11-01-1960 Regular Meeting REGULAR MEETING Regular meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday - November 1, 1960. The meeting was called to order at ?:30 P.M. by Council Chairman, G.Y.Middleton, with the following members present: Bishop and Roe. Absent: York and Christenson. Other officials present were: Mayor BonJorn, Clerk Johnson, Deputy Clerk Williams, City Attn'y. Morse, Sup't. Sheldon, Inspector Snyder and Chief of Police Tyndal. Others present were: Messrs. Dick Abrahams and William Howard. Representative of the Orlando Sentinel was also present. Dr. William Howard submitted bids, as per specifications, for placing City of Clermont pension plan funds, from two Insur- ance Companies,and,Trust Departments of two Lake County Banks, along with his recommendation that such be placed \rlth the Trust Dep't. of one of the Banks. Motion was made by Mr. Roe, seconded by Mr. Bishop and carried that the recommendation of Dr.Howard be accepted and that City Attorney Morse proceed with the neces- sary legal work to set up a pension plan for employees of the City of Clermont with the 1st National Bank of Leesburg. Chief of ?olice Tyndal submitted his regular monthly police report, which was accepted and ordered filed. Inspector Snyder submitted the building report forfue month of October as follows: 5 new residences, 2 new comlGercial buildings, 30 additions and repairs for a total of 50 permits issued in the total amount of $116,505.00. Inspector Snyder further reported to the Council, the types of construction per- mitted within a 1st and 2nd Fire District or Zone. Clerk Johnson was requested to open bids at this time on petroleum products. Motion by Mr. Roe, seconded by ~~. Bishop and carried, that the contract for petroleum products, with the exception of oil, be awarded to Orange State Oil Company. Motion was made by Mr. Bishop, seconded by ~~. Roe and carriee that the contract for oil be awarded to Leesburg Tire and Battery Co. Clerk Johnson reported that he had received a request for a street light to be installed at the end of Magnolia street, and, that the matter had been referred to Mr.Bishop, Chr. of the Street Lighting Committee. Clerk Johnson read a letter from r1rs. Kay Libberton wherein she complained of unsightly conditions in her neighborhood. The matter was referred to Mayor BonJorn. Motion was made by Mr. Roe, seconded by Mr. Bishop and carried, that effective November 1, 1960 the following salaries for City employees be adopted, as provided in the Budget: Deputy Clerk, $?O.OO weekly; Police Dep't. Radio Operator, $50.0( weekly; Municipal Judge, $100.00 monthly; City Attn'y., $100.00 monthly; Receiving Clerk, $300.00 monthly; Water Sup't., $325.00 monthly; Bldg. Inspector, $300.00 monthly. Mr. Roe offered and moved the adoption of, a RESOLUTION TO CONSIDER THE PASSAGE OF AN ORDINANCE PROVIDING FOR THE DIS- C~jNTI1TUING AND VACATING OF PALM COURT; FRACTIONAL DREW AVENUE NORTH OF PITT STREET AND SOUTH OF THE UNNAMED STREET LAID OUT AROUND SPRING rAKE; AND, FRACTIONAL EAST 275 FEET OF JUNIATA STREET LYING WEST OF BLOXAM AVENUE AND EAST OF SCOTT STREET. ~he motion died for lack of a second. r1r. Roe offered and moved that it be passed, an ORDINANCE A~iliNDING SECTIQNS I TO 7, INCLUSIVE, OF CHAPTER VII OF THE RE- VISED GEl'rERAL Ol1DINANCES OF THE CITY OF CLERf':ONT, PROVIDING FOR SALARIES OF OFFICERS; PROVIDING AN EFFECTIVE DATE OF THIS ORDI- NANCE, AND OTHER K~TTERS RELATING THERETO; PROVIDING THIS ORDI- NANCE TO BE AN Er'IERGENCY MEASURE. The motion was seconded by Mr. Bishop and unanimously carried. Mr. Bishop then moved that the rules be waived and the ORDINANCE read a second time by titlE only. The motion was seconded by Mr. Roe and unanimously carried. After a second reading of the ORDINANCE by title only, r~. Roe moved that the rules be further waived and that the ORDINANCE be placed upon its passage. The motion was seconded by t~.Bishop and unanimously carried. Thereupon the ORDINANCE was read in ful] for the third time and upon a roll call vote the Ayes were: BiShop, Roe and Middleton. Nayes:None Absent: York and Christ- enson. The ORDINANCE passed, title as stated, and was ordered recorded in the Ordinance Book and numbered 192. A copy of the Ordinance in full appears immediately following these minutes. Mr. Bishop offered and moved that it be passed, an ORDINANCE Al"1mmING SECTION 38 OF CHAPTER VIII OF THE REVISED GENERAL ORDINANCE OF THE CITY OF CLERMONT, FLORIDA. The motion was seconded by ~~. Roe and unanimously carried. Mr. Bishop then moved that the rules be waived and Ordinance read a second time by title only. The motion was seconded by Mr. Roe and unanimouslJ carried. A~ter a second reading of the Ordinance by title only, Mr. Bishop moved that the rules be further waived and that the Ordinance be placed upon its passage. The motion was seconded by Mr. Roe and unanimously carried. Thereupon the Ordinance was read in full for the third time and upon a'roll call vote, the Ayes were: Bishop, Roe and Middleton. Nayes: None Absent:York and Christenson. The Ordinance passed, title as stated, and was ordered recorded in the Ordinance Book and numbered 193. The Council requested that the Mayor include in his Proclamation for the coming election of officers, the following four items: Sewerage, City ~anager, Community Building and Improved Fire Department. Motion by Mr. Roe, seconded by f1r. Bishop and carried that the bills be paid. M. and 7:00 o'clock P. M., Eastern Standard Time. THE PURPOSE OF THIS ELECTION IS TO ELECT: A MAYOR to serve one (1) year; and, Three (3) Members of the City Council, each to serve two (2) years, and at this election the following questions will be decided by the qualified electors of the City of Clermont: Question No.1: Do you want the Council of the City of Clermont to employ a City Manager? Question No.2: Do you want a new Community Building in the City of Clermont? Question No.3: Do you want a Sewage System in the City of Clermont? CITY OF CLERMONT NOTICE OF REGISTRATION OF VOTERS NOTICE is hereby given that the Registration Books for the City of Clermont will be open November 13, 1960, for the registration of voters who wish to participate in the general election of the City of Clermont to be held Tuesday, December 13, 1960, and such books will be open to and including 5:00 o'clock P.M., December 3, 1960, during the reasonable business hours of each business day. It is not necessary for persons who are already registered to register again, but attention is called to the fact that registration in the County Registration Books does not qualify a voter to participate in the City of Clermont general election. SECTION I: That Section 38 of Chapter Vln of the Revised General Ordinances of the City of Clermont, Florida" be amended to read as follows: Section 38. All monies received by the City of Clermont shall be paid out only by check signed by the Clerk, or, if bonded, by the Deputy Clerk in the absence of the Clerk, provided, however, this shall not prevent the Clerk's office maintaining a petty cash account in an alr..ount determined by Council for change and payment in cash of daily expenees, if any. SECTION II: This Ordinance shall become effective at 12:01 A. r..l.
