A special meeting of the City Council was called
into session by Council Chairman Clarence Bishop on Tuesday,
February 14, 1961, at 7 :30 P. M. All members of the Council
were present and each waived the rule of written notice for
spec ial meet ing.

/ After a short discussion, motion was made by Mr. York
ant;i seconded by Mr.........Turville that the City Clerk be authorized
and directed to issue a City of Clermont occupational license
t~Mr. Herbert Rogers, permitting him to operate a Nursing
Ho~e in the Lake Highlands Hotel located at 151 East Minnehaha
Ave.' Upon roll call vote all members voted "aye ".
Mr. Boyd reported on the condition of certain streets
and recommended that they be resurfaced if funds were available.
When advised that funds were not available, Mr. Boyd recommended
that the streets in question be resurfaced as soon as funds
are available.
Mr. Boyd reported on the progress and preparation being
made toward the improvement of the local water system.
City Attorney Morse arrived at this time.
Mr. Boyd asked that Clerk Johnson leave the room in order
that his duties might- be discussed.
At the conclusion of the discussion, motion was made by
Mr. Boyd, seconded by Mr. Turville and carried, that all
city maintenance work shall hereafter be put on a work-schedule
basis to be checked on daily by the Mayor, or his Assistant,
and each job shall be completed insofar as possible before
the next Job is begun, except in cases of emergency, and no
job shall be started until a work order has been issued.
The following motions were duly made and unanimously
carried:
1. That the Mayor have direct supervision over all
city employee s.
2. That the City Clerk shall be Executive Assistant
to the Mayor in supervision of all salaried
~ employees and the issuing and supervision of all
work order s.
Clerk Johnson was. invited back to the meeting at this
time.
City Att orney Mor se asked for an execut ive se ssion with
the City Clerk to be present.
At the conclusion of the executive session a general
discussion took place regarding proposed amendments to the
city charter.
Motion by Mr. York, seconded by Mr. Boyd and carried,
that the meeting adjourn.
