A meeting of the City Council, sitting as a Board of Equalization,
was held in the office of the City Clerk on Tuesday, August 8,
1961. The meeting was called to order at 7:30 P. M. by vice'
chairman William Boyd with the following Councilmen present:
Boyd, Turville and York. Chairman Bishop and Councilman Pool
arrived shortly after the meeting opened.
The following listed property owners, or their agents, appeared
be fore the Board:
Ellis Konsler protesting the appraised valuation on parcel
#1782. No reduction allowed.
Mr. Leroy Baker protesting the appraised valuation on parcel
1549/1. Reduced to $8,600.00.
Mr. T. C. Cork, representing Miss Anne Cheatham, protesting
the appraised value on parcel 298-300. Reduced to $8,400.00.
Mr. T. C. Cork, representing Mr. Charles Roe, protesting the
appraised valuation on parcels 54 and 421. It was determined
that this property was "citrus property" and should, therefore,
be valued on an acreage basis according to state law. Reduced
to former valuations of $4,000.00 and $l2,900.00 respectfully.
Dr. Nichols and Attorney Morse regarding appraised ~aluation
on parcel 268 and Personal property. No protest expressed.

William Boyd requesting "wholesale valuations" for lolfal
Developers. The Council advise that the matter would be
considered at a later date but not for the 1961 tax roll.
Mr. Boyd protesting including improvements on lot 20, Point
Place, on 1961 tax roll as house was not completed January l, 61.
Report by City Euilding Inspector showed that final inspection
of the building was made on August 11, 1960 and that the house
was then readu for occupancy. Council ruled that the house in
question was apparently completed prior to 1961 and should
therefore be included on the 1961 tax roll with ~tt. Boyd voting
naye.
Letters from the foliliowing listed property owners were read and
considered:
Mr. Auston Rinilla protesting appraised valuation on parcel
642, and requesting postponment of Equalization meeting until
he could be present. No reduction allowed.
Mrs. Lila Johnson protesting appraised valuation on parcel
137. Reduced to $2,400.00
Stephen Devereaux protesting the appraised valuation on
parcel #76. No reductio~ allowed.
Mrs. Dorothy Wolf protesting the appraised valuation on
parce1426. No reduction allowed.
Mrs. Emma Christenson protesting appraised valuation on
parcel 75. An error in calculations discovered and corrected
reducing the property to $11,600.00
Mrs. Dorothea Harris protesting that parcel 267 was appraised
too low. No change made.
Mr. Preston Maynard protesting the appraised valuation on parcel
379 and stating that his recent purchase price was approximately
$6,000.00 less than appraised valuation. Council ruled that
distness sales did not determine true value and no change made.
Mr. Boyd reuested that a review of his Orange Park property
valuations be made prior to 1962.
A rmview of the down-town business property was decided upon
for the 1962 tax roll.
