes of the regular meeting held October 12, 1976 were
approved as written.
BOND CLOSING
City Manager Tiffany reminded Council of the
Bond Closing to be held on October 27th beginning
at 9:30 A.M., and advised that although it was
not necessary that a quorum be present for the
proposed full day session, it was suggested that
at least that number of members be available for
call should it become necessary for last minute
resolution changes.
CONDEMNED BUILDING STATUS
City Attorney Baird reported that two condemnation
suits had been filed, and he was proceeding with
further research on two others.
HOME OCCUPATIONS
City Manager Tiffany advised that he and City
Attorney Baird had been researching materials
regarding "Home Occupations", and had prepared
a memo for Council's consideration, which would
be on the October 26th agenda.
SEMINOLE WELL STATUS
City Manager Tiffany advised that the water
samples from the Seminole Well continued to
be unacceptable, and he would be meeting with
the Engineers regarding the matter later in
the week.
LEAGUE OF CITIES
Mayor Smoak reminded all present of the Lake
County League of Cities meeting to be held in
Howey-in-the-Hills on Wednesday, October 20th
at 6:30 P.M., and of the State League of Cities
Convention to be held in Miami on October 21st
thru 23rd.

COOPER MEMORIAL LIBRARY
Councilman Beals advised it had been brought
to his attention that a financial contribution
had been made to the Clermont Junior High School
Band from the Cooper Memorial Library, and although
he personally felt these two institutions to be
of the finest in the city, he could not agree with
any non-profit and tax supported entity making
charitabftecontributions; that he felt this con-
tribution was a very inappropriate expenditure, 8
and if Council be in agreement with his opinion,
would suggest that the Library Board be made aware
of it. Councilman Schroedel, liaison representative
to the Library Board, advised he had been unaware
of this matter, and requested that he be able to
investigate the matter before any action be taken
by Council. The matter was thereupon referred to
him.
VISITORS WITH BUSINESS
Mrs. Blanche Bell appeared before Council to
inquire of the necessary procedure in order to
establish a Rescue Youth Center and hold religious
meetings in a building which they had purchased
at 743 East Montrose Street. Mrs. Bell was apprised
of the procedure necessary for obtaining a Conditional
Use Permint, and she was invited to meet with City
Manager Tiffany in his office at her earliest con-
venience to prepare the necessary application.
There being no further business to be brought before the Council
at this time, the meeting was adjourned to a public work meeting
regarding establishment of a Central Business District Zone at
7:50 P.M.
