An adjourned meeting of the City Council of the City
of Clermont was held in the office of the City Clerk on Tuesday -
July 19, 1960.
The meeting was called to order at 7:30 P.M. by Chairman
G. Y. Middleton with all Council members present. Other officials
present were: Mayor BonJorn, Clerk Johnson, Deputy Clerk Williams,
Sup't. Sheldon, Inspector Snyder, Chief Tynda1 and City Attn'y.
Morse. Others present were: Messrs. Harris, Dangler and Rogers.
Representatives of the Orlando Sentinel and the local press were
also present.
The minutes of the regular meeting held Tuesday - July 5, 1960
and of the Special meeting held Thursday - July 7, 1960, were read
and approved.
Mr. J. J. Harris, representing the Garden Clubs of the City
of Clermont, advised the Council that all of the Clermont Garden
Clubs and the Sr. Ohamber of Commerce were entering into a joint
program of City beautification, and, that in connection with this
program it was desired that a clean-up campaign be conducted as
soon as possible. Mr. Harris inquired of the Council what cooper-
ation and participation the Garden Clubs might expect from the City
with regards such program. Chr. Middleton advised Mr. Harris that
the City would cooperate in every way possible, but, doubted if
City crews would be able to take care of all lot cleaning and that
the City did not have funds available to finance such a program to
private contractors.
Mr. William Dangler complained to the Council with regards to
the location of a barn adjacent to certain properties in Point
Place, and, further complained about excessive noise in and around
the barn in early hours of the morning. Mr. Dahgler was advised
that the barn in question was located at the present location prior
to present R 1 a Zoning and therefore nothing could be done about
the matter, but, that steps would be taken in an endeavor to keep
noise at a minimum. It was suggested to Mr. Dahgler that he con-
tact Mr. Dickson, owner of the barn, in an effort to alleviate the
existing conditions.,
Mr. Rogers of the Lake Highlands Hotel, spoke to the Council
with regards permission to pperate a nursing home on the ground
floor of the Lake Highlands Hotel. He advised the Council that
he had carried this matter to the Zoning Board of Appeals, as he
had been directed, but that through some misunderstanding, the
legal notice by the Zoning Board of Appeals for a public hearing in
the matter had stated that it was requested that the area be re-
zoned, which was not and had not been their desire;, that when the
hearing was held, considerable objection to the re-zoning of the
area was given and of which he concurred.

Mr. Rogers was advised that this was strictly a matter for the
Zoning Board of Appeals and suggested that he again contact them
and request a new hearing in the matter.
Mr. Roe reported that Mr. John Boyett had agreed to sell
the City of Clermont a parcel of property 119' X 120' located at
the southwest corner of Bloxam and Highland Avenues, and, that
such property was needed by the City for operation of its present
well and location for possible construction of a water reservoir.
Mr. Roe was requested to obtain three (3) appraisals of the value
of the property from local real estate firms and submit back to the
Council.
A general discussion took place regarding the matter of the
City taking over the Jaycee Beach. There was considerable variance
of opinion concerning whether or not a three man committee appointee
by the Council should meet with a three man committee appointed by
the Jr.Chamber of Commerce, in an effort to iron out their diffe-
rences, however, it was finally decided that such matters should
be brought before the Council at its regular session, and, that if
the Jr.Chamber of Commerce had any.thing to bring before the Council
and asked that they be placed on the agenda, they would be welcome.,
Chr. Middleton submitted a new plan of the proposed new ceme-
tery addition which would make available approximately 683 more
lots than shown on the original drawing, and, suggested that before
official adoption of a cemetery plat, that his recommendations be
considered. The Council members requested additional time in which
to consider the matter before making a final decision.
Clerk Johnson advised the Council that he had received a
letter from Dr. William Howard advising why the City had not re-
ceived a check from the State of Florida for Police Retirement
Fund; that the necessary steps would be taken and the proper forms
filed and that pa~ent should be received in the very near future.
A general discussion took place with regards the engaging of Dr.
Howard as a consultant to develop a pension plan for city employees 1
and, if so engaged, the method of payment. Motion was made by Mr.
Roe, seconde~ by Mr. Bishop and carried that Clerk Johnson advise
Dr. Howard that the City wishes to engage him as a consultant to
develop a pension plan for city employees with one-half of his fee
to be payable upon receipt of his preliminary report and the re-
mainder on November 1, 1960, or, at the completion of his work,
whichever is last.
Clerk Johnson read a letter from Mr. Antonio Radosti wherein
he was making a report on an accident which recently occurred at
the Jaycee Beach. The Clerk was instructed to forward the report
to the City's insurance agent, Olivenbaum Insurance Agency.
The Police Department was directed to take over the direct
supervision of the life guards at the Jaycee Beach and Chief Tyndal
was so advised.
Motion was made by Mr. Roe, seconded by Mr. Christenson
and carried, that the Mayor and City Clerk be authorized to execute
an agreement between hhe City of Clermont and Mr. Antonio Radosti
for the operation of the Jaycee Beach.

Clerk Johnson read a letter from the First Methodist Church
wherein they expressed their acceptance ~ of responsibility in
regards to payment for water and sanitation services effective
August 1, 1960 and thanked the City for past free services.
Clerk Johnson read a letter from Attorney General Richard W.
Ervin wherein he expressed the opinion that in order for the
Florida Model Traffic Ordinance,passed by Ordinance in the City
of Clermont on December 3, 1957, to remain effective, that addi-
tional City ordinances be passed incorporating any amaadments that
had been made since that time. The matter was referred to City
Attorney Morse.
MbAc~oe, Chr. of the Water Committee, reported that some
monthsAit had been discussed that due to present and future growth
and expansion of the water department, that the water department
be placed under a separate superintendent; that it be equipped with
a pick-up truck and a larger truck with a stock body for purpose
of carrying necessary pipe and fittings. He further reported that
such trucks had been obtained and were now in service and that he,
along with Sup't. Sheldon, were recommending Mr. Albert Gaydos be
engaged by the City for a temporary period of three months and at
a starting pro rated salary of $2800.00 per year, as the Water
Dep't. superintendent. Mr. Christenson moved that Mr.Roe"strec::-.:':.::;
comendations be accepted and that Mr. Albert Gaydos be engaged as
City of Clermont Water Sup't. for a trial period of three months
and at a starting pro rated salary of $2800.00 per year. The motioI
was seconded by Mr. York and carried.
Motion by Mr. Roe, seconded by Mr. Christenson and carried,
that meeting adjourn.
