SI'ECIAL MEETING
A Special Meeting of the City Council of the City of Clermont was held in the former
Exchange Bank Building on Tuesday, December 13, 1977. The meeting was called to order at
5:10 P.M. by Mayor Claude E. Smoak, Jr., with the following members present: Councilmen
Blackburn, Honey, Byrd, and Schroedel. Others present were: City Manager Tiffany, City
Attorney Baird, City Clerk Carroll, Public Works Director Smythe, Councilman-elect Cole,
and Mr. Jack Sargent. Representatives of the Sentinel/Star and the South Lake Press were
also present.
Mayor Smoak announced the purpose of the meeting was to make an on-site inspection of
the building and its adjacent property for possible use as a City Hall. He further advised
that a firm commitment of "Offer of Sale" had been received from the Exchange National Bank
of Lake County @ $116,900.00, and in order to respond, he would ask that each Council Member
consider the matter thoroughly and be prepared to discuss it at the meeting to be held on
December 20, 1977.
It was the opinion of Councilmen Sbhroedel and Blackburn that immediate "show of good
faith" action be taken by seeking an option for 60 to 90 days in order to have ample time
to consider the matter, and Councilman Schroedel thereupon moved that an option for 60
days, to be accompanied with earnest monies in the amount of $100.00, be sought. The motion
was seconded by Councilman Blackburn, but failed to carry with Councilmen Byrd, Honey, and
Mayor Smoak voting in the negative. It was their opinion that firm cost estimates of
additional renovation work on the building that would be necessary, and cost estimates for
possible expansion of the present City Hall, be obtained for study and consideration in order
to provide them better help in reaching a decision before asking that sale of the property
be held in abeyance.
The meeting was adjourned by Mayor Smoak at 6:00 P.M.
