12-27-1978 Special Meeting . e e . CITY OF CLERMONT MINUTES SPECIAL MEETING A Special Meeting of the City Council of the City of Clermont was held on-site of the premises located at 792 East Montrose Street on Wednesday, December 27, 1978. The meeting was called to order at 5:30 P.M. by Mayor Claude E. Smoak, Jr., with the following members present: Councilmen Schroedel, Byrd, Honey, and Cole. Others present were: City Clerk Carroll, Public Works Director Smythe, and Messrs. Jimmy Lee Jackson and Jim Edward Jackson, owners of the property aforementioned, aka "Dot's Cafe". Mayor Smoak announced the purpose of the meeting was to inspect the area for consistent wash-out problems as reported by Mr. Jackson to be a result of faulty street conditions, and to assist in any possible way toward a solution to his reported parking restrictions since "No Parking" signs were posted on East Montrose Street. The signs had been posted on the street recently following numerous complaints from property owners in the area concerning their inability to obtain access to their properties due to the parked vehicle congestion on the street, and the limited space available for emergency vehicles to penetrate the area if needed. An on-site observance by Council of approaching vehicles on the street confirmed this situation. Mr. Jackson advised of verbal permission from the owners of abutting vacant property on either side of his business establishment to utilize their property for parking by Mr. Jackson and patrons of his business, but that he was unable to make the necessary cuts to the existing curbing and subsequent construction for water control from the street. Motion was made QY Councilman Schroedel. seconded by Councilman Cole and unanimously carried that the necessary repairs be made to the street and approach to Mr. Jackson's property to eliminate the existing water control problem, and, that the necessary curb cuts for access to either of the abutting PE02prr~c be made, contingent upon written approval from the individual owners.
