09-05-1961 Regular Meeting REGULAR MEETING e A regular meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday, September 5, 1961. The meeting was called to order at 7:30 P. M. by Council Chairman Clarence Bishop with all Council members present. Other officials present were: Clerk Johnson, Deputy Clerk Williams, Superintendent Sheldon, Building Inspector Snyder, City Attorney Morse and Police Chief Ty,ndal. Visitors present were Mr. William Howard, Mr. F. B. Innis, Mr. T. E. Enz, Mrs. Welborn Daniels and representatives of the local and out-of-town press. The minutes of the adjourned meeting held on Tuesday, August 15, 1961 and of the Special meeting held on August 28, 1961 were read and approved. Mrs. Welborn Daniels reported that the Welfare League requested that the Council issue a gratis occupational license for the operation of a Carnival for children to be sponsored by the Welfare League. Mrs. Daniels further requested that permission be granted to use the ball park for this purpose. Motion was made by Mr. Boyd, seconded by Mr. Pool, and carried, that the Clerk be authorized to issue a gratis occupational license to the Clermont Welfare League for the operation of a carnival and that the base ball park be made available to them for this purpose. Mr. William Howard, Actu~ry for the City employees' pension plan, submitted his annual report on the plan and stated that a written report would be made on November 1, 1961. Clerk Johnson presented a Trust Agreement between the City of C~ermont and the First National Bank of Leesburg, prepared by City Attorney Morse, pertaining to the penSion plan. Motion was made by Mr. Turville, seconded by Mr. Pool, and carried, that the Mayor Pro Tem and City Clerk be authorized to execute the Trust Agreement. A written monthly report from Police Chief Tyndal was ready by Clerk Johnson. The report was accepted and ordered filed. Mr. Turville, Chairman of the Laws and Auditing Committee, inquired if Attorney Morse had taken any action regarding the zoning violation of Alice Lockmiller. Clerk Johnson read a letter from City Attorney Morse regarding this matter wkerein it was noted that notices had been mailed. 4 -e Mr. Pool suggested that the City request permission of the State Road Department for the erection of Civic organiza- tion signs to be grouped in numbers of four and placed at the city limits. Building Inspector Snyder submitted his monthly report which was accepted and ordered filed. e Mr. Boyd, Chairman of the Water Committee, reported that purchase of the lot adjacent to the water station on Highland Avenue had been completed. Mr. York, Chairman of the Street Lighting Committee, recommended that two street lights be piliaced on Settle Street and two lights on Johnson Drive. Motion made by Mr. Boyd, seconded by Mr. Turville, and carried, that Mr. York's recommenda- tion be accepted and that nhe Clerk authorize the installation of the four lights. Clerk Johnson read letters from Mrs. Wideman and Mr. Charles Clark protesting the dumping of trash, debris and other waste matter in West Lake. Clerk Johnson was requested to have a survey made of the west side of West Lake in order to determine the property lines. Clerk Johnson reported that Mr. O. T. Sook had agreed to serve as Director of local Civil Defense subject to appointment by the City Council. Motion was made by Mr. York, seconded by Mr. Turville, and carried, that Mr. Cook be appointed as Director of Civil Defense of Clermont ~ . Mr. Bishop suggested that consideration be giventto the construction of a civil defense control center in the basement of the proposed fire station, or possibly such construction prior to the building of a fire station with the expectation of such fire station being erected at a later date. Clerk Johnson suggested that plans, specifications and cost estimates for the proposed fire station be prepared as soon as possible in order that the City Council could have some general idea of its cost. Chairman Bishop appointed the Building Committee to proceed with having such plans and cost estimates prepared. Clerk Johnson reported that Mr. Caudill of Groveland would conduct Civil Defense Survival Courses in Clermont in about two weeks and that it was his understanding that these would be the last courses offered free of charge. Clerk Johnson further reported that the Director of Civil Defense for the State of Florida would operate a Work Shop in Orlando on October 18, 20, 21. It was suggested that this be called to Mr. Cook's attention, as in all probability he would wish to attend. Motion was made by Mr. Boyd, seconded by Mr. York and carried that the City proceed with the paving of Lake Shore Drive westwards from Twelfth Street as soon as labor and equipment were available. Clerk Johnson advised the Council that Mr. Dewey Smith of Montverde had requested permission to construct a building on Montrose Street in the 1100 block to be used as a fresh fruit and vegetable market. Clerk Johnson further advised -e e .. -;;. that this area was zoned to C-2 which prohibits the operation of a fruit ana vegetable market and that, therefore, Mr. Smith had been advised that construction of a building for this purpose was prohibited. Clerk Johnson further advised that Mr. Smith had requested that he bring this matter to the attention of the Council with his request that he be issued the necessary permit. Motion was made by Mr. Turville, seconded by Mr. Boyd, and carried, that the Building Committee be directed to issue a building permit to Mr. Smith for the con- struction of a building to be used as a fruit and vegetable market as requested with the provision that such b~l~in~ meet all the ~equi-e~ents of the building code, and that City Clerk John~~n be directed to issue an occupational license to l.r. Smith for the operation of a fruit and vegetable market in this area upon application for such license. Chairman Bishop reported that a survey had been made of the traffic hazards at the intersection of Eighth Street and Highway 50 and that the Streets Committee wished to make the following recommendations: That the west side of Eighth Street (new ,Street), between Highway 50 and DeSoto Street, be designated as a regular two way street with painted center line, with parking allowed on the east side of such street in front of the hospital and that the east part of Eighth Street (the old street) continue as a one-way street going north with parking being allowed in front of the hospital and that the necessary signs be installed. Motion by Mr. Turville, seconded by Mr. York, and carried, that the recommendations of the Streets Committee be accepted and that the signs and markers on Eighth Street be changed accordingly. Mr. Boyd discussed the possibility of a pond-type disposal for a sewerage system for Clermont. Clerk Johnson advised that it was his understanding that the Florida Health Department did not allow such ponds. Motion was made by Mr. Turville, seconded by Mr. York, and carried, that the Leesburg Glass and Mirror Company be paid their bill in full provided that they would do the necessary caulking to the windows in the Administration Building which they had recently installed. Motion was made by Mr. York, seconded by Mr. Boyd, and carried, that bills be paid. Motion was made by Turville, seconded by Pool and carried, that the Tax Roll as prepared by the Tax Assessor, equalized and confirmed by the City Council sitting as a Board of Equalization be accepted and approved by the Council as the assessment roll of all taxable property in the City of Clermont for the year of 1961. Mr. Boyd voted naye.
