12-06-1960 Regular Meeting REGULAR MEETING .~- Regular meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday - December 6, 1960. ~he meeting was called to order at 7:30 P.M. ~y Vice Chairman Roe with the following members present: York and Bmsnep~nOther officials present were: Mayor BonJorn, Clerk ITohnson, Deputy Clerk Williams, Sup't. Sheldon, Inspector Snyder, Water Sup't. Gaydos and Chillet of Police Tyndal. Others present were: Representatives of Jungle Auto Service and of the Orlando Sentinel. The minutes of the adjourned meetings held Tuesday - November 15, 1960 and Monday - November 28, 1960,were read and approved~ Councilmen Middleton and Christenson and City Attn'y. Morse appeared at this time. Chmef Tyodal submitted his regular monthly police report which was accepted and ordered tiled. Building Inspector Snyder reported on Building Permits for the month of November as follows: 3 New Residences; 2 New Commer- cial Buildings and 22 Additions for a total amount of $112,870.00. Clerk Johnson was requested to open bids on one truck with dump body, which were as follows: Hodges Equipment Company $3,305.51 Bowen Ford Company 3,040.11 Stalnaker Chevrolet Co. 3,123.00 Jungle Auto Service 3,225.00 Motion was made by Mr. Christenson, seconded by Mr. York and earried, that the low bid of Bowen Ford Company be acfepted and the Purchasing A~ent issue a purchase order. for same. Motion was made by Mr. Bishop, seconded by Mr. Christenson B.E.d carried, that Tax Statements # 2009 and # 2116 in the amount at $.93 and $9.25 re!spe.ctively, f;er the year 1959, be canceled due to the fact that the,y were assessed. in error. Clerk Johnson read a letter from Mr. Fred Wolfe wherein he eom.:p1ime.nted the Council on the past year's administration, and recommended that certain streets adjacent to and approaching his property be hard surfaced by a joint City and County project.. Motion was made by Mr. Bishop, seconded by Mr. York and carried, that the matter of City and County paving West Lake Drive and part of Carroll Street be referred to the Streets Committee and that they be authorized to attempt to work out an arrangement with the G:ounty Commissioners whereby the cost would be shared jointly be- tween the City, the County and abutting property owners. Sup't. Sheldon was requested to investigate and make certain necessary repairs to the alley running between 8th Street and West Avenu.e. Clerk Johnson read a letter from Mr. A.R.Sandlin relative to collecting damages from the City for damage caused to his pro- perty during Hurricane Donna by a tree located on City property. .j" "!f~ .:.:J}.- ,-,...." Sup't. Sheldon was requested to investigate a tree located on City property and near Mr. Sandlin's property, that was reported to be in a dangerous condition should another storm occur. Clerk Johnson read a letter from Dr. William M. Howard wherein he submitted his proposals for acting as actuarial con- sultant for the City's pension plan for the year 1961. Mstion was made by Mr. York, seconded by Mr. Roe and carried that Dr. Howard be retained by the City of Clermont as actuarmal consultant for the City's pension plan for 1961, and the Clerk was instructed to so advise him. v Motion was made by Mr. Bishmp, seconded by Mr. Christenson and carried, that the Mayor and City Clerk execute an Agency Agreement between the City of Clermont and the 1st National Bank 0f Leesburg for the deposit of certain City funds. A copy of the Agreement appears immediately following these minutes. In view of the necessity for the rennovating and improving of the Jaycee Beach building, motion was made by Mr. Roe, seconded by Mr.Christenson and carried that Mr. Antonio Radosti be notified that it would be necessary for him to vacate the premises on or before January 15, 1961. Motion was made by Mr. Roe, seconded by Mr. Christenson and carried, that the Mayor and City Clerk execute an agreement be- tween the City of Clermont and John Boyett pertaining to land- scaping and maintenance of certain property recently purchased from him at the corner of Highland and Bloxam Avenues, and, that the Clerk be auth~~ized to issue a check in the amount of $2,000.88 for said property.to Mr. Boyett. By order of the Council, the following names were removed from the City Registration Roll due to their having moved from the City: Henry House, Helen Maupas, M. J. Maupas, John McWhorter, Effie McWhorter, Mattie Pollard, Jessie Whitney, Michael Turkel, Sally Turkel, Everett Byerly, Ruth Barwick, Lewis P. Barwic~t Samuel Doto, Rose Jackson, Jonas Jackson, Katie Nearns, Virginia Parker, Etta M. Reed, Elmer Reed, Robert Stephens, Marion Smith, Clem Wolstencroft and Ethel Wolstencroft. By order of the Council, the following names were removed from the City Registration Roll due to their being deceased: Nellie Fowler, Kay Millican, W. C.Wharton, Lucille Kanaga, Frank pardee, Carl Dil,lon, O. P. EYre, John Owen and Clark Smith. Motion was' made by Mr. Roe, seconded by Mr. Bishop and t".;::1"'T"-! Motion WaS made by Mr. Bishop, seconded by Mr. Roe and carried, that the Clerk be authD~ized to issue check in the amount of $5,000.00 to Cooper Memorial Library, as set forth in the Budget and, checks to the Greater Clermont Chamber of Commerce in the amount of $750000 for Xmas lighting and $1,260.00 for general publicity expenses, as per items in the Budget. Clerk Johnson inquired of the Council if Bloxam Avenue be- tween Highw~ # 50 and Hook Street, and, Minnehaha Avenue betweeB Bloxam and Highway # 27 were truck routes. Clerk Johnson was ad- vised that Bloxam Avenue between Highway # 50 and Hook street was a truck route and that Minnehaha Avenue was not. ChIDef Tyndal was instructed to investigate these streets in question as to signs and if additional signs were needed see that they were installed. Councilman Bishop inquired if it was not nedessary that the drainage pipeline from Center Lake to Lake Winona be removed from private property and relayed along street right-o-way. It was con- census of opinion that this action be taken and Sup't. Sheldon was instructed to proceed with the removal of the line and the r~-~;:;:;"'~ of it along West Avenue. Councilman Bishop also inquired what action had been taken, if any, relative to the removal of the demolished building in the 300 block on Highway # 50. After some discussion regarding the matter, City AttnYy, Merse was instructed to wire the owner of the property in question and request permission to have the building removed without cost to the owner. Motion was made by Mr. Roe; seconded by Mr. Bishop and 0~~rien that the bills be paid.
