An adjourned meeting of the City Council of the City
of Clermont was held in the office of the City Clerk on
March 14, 1961. The meeting was called to order at 7:30 p. m.
by Chairman Ciarence Bishop with all members of the council
present. Other officials present were: City Attorney
Morse and Clerk Johnson. Visitors present were: Messrs. E.
F. McTernan and Frank E. Innis. Representatives of the Orlando
Sentinel and local press were also present.
A general discussion took place pertaining to ordinances
which the City Attorney had been asked to prepare. Council
members present stated that they had not had sufficient time
to study the ordinances and final consideration of them was
deferred until the next council meeting.
An ordinance pertaining to municipally owned cemeteries
was discussed and agreed upon and City Attorney Morse was
requested to prepare such ordinance along with an accompanying
resolution to be offered for passage at the next council
meeting.

A rough draft of the Jaycee Beach Restaurant beach
agreement between the City of Clermont and William Elliott
was discussed and accepted with a few minor changes. The
Mayor and City Clerk were autho~ized to execute the agreement
when the final draft was prepared incorporating the suggested
change S3.
The proposed lease of the baseball field to the Dads'
Club was discussed and certain council members asked Mr. Pool
to obtain certain additional information regarding this matter
prior to the lease being executed.

Clerk Johnson advised the council that approximately three
years ago Mr. W. I. Cossin had appeared before the Zoning
Board of Adjustment and requested permission to construct
several residences, facing East Avenue, in Block 9 of Sunnyside
Unit, Clermont Heights with a front yard set-back of 20'.
Clerk Johnson further advised that the Board of Adjustment
had granted such permission and that the residences in question
had been constructed. Clerk Johnson further advised that
application for building permits for the construction of
three residences to face East Avenue and in the same Block 9.,
with the same 20' front yard requirement had been made, but
that, inasmuch as the action of the former Board of Adjustment
was not clear as to whether or not it was their intention
that the ruling should cover the entire block, that the
issuing of permits was being help up pending his presenting
the matter to the Council. City Attorney Morse advised the
Council that due to the fact that several houses had been
built in this block with a 20' front yard set-back that the
building line was now established and additional permits
for construction in the same block, requesting the same
set-back, should be issued, provided that they face East Avenue.
Motion was made by Mr. Pool, seconded by Mr. Boyd, and carried,
that in view of the fact that a previous Zoning Board of
Adjustment had allowed a residence building line set-back
of 20' for certain lots facing East Avenue in Block 9, Sunny-
side Unit, Clermont Heights, and that several houses had been
constructed conforming to this set-back; that a building
line with a 20' set-back had been established, that the
Building Inspector and Building Committee be authorized and
directed to issue permits for the construction of residences
with a 20' set-back on any lot facing East Avenue in Block
9, of Sunnyside Unit, Clermont Heights.
Clerk Johnson opened and read bids for the laying of
floor tile on the floor of the Jaycee Beach restaurant, which
were as follows:

Motion by Mr. Pool, seconded by Mr. Turville, and carried,
that the low bid of $196.00 submitted by James C. Greene,
through Mr. T. Kelly, be accepted and that the Purchasing
Agent be authorized to contract for same.
Clerk Johnson reported that Inspector Snyder had advised
him that he had been unable to obtain any bids for the painting
of the restaurant at the Jaycee Beach.
Mr. Boyd stated, and it was agreed, that the matter of
making the necessary repairs to the building in question had
been turned over to the Mayor and Parks Committee and that
they should proceed with making arrangements for the painting
with or without bids.
Mr. John York recommended and moved that a street light
be installed at the intersection of Linton Court at Chestnut
Street. The motion was seconded by Mr. Boyd and carried.
Mr. York advised the Council that he had been contacted with
regards to the possibility of an individual constructing a
building on the Jaycee Beach to be used for the sale of
fishing tackle. Mr. York was advised that the existing
zoning prohibited such construction.
Clerk Johnson was requested to notify Mr. Marvin Boykin
and Mr. Cody Johnson that the boat ramp which had been
constructed on the shore of Lake Winona in Mr. Johnson's
subdivision was not acceptable to the city and that if they
would contact either Mr. William Boyd or Mr. Clarence Bishop
that they would be advised what additional work would be
necessary before the City would accept the boat ramp.
Clerk Johnson was requested to have a dead end reflector
sign installed at the termination of Minnehaha and West
Avenues where they intersect.
Motion was made by Mr. Turville, seconded by Mr. Boyd,
and carried, that the meeting adjourn.
