A regular meeting of the City Council of the City of
Clermont was held in the office of the City Clerk on Tuesday -
November 7, 1961. The meeting was called to order at 7:30 P.M.
by Vice-Chairman, Wm. W. Boyd with all Council members being
present with the exception of Mr. Bishop. Other officials pre-
sent were: Mayor BonJorn, Clerk Johnson, Deputy Clerk Williams,
Sup't. Sheldon, City Attn'y. Morse, Inspector Snyder and Chief
of Police Tyndal. Others present were: Messrs. Harry Cash, Jim
Hoskinson, Harold Roberts, and four members of Ardeman & Associates.
Representative of the local press was also present.
The minutes of the adjourned meeting held on Tuesday -
October 17~ 1961, and of Special Meetings held October 23rd and
October 25th, were read and approved as read.
Mr. Harry Cash spoke to the Council re~arding the assessed
valuation of his property. Mr. Cash stated that he fully realized
that the Council had met as a Board of Equalization, but that due
to illness he had been unable to attend. Mr. Cash stated that it
was his opinion that the valuation was several thousand dollars
too high, and that as compared to County valuations, his opinion
was justified. Mr. Cash was advised that the Appraisers would be
requested to re-check the valuation of his property when they were
again in Clermont this Spring, and that if an adjustment appeared
justified, that it would be considered. Mr. Cash thanked the
Council for their time and assured them that the action taken was
satisfactory.
Mr. Bishop arrived at this time, and relieved Mr.Boyd of the
Chair.
Mr. Hoskinson, representing the local Merchant's Association,
spoke to the Council regarding the proposed driveway from Montrose
Street to the City parking lot. Mr. Hoskinson was advised that the
matter was under consideration.
Dr. Ardeman, of Ardeman and Associates, spoke to the Council
reg~ding the proposed water system expansion program, and advised
them that the engineering of the project was ~early completed.
Dr. Ardeman was requested to file a final report within ten days,
and to submit a bill for engineering fees to-date. Dr. Ardeman
agreed to do so.
Police Chief Tyndal submitted his regular monthly report
which was accepted and ordered filed. Chief Tyndal requested that
rMontrose street from West Avenue to 12th Street, be designated
as a "No Trucks Allowed" area. The matter was referred to Mayor
BonJorn for investigation.
Mr. Pool, Chairman of the Parks Committee, reported that the
outfield of the city ball park was to be sodded, and that it was
his recommendation that some method of irrigation be installed.
No action was taken on the recommendation of Mr.Pool regarding
irrigating of the ball field.

Building Inspector Snyder submitted his monthly report,
which was accepted and ordered filed.
Motion was made by Mr. Turville, seconded by Mr. Pool and
carried, that the rough draft of the Boat,Boathouse,Ramp, and
Dock Ordinance, be accepted as satisfactory and that City Attorney
Morse prepare the Ordinance for introduction at the next meeting
of the Council.
Mr. Turville, Chairman of the Laws and Auditing Committee,
presented for passage a proposed Ordinance, No. 199, the same
being AN ORDINANCE AMENDING SECTION 15 OF CHAPTER X OF THE REVISED
GENERAL ORDINANCES OF THE CITY OF CLERMONT: PROVIDING EFFECTIVE
DATE AND OTHER MATTERS RELATING THERETO. The Ordinance was read
in full the first time, and the Chairman referred the same to the
Laws and Auditing Committee. Mr. Turville, Chairman of the Laws
and Auditing Committee, stated that the Ordinance was prepared by
his Committee at the direction of the City Council, and asked that
same be taken up at this time. Mr.Turville moved that the rules be
waived and that the Ordinance be read the second time by title only.
The motion was agreed to unanimously, and the Ordinance was read a
second time by title only. Mr.Pool moved that the rules be further
waived and that Ordinance No.199 be read a third time by title only,
and placed upon its passage. The motion was agreed to unanimously
and Ordinance No.199 was read a third time by title only. When a
vote was taken on the passage of Ordinance No.199, the result was:
Turville, Aye; Pool, Aye; Boyd, Aye; York, Aye; Bishop, Aye.
Yeas: 5; Nayes: None. So, Ordinance No. 199 passed, title as
stated, and the number 199 assigned to it and ordered immediately.

Clerk Johnson read a letter from Mr. John Aull, President
of South Lake County Development Corporation requesting permission
to install a temporary bulletin sign on the O.T.Cook property on
Montrose street between Kel's 5~ and lOW: Store and Dr.Eugene Cant-
well's building. Mr. Aull further stated that permissio~ had been
obtained from Mr. Cook and that it was not anticipated that more
than ninety days would be required. Mstion was made by Mr.York,
seconded by Mr.Boyd and carried, that the request made by Mr.Aull
be granted.
Motion was made by Mr. York, seconded by Mr. Pool and carried,

that Clerk Johnson be authorized to disburse to Cooper Memorial
Library and the Greater Chamber of Commerce the amounts allocated
to them in the 1961-62 budget.
Clerk Johnson read a letter from William Cooper requesting a
city license for the sale of beer at his previous place of busi-
ness known as Koxy Kastle. Motion was made by YorK, seconded by
Mr. Pool and carried that the request of William Cooper be granted
and that the Clerk be authorized to issue such license.
In reply toa question by Clerk Johnson, the Council agreed
that it was permissable to operate a shop for small repairs in a
C-l zone. The Council was also in agreement that a wood working or
cabinet shop, or other heavy repair shops, were not allowed in a
C-l zone.
Clerk Jo~son was requested to secure bids on a traffic signal
for the intersection of Highway 50 and Fifth Street.
The following persons were appointed to serve on the election
board of the General Election of the City of Clermont, being held
on December 12, 1961: From 7:00 A.M. to 7:00 P.M.; Clerk - Joseph
House; Inspectors: Ruby House, Lucy Johnson and Gwendolyn Erdmann.
From 7:00 P.M. until all votes are counted; Clerk - John McCown;
Inspectors: Robert Ingersol, D.G.Rambo and H.Forrest Kimball.
Motion by Mr.Turville, seconded by Mr.Boyd and carried, that
statement for services in the ~mount of $366.57 be paid.
Motion by Mr.Boyd, seconded by Mr.Pool and carried, that the
bills be paid.
Mayor BonJorn requested an executive session of the Council.
Meeting adjourned to an executive session.

BE IT ORDAINED BY mE CITY COUNCIL OF lHE CI'IY OF CLERMONT,
LAKE COUNTY. FLORIDA:
SECTION 1-1. TEaM: TaANSPER.
No llcense shall be Issued for more than ODe (J.) year, and all
llcenses sball expire on September 30th of each year.
The license of a business may be transferred with the approval
of the Councll when there is a bona fide sale and transfer of the property
used in the business, provided all current personal propertY taxes have
been fully paid as provided In Section 1-3 hereinafter. '
A certificate of the Councu's approval of the transfer shaD be
certlfled by the City Clerk aod affixed to the llcense. If such ,transfer
must also be approved by any agency or department of the State or
Federal Governments and same is not so approved the Clerk's Certi-
ficat~ of Transfer shall then be removed from the license and held for
30 days aod thereafter destroyed.
ADY transferred license shall DOt be valid for a period of time
~ceecllDg the time for which it was originally issued.
SEcnON 1-2. TIME TAX PAYABLE; FtlACnONAL PERIOD: LATE
PENALTY.
Alll1censes shall be payable OD or before the first dEAy of Oct-
ober of each year unless otbetwlse provided by this OrdlDaDce. Any
person who was DOt llable for a license during the first half of the
llcense year, may be issued a llcease during the second half afthe
llcense year upon the payment of ODe-half of the amount fixed as the
price of such llcense for one year.. '
In addition to thepenal1t1es imposed herein UDder Section n-l

Florida, will be held in the City Hall (corner
of 8th and DeSoto streets) on the second Tuesday
in December, 1961, the same being December 12th,
1961, between the hours of 7:00 o'clock A. M. and
7:00 o'clock P. M., Eastern Standard Time.
THE PURPOSE OF THE ELECTION IS TO ELECT:
A MAYOR to serve one (1) year; and,
two Members of the City Council each
to serve two (2) years.
