ADJOURNED MEETING
An adjourned meeting of the City Council of the City of
Clermont was held in the office of the City Clerk on Tuesday -,
October 17, 1961., The mee~ing was called to order at 7:30 P.M.
by Council Chairman Clarence Bishop, with all Council members
present. Other officials present were: Mayor BonJorn, ,Clerk
Johnson, Deputy Clerk Williams, City Attorney Morse, Sup't.Sheldon,
Inspector Smyder and Chief of Police Tyndal. Others present were:
Messrs: F.B.Innis, Orin Ward, Henry Czech, MarvingStyles, C. w.
Sward, A. L. Christenson, O.T.Cook,Jr., and representatives of
the Orlando Sentinel and of the local Press.
The minutes of the Regular Meeting held Tuesday - October 3,
1961, were read and approved.
Mr. O".T.Cook,Jr., Civil Defense, Director for the City of
Clermont, submitted a Resolution establishing a Civil pefense
,Council for the City of Clermont. Mr. Turville offered and moved
the adoption of a RESOLUTION ESTABLISHING A urrVIL DEFENSE COUNCIL
FOR THE CITY OF CLERMONT, FLORIDA. The RESOLUTION was read by the
Clerk and seconded by Mr. Pool. When the vote was taken on the
adoption of the RESOLUTION, the YEAS WERE:, Turville, Pool, York,
Boyd and Bishop. Total YEAS:, Five NAYES: None ABSENT: None
So the RESOLUTION, as read, was adopted and ordered placed in the
Resolution Book. A copy of the RESOLUTION in full appears immedia-
tely following these Minutes.
Mr. Cook further submitted an evacuation plan for the students
of the Clermont-Minneola School, whmck was explained in detail by
the Supervising Principal, Mr. Marvin Styles. Mr. Styles recom-
mended that as a part of the school evacuation plan, that the .
parking of cars be prohibited on Osceola Avenue from Fifth Street
to East Avenue, and, on Second Street from Osceola Avenue to
Orange Avenue. Motion-was made by Mr. Turville, seconded by Mr.
York and carried, t~at NO PARKING be allowed on Osceola Avenue
from Fifth Street to East Avenue, and, on Second Street from Osceola
Avenue to Orange Avenue.
Messrs. C.W.Sward, A.L.Christenson', and Henry Czech, represent-
ing tha Homeow.ne~~ Civic Improvement Association, presented Chairman
Bishop with a letter from their Association urging that the Council
" take immediate action to enforce the Zoning Ordinance with regards
to the Lockmiller case. Chairman Bishop advised them that the
Council had requested that City Attorney Morse hold up proceedings
of this matter for two weeks, but ,that the two weeks had now ex-
pired and it was the intention of the Council to authorize Attn'y.
Morse to proceed immediately. Motion by Mr. Turville, seconded by
Mr. York and carried, that City Attorney Morse proceed with the
Lockmiller suit regarding zoning violations.
Mr. Turville, Chairman of the Laws and Auditing Committee,
inquired of City Attorney Morse if the City Occupational License
Ordinance had been forwarded to Tallahassee for codification.
Attorney Morse replied in the affirmative.' ,
Mr. Boyd, Chairman of the Water Committee, reported that
engineering work was proceeding on the proposed water department
expansion program, and that final reports were expected in the
near future. .
Mr. Boyd further reported that the complaint made by Mrs.
Bessie Dillon regarding the location of a water meter had been
investigated and had been determined that the water meter in
question was in the street and therefore on city property.
Mayor BonJor~ reported that he had instructed the Police Dep't.
to ,start checking' on City Occupational Licenses throughout the city,
immediately.

Mr. Bishop, Chairman of the streets Committee, reported that
a drainage problem existed at the termination of Sunset Drive,
Morning Drive and Virginia Drive, and, that if possible, same
should be correct'ed. The matter was referred to the Streets
Committee for further investigation.
Mr. Boyd recommended, and the remainder of the Council was
in agreement, that the sidewalks in the downtown business section
should be cleaned and swept by city crews, twice weekly.
The matter of a driveway and possible additional parking
area on and through the Cook property, between Vincent's 5~ and
10~ Store and Dr. Cantwell's Office, was' referred to the Streets
Committee for further study and recommendations.
Clerk Johnson submitted a survey of ~he West Lake area, and
after some discussion, the matter was referred to the, Streets and
Parks Committees for investigation.
Clerk Johnson read the following communications:
A copy of a letter from Mr. Tanner of the Lake County Health Dep't.
to the Town of Grove land , inviting ahdmurging them to use the faci-
lities of the South Lake County Garbage Disposal. '
A letter from Mr. C.E.Duncan of the Lake County Board of Commission-
ers, thanking the City of Clermont Fire Department for their service
in extinguishing r.ecent fire at the bridge over the Palatlakaha
River. '
A metter from Mr. Jerry Egan of the Retail Merchants Association,
with regards to paving of a driveway from Monirose Street to the
city parking lot. '
A letter from the Mid-Florida Gas Company, protesting Clermont's
participation in the Lake Apopka Natural Gas District,. (

A letter from Mr. Ernest Lorenz ,Jr. , thanking the Council for"'-."",_
removing the garbage dump east of the Citrus Tower, and, inquir.ing
if it was their intention to dispose of the property. Clerk
J9hnson was requested to advise Mr. Lorenz that it was, not deemed
to be of the best interest to the city to dispose of the property
at this time.
Mr. Stanley Wrobel's request to operate a'retail liquor store
on Highway 50 in a T-C Zone. Motion by Mr. Pool, seconded by
Mr. Bo~d and carried, that Mr. Wrobel's request be referred to
the Zoning Commission.
Motion was made by Mr. York, seconded by Mr. Turville and
carried, that the meeting be adjourned to an executive session.

Mr Morse, city attorney, read letters which he had
received from the Insurance Company and submitted a
report regarding the Milton vs City of Clermont
suit.
Clerk Johnson read a letter from City attorney Morse
pertaining to the Milton vs City of Clermont suit.
Clerk Johnson was requested to arrange a joint meeting
of thw City Council, the Zoning Board and Mr. John
Boyette.
At the recommendation of Clerk Johnson, motion was made
by Mr. Turville, seconded by Mr. Boyd and carried, that
Mr. William Schnuth, receiving and dispursing agent,
be paid a wage of $1.40 per hour starting November 1,
1961.
Motion was made by Mr. York, seconded by Mr. Turville
and carried, that,effective Novemver 1, 1961, all
hourly wages for city employees be increased .05~ per
hour, that each Police Department patrolman receive
a salary of $300.00 per month, that the salary presently
being paid to the Fire Chief be discontinued, and that
all other employees receive salaries as provided for in
the 1961-62 budget.

City of Clermont
The purpose of this plan is to prescribe emergency measures
and procedures to become effective in the City of Clerlllont,
Florida when an enelllY attack on the United Statea ocours, or
other major disaster. !o integrate the civil forces of this
City inte the Lake County and Florida State organizatioDs for
coordinating employment of our forces therewith. To perpetuate
existing civil government through the period of eaergenoy and
to preserve its vital recorda. To sustain life and welfare
of the people of the City and those who seek refuge here.
National Policy.
(a) Public Law 920, Blat Congress
606, 85th Congress
State and County Plans and emer~ency powers.
(b) Chapters 14.021, 14.022; 30.15 (6), (7) and (9), Chapter
252 Florida Stat~tes.
During a war emergency or other disaster it will be the aiaa10n
of the Clermont civil defense forces to provide relief for
victims of enemy attack seeking haven in Clermont as well as
local c:i,tizena, to protect the welfare of the Clermont resi-
dents, to maint~in order and to support the Gtate and County
surviva:~ program.
4. FUNCTIONS: In accomplishment of the foregoing mission, city officialS,
employe as , civil forceo and auxiliaries will:
(a) Warn officials and general public of threatening enemJ
attack.
Furnish forcos and equipment for civil defense in Clermont.
Monitor radiation levels.
Bvacuate the City in event of radiation levels above
est;ablished tol",rance.
Deny access to contaminated areas.
Establish traffi,c controls &"1d patterns to expedite 1Il0vement
Establish t"olding area, reception point, personnel decon-
tamination facility and welfare centers at the direction of
Lake County Civil Defense Director.

available manpower, augmenting food supplies, rehabilitatinl
survivors, relocating the homeless, re-uniting families,

PART II 0RGANIZkTION
5. THE CLERMONT CIVIL DEF~~SE OR~ANIZATION is ~stablished as a part of the
Lake County Civil Defense Force. The following is quoted froa
th~ Lake County Civil Defense Op~rational Survival Plan:
"lo1unicipal Org:1ni:!~tion: Incorporated municipalities will
organize their civil forces within the framework established by
the County, and will conform to procedures and practices
establish~d for the ~mployment ~f consolidated forces. Munici-
pal forces will retain their identity and leadership, regardles
of area in which ~mployed except that integral units detaohed
for service with tho forces of another political.jurisdiction
will operate under the orders of that jurisdiction until
relieved. Welf~'e c~ntcrs will b~ org~ized generally along
the linea shown in the County Flan."

SEAT or GOVERNl.fENT AND CONTROL C .NTER: The seat of government of the City
of Clermont is in the City Administration Building of Clermont.
The CiYil Defense Control Center will b~ established in basemeni
of the fire station. In av~nt of actual enemy attack in Centr~
Florida the City ~dministration Officials of the City Governmen.
will join the Civil Defense Control Center in the basement of
the fire station.
In event of evacuation of Clermont, the City Administration
will coordinate movement with County Sheriff (see #12)
PART III OPi:RATIONS
It is not anticipat~d that Clermont will be a target area.
However, holding 3rC~S should be pr~vided for evacuees and
routes establi8h~d.

9. COMMAND: When ~mergency powers have been invoked the Lake County Civil
Def~nse Council pre-empts all powers of government within the
County except th~t of the courts at law established in this
County. The Mayor of Clermont becomes a member of the Advisory
Council for Lake County.
The Civil Defense organization of the City of Clermont comes
under th~ command of the Civil Defense Council of Lake County.
The Civil Defense Director of Clermont becomes a Deputy of the
County Director and he op~rates within the policies and proce-
dures of the County Civil Defens~ Director.
10. O.S.P. LAKE 59 provides that emerg~ncy powers will terminate 90 days after
they are invoked unless extended or termin~tcd sooner by the
Government of Florida.
11. THE CONTROL CENTER for L~ke County is loc~ted in the L~e County Chamber of
Commerce Building in Tavares. Operating staffs ~e to be
located in Tavar~s ~s follows:

Police Sheriff's Office, Court House
Rescue Sheriff's Office, Court House
Welfare Lake County Chamber of Commerce Bldg.
Health L~e County Health Office
Transportation M~intenance Shop & Park, County School

If ev~cuation of T~vare6 becomes necessary, Control Center
personnel will rendezvous at the City Hall in Ocala.
12. SAFETY DIRECTOR: The Sh0riff of Lak~ County becomes the Safety Director

to his control

13. THE CHIEFS OF FIRE ~ND rOLICE DE?ARTMLNTS will continu~ to operate their
departm~nts with such ~ugro~nt~tion as is av~ilable. The
Commander of South L~e ~~~ricnn Legion Memorial Post 55 will
assemble the memb~rs of his post and report to the Chief of
Police on c~ll for ~ugmcnt~tion of his force.
The Police Departm~nt will monitor radi~tion lev~ls and perform
warning and warden s~rvic~s in addition to their normal duties.
The Fire Chi~f will be r~sponsibl~ for rescu~ work.

will provide a Reception Center or Holding Point if required.
18. TH~ MEDICAL DIRECTOR will provide Medical Care, First Aid, Medical Supp11,
Hospitalization, and medioal evacuation services in the eveat
of local attack.
The Medical section of the Clermont Disaster Comaitt.e, Lake
County Chapter American Red Crose will report to the Medical
Directors. O.S.F. Lake 59 provides that Medical care will be
unified under the County Director. The Clermont ho.pital i. to
be drafted into this system. In addition a Medical Aid Station
will be set up under the County Direotor. (Place to b. deaign-
ated.) It is contemplated that a revieed section ot this plaD
will be worked out by the Clermont Medical Director and include,
in the next rev~sion of this plan.

24. EVACUATION: The Chief of ~olice will prepare an Evacuation Plan tor the
City of Clermont which will be appended to a future re.iaion of
this pl~n. It ia to be put in effoct on orders of the Countl
Safety Diroctor or the Civil Defense Director of Clermont.
25. WELFARE: The Civilian Relief Director will plan a Welfare Center to b.
set up on orders of the Civil Defense Director. The'plan will
be attached to a future revision of this plan. He i8 expected
to employ Red Crose, Americnn Legion Auxiliary, Elks and other
civic and patriotic organizations in this center.
26. INDIVIDUAL SURVIVAL: Victims of Budden ~ttack who become homeless or are
injured are expected to procoed to churches and sohoole until
they can b~ assembled and put in the Welfxre Center aboye.
The best preparation for survival of enemy attack is described
in the educ~ti~n~l courses offered the public by the Civil
Defense ugenci~s and the literature distribut~d by them.
The Civili~ Reli~f Director will be in charge of the foregoing
in preparation for disaster as well as after this plan ie invok
27. THE FOOD ADMINISTRATOR will function on order from the Civil Defense Direot
