SPECIAL MEETING

A Special Meeting of the City Council of the City of Clermont was held in the office
of the Ci ty Manager on Monday, May 2, 1977. The meeti"g was called to order at 9: 30
A.M. by Mayor Claude E. Smoak, Jr., with the following members present: Councilmen
Byrd, Schroedel, and Blackburn. Other officials present were: City Manager Tiffany,
City Attorney Baird, City Clerk Carroll, and Director of Community Services Smythe.
The purpose of the meeting was to consider proposed changes to the street improvement
program now in process.
Due to problems having developed regarding the advisability of using anionic or
cationic material in the slurry seal segment of the program, it was proposed that this
segment be eliminated entirely this year, and additional streets be repaved. Motion
was made by Councilman Blackburn, seconded b~ Councilman Byrd and carried that the
action taken by Council in their meeting hel on April 12, 1977;
"City Manager Tiffany advised of a single bid submitted
for the Slurry Seal segment of the street improvment
pr09ram from J & B Slurry Seal of Winter Park, Florida
@ $.4589 per sq. yd. for cationic and $ .3989 per sq.
yd. for anionic and finding the bid to be in order,
recommended that the bid be accepted for cationic slurry
seal, with option to change to anionic should problems
arise due to humidity and temperature. Motion was made
by Councilman Byrd, seconded by Councilman Schroedel and
carried that the City Manager's recommendation be
accepted. II

and the ro ram revised to rovide for a 3/4" Ca in of the streets in the downtown
area which had been heater-planed; East Avenue between Minneola Lake Drtve and Hlgh and
Avenue; and, approximately one and one-half block of Disston Avenue from Minnehaha
Ave~ue to the south. Councilman Schrodel voted in the negative on passage of the
motlon.
Inasmuch as Hook Street, between Highway # 27 and Lake Shore Drive, is an established
thoroughfare to and from the City and in a bid state of repair, motion was made by
Mayor Smoak that the County Commission be requested to accept responsibility for its
maintenance, and be re aved in conjunction with the Cit 's current im rovement ro ram;
and, That.Hubbard Constructlon Company agaln be requested to adequate y repair the
constructlon cuts across South Lake Shore Drive that were made in the sewer extension
project to Minnehaha Estates. The motion was seconded by Councilman Blackburn and
Dnanimously carried.
The meeting was adjourned by Mayor Smoak at 9:57 A. M.
