06-20-1961 Adjourned Meeting ADJOURNED MEETING -I An adjourned meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday - June 20, 1961. The meeting was called to order at 7:30 P.M. by Chairman Clarence Bishop, with the following members present: Turvi11e, Pool and Boyd. Absent: York. Other officials present were: Mayor BonJorn, Clerk Jo~son, Deputy Clerk Williams, City Attn'y. Morse, Sup't. Sheldon and Building Inspector Snyder. Others present were: Messrs. Norris Hutchingson, Morgan Ngrris, Joe Duncan, Harold Roberts, J. O. Loesch, J. R. Brown, F.B.lnnis and Barney Prescott. Representative of the Orlando Sentinel was also present. The minutes of the regular meeting held Tuesday - June 6, 1961, were read and approved. Messr~. Brown and Loesch appeared before the Council as representatives of the South Lake Waterways Club, and offered the Club's services to the City in the completion of the boat ramp at the Jaycee Beach. Chairman Bishmp advised that the City had not considered the boat ramp as finished and that it would be completed by the City as soon as labor and materials were available, and thanked Messrs. Brown and Loesch for their offer of assistance. Harold Roberts, representing' the Greater Clermont Chamber of Commerce, appeared before the Council and expresses appreciation for the City's recent clean-up campaign of vacant lots and offered services and cooperation of the Chamber to the City Council. Councilman Turville inquired of City Attorney Morse if the new agreement between the City of Clermont and the Clermont Welfare Le~gue with regards to the operation of the South Lake Memorial Hospital had been executed. Mr. Morse advised Mr.Turvi11e tQat he had discussed the matter with Mr.Wi1liam Lee, Chairman of the Hospital Board who was now on vacation, and that Mr.Lee would return in a week or ten days,at which time the matter would be com- pleted. Councilman Turville also inquired of City Attn'y. Morse if' any steps had been taken to enforce the Zoning Ordinance as it per- tains to the possible violation of the operation of a brokerage bus- iness operated by Mrs. Alic.e. Lockmiller at 1101 Bowman Street. Clerk Johnson advised that he had received a communication from the Building Committee and Building Inspector Snyder, which he read at that time. It appeared from the letter that the violation in question had not been corrected, but it was also apparent that Mrs.Lockmiller had not been so notified. City Attn'y. Morse advised that he had not done anything about the matter and suggested that the Building Com- mittee and Building Inspector Snyder make a final inspection of the building in question on Wednesday, June 21, 1961, and make their report and recommendations to him upon their return. -I 4 Councilman Turvi1le further inquired of Attn'y. Morse as to completion of the codification of City Ordinances and amend- mentsto the City Charter. Attn'y. Morse advised that preliminary drafts of same had been ok'd, and that he expected same to be com- pleted within sixty days. Mr. Boyd, Chairman of the Water Committee, reported that the city's water supply was apparently adequate as he had not rec- eived any aomplaints recently. Mr. Boyd further reported that the fence being installed around the ball park should be completed in a few days. He further reported that the brochure requested from Fishback of Orlando had not been received, but was expected within a few days. ~yor BonJorn reported that it was possmb1e to purchase a site for a new well from Mr. A.W.Thacker, if such location was desired. It was concensus that this matter be left entirely up to the engineers. Sup't. Sheldon reported that the new chlorinator at the Highland Avenue water supply system, was now in operation. Mr. Turville presented a Resolution pertaining to the designation and acceptance of a fifty foot street right-o-way for the continuation of Lake Shore Drive westward from twelfth street) and moved its adoption. The Resolution was read by the Clerk and seconded by Mr. Pool. When the vote was taken on,the adoption of the 8M~6P Resolution, the result was, Yeas: Turville, Poolrand Boyd. Total yeas, fm~. Nayes: None. Absent: York. So the Resolution~as read) was adopted and ordeDed placed in Resolution book. A copy of the Resolution in full appears immediately following these minutes. Motion by Mr. Turvi11e, seconded by Mr. Pool and carri~d, that City Attn'y. Morse be authorized to have a map prepared to be attached to the above stated Resolution, and that its cost be in- cluded in the over-all expenses of the paving of said continuation of said Lake Shore Drive. The following communications were read by the Clerk. The Greater Chamber of Commerce expressing their appreciation to the City officials for the general clean-up campaign and the removal of the parking meters during the summer months. The Honorable Judge J. K. Tryon stating that he would sell a recording machine to the City at an approximate price of $100.00. Motion was made by Mr. Turville, seconded by Mr. Pool and carried, that the purchasing agent be authorized to purchase the recording machine from Judge Tryon)as per his letter. The Lake County League of Municipaiities advising that their next meeting would be held in Minneola on June 28, 1961 at 6:30 P.M. and requesting that they be advised the number of persons from Clermont whom might be expedted. ~ -I The following officials expressed their intention of attending, City Attn'y. Morse, Mayor BonJorn, Councilmen Turvi1le, Boyd and Bishop. Motion by Mr. Turvi1le, seconded by Mr. Pool and carried, that inasmuch as the date of the next regular meeting falls on a legal holiday, the 4th of July, that such meeting be post-poned until July 5, 1961. Motion by Mr. Boyd, seconded by Mr. Turvil1e and carried, t'\ that the rule of obtaining bids be waived and that the purchasing agent be authorized to enter into an agreement with American Steel Fence Company of Orlando for the installation of a fence around the water supply system located on Highland Avenue at a price of $644.24. Motion by Mr. Boyd, seconded by Mr. Pool and carried, that the rules obtaining bids be waived and that the purchasing agent be authorized to enter into an agreement with American Steel Fence Company of Orlando for the installation of a fence around the municipal ball park at a price of $2250.12. Motion by Mr. Turville, seconded by Mr. Pool and carried, that the rule of obtaining bids be waived and that the purchasing agent be autho~ized to enter into an agreement with Mr.Thomas Phillip for the pruning and de-mossing of certain trees in Oakhil1 Cemetery at a price of $395.00. Motion by Mr. Pool, seconded by Mr. Turville and carried, that the City proceed with the clearing and rough-grading of Broome Street, from Disston Avenue to Scott Street, and, Disston Avenue from Highland Avenue to Broome Street, and that said streets be paved and curbed when Arko Enterprises,Inc., the sole owner of Block 6, Woodlawn, place in escrow at the Citizens Bank of Clermont, suf- ficient funds to defray 2/3 of the cost of such paving as said Arko Enterprises, Inc. has agreed that they will not only bear the paving cost for the sides of the street abutting their property, but also the opposite side of said stree~ with the understanding that the City pay the additional 1/3 from the general fund. Mayor BonJorn reported that he had secured a bid of $603.00 for the removal of moss from the pine trees and the pruning of some additional oak trees in Oakhi11 Cemetery 2nd Addition. The matter was tabled. Mayor BonJorn reported that he had obtained an offer from S & S Dredging Company to p~p in 300' of white sand beach on the south-east side of East Lake to be used as a colored bathing beach at a price of $2.00 per foot, for a total of $600.00. Motion was made by Mr.Pool, seconded by Mr.Turvi1le and carried that the rules securing bids be waived and the purchasing agent be authDnized to enter into a contract with S & S Dredging Company to pump in 300' of white sand beach at a price of 5600.00. Motion by Mr. Turvi1le, seconded by Mr.Pool and carried, that Sup't. Sheldon proceed with the placing of "Deep Water" signs at any deep holes in the swimming area at Jaycee Beach. -I ... Sup't. Sheldon reported that it would be necessary to have a Civil Engineer locate the corners of the property upon which the Highland Avenue water supply system is located,before fencing. Motion by Mr.Boyd, seconded by Mr. Turvi1le and carried, that Sup't. Sheldon be authorized to engage an Engineer to locate the corners as recommended. Mayor BonJorn reported that he had been advised that a traffic light would be installed at the intersection of 5th street and Highway # 50 in the immediate future, and that additional signal lights of some nature would be installed at other intersections later The matter of purchasing certain properties from Mr. Max Hooks to be used as a garbage dump by the towns and cities of South Lake County, was discussed.
