Each member of the City Council present waived the ~ule
of written ilotice 'calling special meetings and Chairman Bishop
called the meeting to order with all Councilmen present~

The meeting had been called as a joint meeting with the
Zoning Commission ,and Zoning Commision members present ~ere:
Messrs. ~artin Winther, Arthur George, Forrest Colegrove ~d
Robert Pool.
Other City officials present were: Mayor Bon Jorn, City Clerk
Johnson, and City Attorney Morse.
Visitors present were: Mr. and Mrs. John Boyette, a repre-

sentative. of Publix Super Markets, Mr. Dick Watson and representa-
tives of the Orlando Sentinel and the local press.
Clerk Johnson read a letter from Mr. and ~s. John Boyette
requesting a change in Zoning, from R-l to C-l, of the following
described property - All lands lying south of Highlands Avenue,
East of Scott Street, North of State Road 50 and West of
Bloxam Avenue.

After a general discussion regarding the request, the matter
was referred to the Zoning Commission for study, a report,
and the necessary advertising for a Public Hearing.
.' The Zoning Commission retired to the office of Mr. Arthur
George to consider the request of Mr. Boyette.
The Zoning Commission reported back to the City Council at
approximately 9:30 as follows: That they were opposed to
sp'ot zoning and were reco:tnmending that the ,zoning be changed
from R-l to C-l on the following described lands: All lands
lying South of Highlands Avenue, East of Scott Street, North
of State Road 50, West of Bloxam Avenue and lots 254;'256,
27+ to 273 inclusive; 294 to ?97 inclusive, and fractional
lots 255, 270 and 298, Clermont Heights, lying North of State
Road 50.

The Zoning 60mmission further reported that a Public Hearing
was being held on the matter as soon as possible and that
their final report would be presented to the City Council after
the conclusion of the Hearing.
The Zoning Commission further reported that they were
unanimous in their opinion that inasmuch as the operation of
a liquor store and bar is not included in the permitted uses
for a T-C Zone that such use is not permitted.
Motion by Mr. Boyd, seconded by Mr. Turville, and carried,
that meeting be adjourned.
