ADJOURNED MEETING

An adjourned meeting of the City Council of the City of
Clermont was held in the office of the City Clerk on Tuesday -
August 15, 1961. The meeting was called to order at 7:30 P.M.
by Counmil Chairman Clarence Bishop, with all Council members
present. Other officials present were: Clerk JOhnson, Deputy
Clerk Williams, City Attn'y. Morse, Sup't. Sheldon, Inspector
Snyder and Chief of Police Tyndal. Others present were: Mr.F. B.
Innis and representatives of the Orlando Sentinel and the local
Press.
The minutes of the regular meeting held Tuesday - August l,
1961 and the Board of Equalization meeting held Tuesday - August
8, 1961, were read and approved.
Chief of Police Tyndal requested authorization from the
Council to hire an additional life-guard to work at the Jaycee
Beach on Labor Day - September 4, 1961. Motion was made by Mr.
Turville, seconded by Mr. York and carried that Chief Tyndal be
authorized to engage an additional life-guard for Labor Day only.
Chief Tyndal reported to the Council that he had received
several complaints with regards the intersection of 8th street
and DeSoto street being a traffic hazard,as now set up,with DeSoto
street being the STOP street, and further, that a number of accidents
had happened there recently, and, he recommended that the inter-
section be made a 4-way stop intersection. It was the concensus of
the Council that such change be made and Sup't. Sheldon was in-
structed to take care of the matter.
Motion by Mr. Turville, seconded by Mr. Pool and carried, that
the Mayor and Clerk be autho~ized to execute a deed conveying to
South Lake Memorial Hospital the following described property:
Lots 8 to 15 inclusive, less N l50' of Lot 15, all in City Block
82, and, after conveyance of this property the City Clerk be autho-
rized to cancel all insurance pertaining to same,now being carried
by the City.
Chairman Bishop reported that the Clermont Welfare League
had requested permission to bring an out-of-town carnival into the
city and that the city waive the occupational license fee for its
operation. No action was taken on this matter pending further in-
formation.
Motion was made by Mr. Turville, seconded by Mr. Boyd and
carried, that the City Council hold a pre-budget meeting on Monday-
August 28, 1961 at 7:30 P.M. in the office of the City Clerk at
which such time all organizations and/or individuals may make budget
requests and/or suggestions. Clerk Johnson was requested to publish
an official notice in the local paper to this effect.
A general discussion took place with regards purchasing a new
police car and the matter w~s tabled pending the availability of
1962 models.
Chief Tyndal requested that two traffic signals be installed
on East Avenue between the elementary and high schools in order that
traffic might be halted during certain school sessions to bring about
a greater degree of safety during the crossing of students. Motion
was made by Mr. Turville, seconded by Mr. Pool and carried that
traffic signals be installed,as recommended by Chief Tyndal, with the
understanding that they are to be operated during lunch periods and
at the beginning and closing of school.
Mr. Boyd reported that the purchase of property for the city
dump had been completed. Clerk Johnson reported that the Lake CoBnty
Board of Commissioners and the Lame County Health Department had
been advised of such purchase and a request made for their parti-
cipation in its operation. Councilman Boyd reported that the new
streets in the Lincoln Park area were now under construction.
Councilman Pool reported that he had received a request, and
that he recommended, that in the preparation of the 1961-62 budget)
consideration be given to the construction of a small island in
Center Lake in order that the swans would have a proper place for
mating.
Motion by Mr. Boyd, seconded by Mr. Turville and carried, that
the City Clerk be authorized to have placed on record the RESOLUTION
and all other instruments pertaining to the acquiring of property
for street right-o-way, as a continuation of Lake Shore Drive, west
of l2th street.
Councilman Turville suggested that Clerk Johnson write a letter
of thanks to Col. VanNostrand for the eff2cient and considerate
manner in which he presided over the last meeting of the Homeowners
Civic Improvement Association.

City Attn'y. Morse reported that a traffic hazard existed at
the intersection of Highway 50 and 8th street and suggested that
some attempt be made to correct the situation. Motion made by Mr.
Boyd, seconded by Mr. Turville and carried that th~ matter be re-
ferred to the streets Committee for study and recommendation.
Councllman Boyd reported that the Business District Sign at
the intersection of highways 50 and 27 was not in operation. Clerk
Johnson advised that he would have the matter taken care of immedia-
tely.
Clerk Johnson read a letter from Mrs. E.B.Guilford expressing
her appreciation for the work recently done at OakHill Cemetery
and suggesting that certain unsightly shrubbery be removed from the
parking area. Mr. Boyd recommended that the pruning roars on the
oak trees in OakHill Cemetery be painted to eliminate future rotting.
Both matters were referred to the Parks Committee.
Clerk Johnson read a letter from Mr. William Lee, Sec'y. of,
Florida Towers Corporation, requesting that the city make every
effort to remove the city dump from its present location. Clerk
Johnson was requested to advise Mr. Lee that property had already
been acquired for this purpose and that it was hoped that the dump
would be moved in the very near future. '
Clerk Johnson advised the Council that Mr. Roy Caldwell, re-
presenting Grace Baptist Church, had requested that the city make
certain sidewalk repairs in the vicinity of the Church at an approxi-
mate cost of $150.00 and agreeing that the Church would defray one-
- half the cost. It was unanimously agreed that the city make such
repairs with the understanding that one-half the cost be paid by the
Church.
Clerk Johnson read a letter from Mid-Florida Gas Company of
Winter Garden pertaining to Natural Gas. The letter was ordered
filed.
Motion by Mr. Turville, seconded by Mr. York and carried, that
Mayor BonJorn receive his usual monthly compensation during his
illness.
Councilman Turville suggested that Council members consider
names for appointment to the City Planning Commission, in order that
such appointments might be made at the next regular meeting.
Clerk Johnson recommended that the Council give consideration
to necessary changes in the Zoning Ordinance to provide for the
construction of fall-out shelters as well as the possibility of
eliminating the appraised value of such shelters from the tax roll.
Motion by Mr. Boyd, seconded by Mr. York and carried, that the Zoning
Board be requested to consider changes in the Zoning Ordinance to
provide for the construction of fall-out shelters.
Motion by Mr. Pool, seconded by Mr. York and carried, that
the meeting be adjourned.
