ADJOURNED MEETING
~
An adjourned meeting of the City Council of the City of
Clermont was held in the office of the City Clerk on Tuesday,
February 21, 1961. The meeting was called to order at 7:40 P. M.
by Council Vice Chairman William Boyd, with all Council members
present with the exception of Chairman Bishop. Other city
officials present were: Mayor BonJorn, Clerk Johnson, Deputy
Clerk Williams, Superintendent Sheldon, Building Inspector
Snyder, Water Superintendent Gaydos and Chief of Police Tyndal.
Others present were Messrs. Colegrove, Giedd and two other
representatives of Florida Power Corporation; Messrs. Winther,
Innis and Englund; Mr. and Mrs. W. Elliott; and representatives
of the Orlando Sentinel and the local press.
The minutes of the regular meeting held Tuesday, February
7, 1961 were read and approved.
Chairman Bishop arrived at this time.
Minutes of the special meeting held on February 14, 1961
were read and approved.
Mr. and Mrs. Elliott spoke to the Council with regards to
the possibility of leasing the restaurant at the Jaycee Beach.
Mr. and Mrs. Elliott were advised to take the matter up with
the Mayor and the Parks Committee.
Mr. Martin Winther and Mr. Forrest Colegrove spoke to
the Council with regards to their appointment to membership
on the Zoning Board and the duties accompanying such appointment.
Mr. Winther introduced Mr. Giedd to the Council in order that he
might discuss zoning procedures with them. Mr. Giedd stated
that, in his opinion, the Zoning and Planning Board should be
one unit and not divided as apparently was being p~oposed, but
that one member of the Council should be on the board. He
also suggested that the necessary ordinances could be drawn
under the authority granted by Chapter 176 of Florida statutes,
and that it would not be necessary to wait for an amendment to
the City Charter. Chairman Bishop thanked Messrs. Winther
and Colegrove for their interest in this matter and assured Mr.
Giedd that his recommendations would be given every consideration.
Mr. Colegrove assured the Council that they might expect every
cooperation in this matter from Florida Power Corporation.

Mr. Boyd, Chairman of the Water Committee, reported that
he had contacted Farm and Home Machinery Company and that they
had sent representatives to Clermont to make inspections of
the water mains which we were laying, and which had been giving
us some difficulty, and that he felt certain that the Farm and
Home Machinery Company would make whatever adjustments necessary
to protect the Gity's interest. Mr. Boyd further reported that
the Water Committee had met with representatives of the Central
Fiorida Utilities and Lane Atlantic well drillers to discuss
the proposed water system expansion and that consideration was
being given to the possibility of a location near the Citrus
Tower for additional water supply.
Mr. Pool, Chairman of the Parks Committee, reported that
they were getting estimates on the cost of two additional shuffle
board courts and that the committee further recommended that the
bandstand at Kehlor Park be lowered to ground level.
Mr. Bishop, Chairman of the Streets Committeee, reported
that he had made an inspection of the sidewalks adjacent to the
Christian Science Society building, as per their request, and
that he recommended that the curb and sidewalk be repaired.

Motion was mde by Mr. Turville, seconded by Mr. Boyd and
carried, that the recommendations of the Streets Committee be
accepted and that the City Clerk issue a work order to Super-
intendent Sheldon to repair same. At the request of Mr. Boyd
this motion was amended to include that, where feasible, side-
walks be graded to intersect streets at pavement level.
Mr. Pool, Chairman of the Parks Committee, further reported
that he had investigated the boat ramp at the Uaycee Beach and,
due to its unsafe condition, had ordered that it be temporarily
closed. It was agreed that the Parks and Streets Committees
would look into this matter and make the necessary repairs.
Clerk Johnson opened bids on 500' of 21;2" and 300' of 1%"
fire hose, which were as follows: A.B.C. Fire Equipment Company,
$1.42 and $ .98; Central Florida Fire Equipment Company, $1.51
and $1.12; Mr. Quincy, $1.62 and $1.15; American LaFrance, $1.60
and ~1.10; and C. A. Camp, $1.46 and $1.04. Motion was made
by Mr. Turville, seconded by Mr. Pool and carried, that the
recommendations of Superintendent Sheldon be accepted and
that C. A. Camp be awarded the order for the fire hose at the
bid price of $1.46 and $1.04.
Clerk Johnson read a letter from the Board of County
Commissioners inviting interested parties to attend their
meeting being held on February 28, 1961 at 10 A. M., at which
time recommendations for the allocation of primary and secondary
road funds would be made.
Mr. Boyd offered and moved the adoption of a resolution
pertaining to the improvement of State Road 661 from Clermont
south and the Farm to Market road from Clermont south. A copy
of this resolution in full immediately follows these minutes.
Mr. Boyd reported that progress was being made on the
procurement of a site for a South Lake County garbage dump.
Clerk Johnson read a letter from Mr. J. ill. Harris, wherein
Mr. Harris tendered his resignation from membership on the
Zoning Board of Adjustments. Motion was made by Mr. Boyd,
seconded by Mr. Pool, and carried, that the resignation of Mr.
Harris be accepted and that the City Clerk extend to Mr. Harris
the appreciation of the Council for his past services.
Clerk Johnson advised the Council that Mr. Gary Viti had
verbally resigned from membership on the Zoning Board. Motion
by Mr. Boyd, seconded by Mr. Pool and carried, that the resignation
of Mr. Viti be accepted.
Motion made by Mr. Pool, seconded by Mr. Turville and
carried, that pending the passage of an ordinance and resolution
establishing rules and regulations and prices on Clermont ceme-
teries, that the price of cemetery burial plots be set at $50.00
each in Oakhill Cemetery and $50.00 each in Blocks P, Q and R,
of Oakhill Cemetery Addition.
The matter of the extremely long delay in the completion
of the codification of City of Clermont Charter and Ordinances
was discussed and Clerk Johnson was asked to write to City
Attorney Morse and request that he advise the Clerk, in writing,
specifically the ordinances needing final passage before the
codification project can be completed.
Mr. Boyd reported that several street lights in the city
had been out for seve,al days and that he had also noticed
numerous locations where city streets were covered with broken
glass. Mr. Boyd advised that Mayor that it was his understanding
that the Police Department should take care of matters of this
nature and he strongly recommended that the Mayor so direct the

Police Department. Chief Tyndal reported that he had turned
over a list of street lights which were out of order to Flori&a
Power Corporation that morning.

RESOLUTION
WHEREAS, the farm and market road, beginning at Anderson Street
and Lake Minnehaha Drive, in the City of Clermont, and continuing to the
intersection of State Road #561; and State Road #561 from State Road #50,
in the City of Clermont, to State Road #33, are secondary roads but are
the main roads on which many property owners travel to and from their
residences and citrus groves adjoining said roads, and said roads are the
primary roads for transportation of fruit from groves to the packing houses;
and,
WHEREAS, both roads are in need of resurfacing and general repair,
therefore,
BE IT RESOLVED by the City Council of the City of Clermont, Lake
County, Florida, that the Board of County Commissioners of Lake County,
Florida, 'place on their priority list for resurfacing that portion of the farm
to market road beginning at Anderson Street and Minnehaha Avenue, and
continuing southerly around Lake Minnehaha to its intersection with State
Road #561, south of Clermont; and, that State Road #561, beginning at State
Road #50 in Clermont, and continuing to its intersection with State Road #33,
be rebuilt in its entirety.

NOTICE is hereby given that application will be made to
the 1961 Legislature of the State of Florida for the passage of a
special or local law providing in effect for the amending of the
Charter of the City of Clermont, to provide for a Pension Fund
for employees of the City of Clermont, Lake County, Florida.

FOR LOCAL OR SPECIAL LEGISLATION
NOTICE is hereby given that application will be made to
the 1961 Legislature of the State of Florida for the passage of a special
or local law to provide for an amendment of Section 50 of Chapter 8926,
Acts of 1921, as amended by Chapter 12614, Acts of 1927, said Acts being
the Charter and amendments to the Charter of the City of Clermont,
Lake County, Florida, to provide for discount on the payment of taxes
equal to four per cent (4%> if paid in November, three per cent (3%> if
paid in December, two per cent (2%) if paid in January of the following
year, and one per cent (1%> if paid in February of the following year; also
providing that all unpaid taxes shall become delinquent on April 1 of the
year following the year in which such taxes were assessed, and pro-
viding delinquent taxes shall bear interest at the rate of eighteen per cent
(18%> per annum for the first year and eight per cent (8%> per annum for
each year thereof; further providing for the Tax Collector to advertise
and sell said property for delinquent taxes, issuing of tax certificates,
all in accordance with ~193.52 - ~193.62 inclusive, Florida Statutes,
1959 .

NOT ICE is hereby given that application will be made to
the 1961 Legislature of the State of Florida for the passage of a
special or local law providing for the appointment of a permanent
Planning Commission of at least nine (9) members, each serving
three (3) years, two (2) members of which must be members of the
Zoning Commission of the City of Clermont, and the appointment
of a permanent Zoning Commission of at least seven (7) members,
each serving three (3) years, with the powers, duties and compen-
sation of the members of the respective Commissions to be de-
fined by ordinance.

ALL DOGS in the City of Clermont are required to be licensed and
inoculated between the hours of 9:00 A. M. and 5:00 P. M. on March 4th,
1961, at the Police Station in the City of Clermont. A Veterinarian will
be present to inoculate all dogs, and at the same time licenses can be
purchased for those dogs whose owners reside in the City of Clermont.

7: 30 P. M., consider the request of the Dad's Club of this city
to lease them for a period of several years, the Baseball Park
and adjoining lands located on East Avenue and Broome Street
in this City.
