08-28-1961 Special Meeting SPECIAL MEETING ... A special pre-budget meeting of the City Council of the City of Clermont was held in the Administration Building on Monday - August 28, 1961. The meeting was called to order at 7:30 P.M. with all Councilmen present with the exception of Mr. William Boyd. Chairman Bishop stated that the purpose of the meeting was to hear budget requests and suggestions from local organizations and other interested persons. Mr. Joe Duncan and Mr. Harold Roberts, representing the Chamber of Commerce, submitted audit and proposed budget along with a request for $5,000.00, an increase of $750.00. Mrs. R. E. Berryman, representing Cooper Memorial Library, submitted audit and proposed budget, along with a requst for $7,000.00, an increase of $2,000.00. Messrw. J.J.Harris, F.B.Innis and C.W.Sword of the Home Owners Improvement Association, recommended and re- quested that the Council provide the necessary funds in the budget for the installation of a traffic signal at Highway "50" and 5th Street, and, for the expense of paving and property condemnation, to open and pave Chestnut street, from Sth Street to West Avenue. The Committee also stated ~hat their membership was concerned as to the manner in which the Council expected to obtain replacement revenue ilif the use of parkkng meters should be dis-continued. Mr. W. H. McQuistion of the Shuffle-Board Association, recommended and requested that the City install two new courts at Kehlor Park at an approximate cost of $700.00, and, that the wood light poles be replaced with steel or cement. Councilman Pool brought up the matter of an addition to the Community Building. John Simms, at the request of Councilman Pool, discussed the local Fire Department and its needs, with the Council. Mr. York, Chairman of the Street Lighting Committee, recommended that a street light be placed at the intersection of Second Street and State Road 561. Mr. York's recommendation was accepted and Clerk Johnson was authorized to have the light installed. Clerk Johnson stated that he had on file recommendations of the Zoning Board pertaining to zoning amendments to allow for "Fall-Out" Shelters. After considering the recommendations of the Zoning Board, the Council agreed on the following listed rules: .... 1. Above-ground shelters to conform to present zoning ordinances and building codes, with the excepting of Sanitary regulations. ... Cl 2. Under-ground shelters must have roof under-ground, and must not be nearer than three feet to any property line. Sanitary regulations are waived. 3. All "Fall-Out" shelters must meet minimum requirements of National Civil Defense Administaation. 4. Permits, at regular fees, must be obtained for all "Fall-6ut" shelter construction.
