01-03-1961 Organizational Meeting ORGANIZATIONAL M~ETING OF NEWLY ELECTED OFFICERS CITY OF CLEIUlONT, FIJORIDA - JA1TUARY 3, 1961 City Clerk A. M. Johnson administered the oath of office to Joseph BonJorn as Mayor - to Harold Turville, William Boyd and Charles Pool,Jr. as Councilmen. Mayor BonJorn thereupon stated that the first order of business was the nomination and election of a Council Chairman. Mr. Clarence Bishop was nominated for the Chairmanship by Mr. Pool. There being no further nominations, Mr. Boyd moved that the nominations be closed and the Clerk cast an unanimous ballot for Mr. Bishop as Chairman of the City Council of the City of Clermont. After being seated as Chairman, Chr. Bishop stated that the next order of business was the nomination and election of a Vice- Chairman of the City Council. Mr. Pool w~s nominated by Mr. Turville and Mr. Boyd was nominated by Mr. York. Thereupon motion was made by Mr. Turville that the nominations be closed and that the Clerk take a secret ballot. Upon counting the secret ballots, the Clerk reported that Mr. Boyd had been elected Vice-Chairman of the City Council of the City of Clermont. The Council went into an executive session at this time for the purpose of engaging employees and the appointment of officers. Motion was made by Mr. Boyd that A. M. Johnson be appointed as City Clerk - Tax Assessor - Treasurer and Ex-Officio Tax Collector at his present salary, and, that J. K. Tryon be elected as Muni- cipal Judge for the City of Clermont for the ensuing year, and, that all other city employees be re-hired at their present salaries and prevailing wage rates, and that such appointments be subject to any objections by the Mayor. The motion was seconded by Mr. Turville and unanimously carried. At the cohclusion of the exe- cutive session, all employees and visitors were invited back into the Council session and Clerk Johnson was advised that all City employees had been re-engaged at their present salaries and prevail- ing wage rates. It was unanimously agreed that appointments to membership on the Zoning Commission and the Zoning Board of Adjustment would be deferred until the next meeting in order that the Council members might have sufficient time to give the matter study. Mr. Pool suggested to the Council that a special citizens committee be appointed to make a study of the parks and play- grounds in the city and report same to the Council. Mr. Pool was advised that this matter would be given consideration at a future meeting. Chairman Bishop appointed to membership on the Building Com- mittee, the following: York, Turville and Pool, the fifst named being Chairman. Chairman Bishop stated that he would make appointments of other committees within a few days at which time the Council would be advised. By unanimous agreement, the Council appointed the following persons to membership on the Electrical Board: E.T.Brantly, Charles Holbrook, Forrest Colegrove, Jack L. Davis and Inspector Snyder, and, the following persons to membership on the Plumbing Board: William HOhman, Willie Creech and Inspector Snyder. Mr. Pool made several inquiries with regards to the operation of the local water department. Motion was made by Mr. Boyd, seconded by Mr. Pool and carried, that the following six paragraphs of authorization be granted to the City Clerk and Finance Officer: 1. That the Citizens Bank of the City of Clermont and the First Federal Savings and Loan Association of the City of Clermont be designated as 4epositories for City of Clermont funds and that the withdrawal of such funds from the Citizens Bank of Clermont shall be made by checks signed only by the City Clerk or in his absence, the Deputy Clerk. 2. That the City Clerk is hereby autho>>ized to open savings accounts for idle funds of the City of Clermont or invest such idle funds in the Citizens Bank of Clermont or First Federal Savings and Loan Association of Clermont and that such institutions are hereby authorized to act without further authorization in accordance with the writings of the City Clerk of the City of Clermont unless and until further notified. 3. That the City Clerk be authorized to transfer funds from one account to another as may become necessary. 4. That the City Clerk be authorized to withdraw from the Interest and Sinking Fund and deposit in the Bond and Coupon Account the funds necessary to retire bonds and interest as they become due. 5. That the City Clerk be authorized to purchase City of Clermont bonds at par or less when such bonds are offered for sale to the City and when funds are available for such purchases. 6. That the City Clerk be authorized to pay all salari~s and wages of city employees as set by the City Council and as provided for in the 1960-61 budget, and to pay such accounts as Social Security taxes, withholding taxes, employee insurance and any other account where the discount period expires prior to the next meeting of the City Council and to make payment along with interest on all loans, mortgages and contracts made by the City of Clermont as may fall due. Chairman Bishop stated that it had been the policy of the Council during the past year to conduct their meetings by agenda, and that it was his intention to continue this practice.
