REGULAR MEETING

A regular meeting of the City Council of the City of
Clermont was held in the office of the City Clerk on Tuesday,
March 7, 1961. The meeting was called to order at 7:30 P. M.
by Chairman Clarence Bishop with all Council members present.
Other officials present were: Mayor BonJorn, Clerk Johnson,
Deputy Clerk Williams, Superintendent Sheldon, Inspector
Snyder, City Attorney Morse and Police Chief Tyndal. Visitors
present were: Messrs. Harley Beals, Norris Hutchingson,
John Simms, V. A. Oswalt, Frank B. Innis, Charles Roe and
representatives of the Orlando Sentinel and local press.
Minutes of the adjourned meeting held February 21, 1961
were read and approved.
Chairman Bishop stated that the first order of business
was a Public Hearing, as advertised, to determine whether or
not anyone cared to voice any objections to the leasing of
the ball park on East Avenue to the Dads' Club. Chairman
Bishop inquired if anyone present cared to make any objections.
No objections were made. A general discussion followed per-
taining to the type of lease which should be executed. Chairman
Bishop referred the matter to the Parks Committee and requested
that they meet with a committee from the Dads' Club and endeavor
to work out a lease satisfactory to all parties concerned and
to submit such proposed lease to the Council for necessary action.
Chairman Bishop stated that the next order of business was
a Public Hearing, as advertised, regarding paving assessments
levied against property owners on Bloxam Avenue from DeSoto
to Pitt Streets. Chairman Bishop inquired if anyone present
had any objections to the assessments as levied. Clerk Johnson
stated that an error had been made in the measurement as levied
~gainst the S~ of Lot 6, Block N; that the assessment had
been levied on 320' and that the actual measurement was 299'
and that, therefore, the amount of the assessment should be
reduced from $720.00 to $672.75. Motion was made by Mr. Pool,
seconded by Mr. Boyd, and carried, that the paving assessments
on Bloxam Avenue be corrected as recommended by the City Clerk.
Motion was made by Mr. Pool, seconded by Mr. Boyd, and carried,
that the paving assessments on Bloxam Avenue from DeSoto to
Pitt Streets be approved and confirmed as corrected and that
the Clerk be authorized to proceed with the collection for
same.
Chief Tyndal submitted his regular monthly police report
which was accepted and ordered filed.
Building Inspector Snyder submitted his monthly report
on building permits which was accepted and ordered filed.
Mr. Pool, Chairman of the Parks Committee, read a letter
from the Clermont Little League requesting financial assistance
from the City in the form of furnishing a Director of Recreation
during the summer months. The matter was referred to the Parks
Committee for study and recommendation.

Mr. Turville inquired of City Attorney Morse as to the
reason for the extremely long delay in the codification of City
Ordinances and the Charter. City Attorney Morse advised Mr.
Turville that the Ordinance on occupational licenses had never
been accepted by the City Council and possibly.there were
several other ordinances which they should consider.
Mr. Boyd, Chairman of the Streets Committee, reported
that the paving of Disston Avenue and Scott Street from DeSoto St.
to Pitt Street had been completed and that the city streets in
the worst condition were being sand sealed. Mr. Boyd further

reported that a spillway had been completed from the new street
in Cody Johnson's subdivision to Lake Winona but that at the
present time it was not acceptable to the City.
Mr. Charles Roe appeared before the Council at this time
and gave a progress report on Lake Apopka Natural Gas District.
From Mr. Roe's report it appears quite probable that natural
gas will be available in this area in the near future. Chair-
man Bishop and the other members of the Council thanked Mr. Roe
for submitting his report.
Clerk Johnson opened bids on street oil from Supreme Fuel
Company and American Oil Company which were identical. Motion
was made by Mr. Boyd, seconded by Mr. Turville, and carried,
that, inasmuch as the City had been purchasing their supply of
street oil from Supreme Fuel Company, and that the City's
business relations with Supreme Fuel Company had been very
agreeable, the contract be awarded to them.
Mr. Boyd requeg.t~g,...J;hat Mayor BonJorn designate as "No
Parking" areas the ~ side of Minneola Avenue from Lake Avenue
to the Citizens Bank driveway and the north side of Highway 50
between the two driveways at Kidder's Restaurant. Mayor BonJorn
directed City Clerk Johnson to issue the necessary work order to
take care of Mr. Boyd's request.
Clerk Johnson read a petition from interested property
owners requesting that the City pave Lake Shore Drive from Twelfth
Street westwards approximately 1,000' and agreeing that the
property owners pay 2/3 of the cost provided that the City would
pay the remaining 1/3. Due to the fact that no street right-of-
way exists in this area and that City Ordinances require that
where no right-of-way exists that the interested property owners
must pay the entire cost of paving prior to the acceptance by
the City of the street right-of-way, the petition was rejected.
The matter was referred to the Streets Committee for further
investigation and the petitioners were to be advised of their
decision.
Mr. Turville recommended that the Streets Committee investi-
gate the possibility of the paving of Minneola Avenue between
Second Street and East Avenue.
The matter of an ordinance regarding Clermont's cemeteries
was discussed and it was decided that the Rules and Regulations
Committee and the Parks Committee would meet jointly to work
out the necessary details.
Building Inspector Snyder was requested to prepare specifi-
cations and secure bids on the wiring, painting and floor tiling
of the Jaycee Beach Restaurant.
Mr. Boyd reported that the Lake County Commissioners had
turned down his proposal that they purchase certain lands between
Clermont and Groveland to be used as a garbage dump for South
Lake County, but that they had granted us permission to use the
clay pit north of Minneola, provided the necessary zoning details
could be worked out with the Lake County Zoning Board.
Mayor BonJorn reported that the septic tank: and drainage
field in the rear of the Cashwell and Kessler Building are in an
extremely unsanitary condition. After considerable discussion
regarding this matter it was tabled until Tuesday~evening, March 14.
Chairman Bishop requested that Inspector Snyder investigate
the reported unsanitary conditions of the property in the rear
of the Standard Oil Station at the corner of Fifth Street and
Highway 50.

.Mayor BonJorn read a letter from the Honorable Judge J. K.
Tryon wherein Judge Tryon submitted certain recommendations
pertaining to the prosecution in the local court of persons
charged with driving while intoxicated. The matter was referred
to City Attorney Morse for study and recommendation.
Motion made by Mr. Turville, seconded by Mr. Boyd, and
carried, that bills be paid.
Chairman Bishop asked for an executive session at this time.
Executive Session:
Motion made by Mr. Turville, seconded by Mr. Boyd, and
carried, that an error was found in the 1960-61 budget with
regards to the Judge's salary which was set at $1200 per year,
and that the Clerk be directed to correct the budget establishing
the Judge's salary at $1190 for the year 1960-61 and that the
$10.00 excess be placed in the park fund where it was originally
intended.
Clerk Johnson read a report from Mayor BonJorn pertaining
to City employees. A copy of the letter appears following these
minutes. Motion made by Mr. Turville, seconded by Mr. Boyd,
and carried, that the report of the Mayor be accepted and his
. action approved.
Motion by Mr. Turville, seconded by Mr. Pool, and carried,
that the Clerk be' authorized to order a survey to determine the
corners of Blocks 3 and 6, Woodlawn.
Mayor BonJorn reported that he had ordered a 12 o'clock
midhight curfew placed on the business operated at 520 E. Juniata
Street.
