A regular meeting of the City Council of the City of
Clermont was held. in the Administration Building on Tuesday,
December 5, 1961.
The meeting vJas called to order at 7:40 P. M. by Council
Chairman Bishop with all Councilmen present. Other officials
present were: Mayor Bon Jorn, City Atto~ney Morse, Superintendent
Sheldon, Building Inspector Snyder, Clerk Johnson, Deputy Clerk
Carroll and Police Chief Tyndal. Visitors present were Messrs.
Harley Beals and R. R. Rogers and. a representative of the local
press.
The minutes of: the I adjourned meetings held Tuesday,
November 21, 1961 and Monday, November 26, 1961 and the Special

meeting held MondJy, December 4, 1961 were read and approved.

Mr. Harley Beals spoke to the Council requesting that the
Minneola Avenue right-of-way from East Avenue to Second Street
be opened and that part not paved be clayed. Mr. Beals was
advised that this would create a drainage problem. Mr. Beals
was advised that the Council would consider a petition from
abutting property owners requesting the paving of the street
in question on a one-third two-thirds basis.
Chief Tyndal submitted his monthly report which was accepted
and ordered filed.
Building Inspector Snyder submitted his monthly report
which was accepted and ordered filed.
Motion was made by Mr. Turville, seconded by l"Ir. Boy'a and
carried, that the Building Committee be directed not to issue
any building permits for construction on that area being re-
zoned from R-l Residential to C-l Commercial unless such con-
struction conforms to the Fire Limits Ordinance, until such
time as the Fire Limits Ordinance can be amended to include
such property.
A short discussion took place regarding the proposed water
expansion program and the partial report submitted by Ardaman
and Associates. Clerk Johnson was requested to arrange for
Dr. Ardaman to meet with the City Council as soon as possible
in order that the matter might be discussed further.

Mr. Pool recommended that a "crash" program be instigated
regarding the clearing of the channel between Lake Minneola
and Lake Minnehaha and the repairing of the approaches to the
bridge. Motion was made by Mr. Boyd, seconded by Mr. Pool
and carried, that the matter be referred to the Streets
Committee for.investigation and that the Mayor be authorized
to act upon the recommendations of said Committee.

Mr. Boyd reported on 3t~eet sand sealing and repairs
progress. Mr. Boyd further reported that the Board of County
Commissioners had agreed that the County would share with the
City of Clermont, on a fifty-fifty basis, the cost of resur-
facing Hook Street at a cost not to exceed $2500.00 total, but
that such resurfacing would have to be advertised for bids.

Clerk Johnson called to the attention of the Council that
several projects were underway which had not been authorized
by the Council and requested such authorization in a regular
meeting in order that it would be a matter of record.
Motion was made by Mr. Boyd, seconded by Mr. Turville and
carried, that approximately one block of Pitt Street from
Bloxam Avenue to Highway 27 be widened to 24 feet and surfaced
with gravel and that Pitt Street from Highway 27 to Grand Highway
be patched and sand sealed.
Notion was made by Mr. Pool, seconded by Mr. Boyd and
carried, that a city parking lot be constructed between Vincent's
Five Cent to One Dollar Store and Dr. Cantwell's building
and from Montrose Street to the present existing city parking
lot, and that such lot be constructed with a clay sub~base,
a lime rock base and a compact asphalt surface.
Motion was made by Mr. Turville, seconded by Mr. Pool and
carried, that East Minneola Avenue be graded and clayed from
Bloxam Avenue westward, an' approximate distance of 300 feet.

Motion was made by Mr. York, seconded by Mr. Pool and
carried, that the city install the necessary pip'lvalve and
fitting, at the baseball field to allow for irrigation with
the understanding that previously used 3/4 inch pipe be used.
Clerk Johnson reported that Mr. Starr had advised that the
cost of pumping "islands" in Center Lake would be approximately
$900.60 each and that the pumping of a shore line would be
$2.00 per lineal foot. This matter was tabled as funds were
not available for these expenditures.
Motion was made by Mr. Turville, seconded by Mr. Pool and
carried (with Mr. Boyd abstaining), that the following li~ted
persons be appointed to membership on the Planning and Zoning
Commissions for the terms designated.
Planning Commission:
One Year: Mrs. Juliet Carrington, Messrs. James Hoskinson and
Charles Root. For two years: Messrs. Frarlk Bakeman, Frank Innis
and W. H. McQuistion. For three years: Messrs. Forrest Colegrove:
Martin Winther and Mrs. George Van Nostrand.
Zoning Commission:
One Year: Messrs. Mr. G. Egan and Dr. V. Brinkerhoff.
two years: Messrs. Clem Wolstencroft and Robert Pool.

After examination of the Registration Roll the Council
ordered that the following names be removed due to their being
deceased: John Achord, Albert Braddock, Bertha Denslow, Andrew
Leffler, Pauline Lane, Frank Sherry, Alfred Sandlin, Autrey
Hayes, M. C. Koester, Raymond Mitchell, Ernest Allen Potter;
and due to their having moved their residence from the City of
Clermont: Homer Clock, Aurela, Click, Mark Goodman, Betty Goodman,
Horace Medley, Mary Medley, Xen Beeler, W~ L. Hullinger, Pearl
Hullinger, Ruth Pierce, Ernest Pierce and William Scott.
Motion was made by Mr. Turville, seconded by Mr. Boyd and
carried that accounts due Irving Morse in the amount of $25.00
and Arnold Bridges in the amount of $415.00 be paid.
The Clerk read a letter from the Home Owners' Civic
Improvement1,Association requesting that the City Council amend
its Fire Limits Ordinance to include all C-l, C-2 and T-C Zones.
Inasmuch as the ,matter was already under consideration, the
letter was ordered filed.
Motion was made by Mr. Pool, seconded by Mr. York and
carried, that the Clerk be authorized to refund the amount of
City taxes collected for 1961 on the Parking Area assessment
on Knox Truck Brokers, as such assessment had been made through
error.

Clerk Johnson read a letter from Mr. Nidy quoting a price
on the construction of shuffle board courts in Kehlor Park.
The matter was tabled until the next meeting of the Council..
Gl~rk Johnson opened bids on one year's requirements of
cut back street oil and motion was made by ~lr. Turville,
seconded by Mr. Boyd and carried, that the contract be awarded
to Supreme Fuel Company as they were equal with other low
bidders and as their past services have been satisfactory.
Clerk Johnson opened bids on a traffic signal installation
at Fifth Street and Highway 50 which were as follows:
Curry Electric, $4,992.00, and Patton and Dresser, $4,675.00.
The awarding of the contract was held up pending further
investigation.
Clerk Johnson opened bids on one year's requirements of
petroleum products and motion was made by Mr. Turville,
seconded by Mr. Pool and carried, that the contract be awarded
to Standard Oil Company, the low bidder.
Mr. Turville, Chairman of the Laws and Auditing Committee,
presented for passage a proposed ordinance, the same being

The ordinance was read in full the first time, and the
Chairman referred the same to the Laws and Auditing Committee.
Mr. Turville, Chairman of the Laws and Auditing Committee,
stated that the ordinance had been prepared by his Committee

at the direction of the Cotmcil and asked that same be taken
up at this time. Mr. Turville moved that the rules be waived
and that the ordinance be read the second time by title only.
Mr. Boyd voted "Naye" on the motion and the .second reading
was postponed until the next meeting of the Council.
Mr. Turville, Chairman of the Laws and Auditing Committee,
presented for passage a proposed ordinance, No. 201, the
same being AN ORDINANCE AMENDING THE ZONING MAP OF THE CITY OF
CLERMONT AND PROVIDING AN EFFECTIVE DATE THEREOF. The ordiance
was read in full and the Chairman referred the same to the
Laws and Auditing Committee. Mr. Turville, Chairman of the
Laws and Auditing Committee, stat~d that the Ordinance had been
prepared by his committee at the direction of the Council and
asked that the same be taken up at this time. Mr. Turville
moved that the rules be waived and that the ordinance be read
the second time by ti~e only. The motion was agreed to
Unanimously and the ordinance was read ttie second time by
title only. Mr. Pool moved that the rules be further waived
and that Ordinance No. 201 be read for-the third time by title
only, and placed upon'~ts pa~page. The motion was agreed to
unanimously and Ordinance No. 201 was read for the third
time by title only. When a vote was taken on the passage
of Ordinance No. 201 the result was: Turville, Aye; Pool, Aye;
Boyd, Aye; York, Aye; Bishop, Aye. Yeas: 5. Nayes: None. So,
Ordinance No. 201 passed, tiae as stated, and the Number 201
assigned to it and ordered immediately placed in the Ordinance
Book of the City of Clermont and a copy ordered posted. A
copy also appears immediately following these minutes.
Mr. Turville offered and moved the adoption of a RESOLUTION
calling for a Public Hearing to consider the permanent closing
of certain streets. The Resolution was read by the Clerk and
seconded by Mr. Pool. When a note was taken on the adoption
of the resolution the ~l!.?feas" were: Turville, Pool, Boyd, York
and Bishop. Total "Yeas" 5. 'tNayes", None. The Resolution,
as read, was adopted and ordered placed in the Resolution
book. A copy of the resolution appears immediately following
these minutes.

Motion was made by ~IT. Pool, seconded by Mr. Boyd and
carried, that the Mayor and City Clerk be directed to execute
an agreement of lease, and a lease with Mattie Cook on certain
lands in Block 80 to be used for a City parking lot.
Motion was made by Mr. Pool, seconded by Mr. Turville and
carried, that bills be paid.
Mr. Boyd recommended that a specific brand of water meters
be used. It was called to Hr. Boyd's attention by Hr. Turville
that this eliminated any advantage of bid taking. No action
was taken.

Motion was made by Mr. Boyd, seconded by Mr. Pool and
carried, that the Police Chief and City Building Inspector
make an inspection of all professional offices and/or arts
and crafts businesses operated in Residential Areas to
determine if in any instance, the area used exceeds 25% of
the total area of the building.
Motion was made by Mr. Turville, seconded by Mr. York
and carried, that City crews remove the piling from the lake
front at the North end of 7'iUb. Street and that the old "Prime"
dock and/or shed, including piling, be removed from the
Jaycee Beach area.
Motion was made by f1r. York, seconded by Mr. Pool and
carried, that meeting adjourn.

RESOLUTION
WHEREAS, the lands lying East of Scott Street, West of Bloxam
Avenue, North of State Road SO, and South of Highland Avenue, in Clermon~,
Florida, have been re-zoned from an R-l Residential Zone, to a C-f
Commercial. Zone, and the owners of said property within said area have
requested the following described streets to be Permanently closed and
vacated so that all of the lands, including said streets, may be embraced
'With the development of a shopping center; and,
. WHEREAS, the Council of the City of Clermont finds that the perma-
nent closing and vacating of said streets will in no way damage any property
owner, and it will be to the best interests of all that said streets be closed;
therefore,

BE IT RESOLVED by the City Council of the City of Clermont!
That a public hearing be duly held by this on December 19, 1961, Oat.
7:30 P. M. in the Administration Bluilding of the City of Clermont, to con~ider
the permanent closing and vacating of the following streets in said City:
ALMOND STREET, West of Bloxam Avenue and
East of State Road 50; SCOTT and GOBLE STREETS,
South of Highland Avenue and North of State Road 50;
That notice thereof be duly published for two (2) consecutive weeks.
and that if there be no obj ections from abutting property owners that the
Council do then consider the passage of an Ordinance permanently closing
'and vacating said streets.
