An adjourned meeting of the City Council of the City
of Clermont was held in the office of the City Clerk on Tuesday-
June 21, 1960.
The meeting was called to order at 7:30 P.M. by Chairman
G. Y. Middleton with the following Council members present:
Christenson, Roe and Bishop. Absent: York. Other officials
present were: Mayor BonJorn, Clerk Johnson, Deputy Clerk Williams,
Sup't. Sheldon, City Attn'y. Morse and Police Chief Tyndal.
Others present were: Mr. William Howard, Mr. W.H.McQuistion,
Mr. Charles Marshall and representatives of both the local press
and the Orlando Sentinel.
Minutes of the regular meeting held June 7, 1960, the Special
meeting held June 10, 1960 and an Adjourned meeting held June 16,
1960, were read and approved.
Chairman Middleton stated that before proceeding with other
business, the Council would now hear all those interested in the
pUblished notice pertaining to proposed changes in the zoning map.
Thereupon Chr. Middleton asked the visitors present if any of them
desired to be heard in connection with this matter. All stated
they were present for other purposes. Chr. Middleton then inquired
of the Council if they had individually any objections or had
received verbally or in writing, any objections from anyone. All
informed Chr. Middleton they had received none and personally had
no objections. Chr. Middleton inquired of the City Clerk if he
had received any written or verbal objections from anyone. The
Clerk advised that he had received no written objections and no one
had made any inquiries or had verbally objected to him on the pro-
posed changes as advertised. Mr. Roe moved that an Ordinance be
prepared putting into effect the proposed changes as advertised.
The motion was seconded by Mr. Bishop and unanimously carried.
Thereupon the Council proceeded to consider the other and regular
business of the City.
Mr.William Howard spoke to the Council with regards to a
pension plan for City employees. Mr. Howard explained the pro-
posed program fully and endeavored to answer all questions re-
garding the matter. Chr. Middleton advised Mr. Howard that the
Council was definitely interested in a pension plan and that they
would discuss the matter further and would advise him within a few
days if they desired to engage him as an actuary. Chr. Middleton
expressed Thanks to Mr. Howard for his explanation in the matter.
Mr. Charles Marshall stated that, as a private citizen, he
wished to express his sincere thanks to the City Council for the
excellent job done by the City in the cleaning up of the Jaycee
Beach. Mr. Marshall was advised that his Thanks were particularly
appreciated inasmuch as Thanks to the Council were rather rare.
Mayor BonJorn stated that he had nothing to report at this
time other than that he had been unable to contact Doc Jones re-
garding his bill against the City for the removal of oranges from
Center Lak~ but, that he would do so within the next few days
and report at the next meeting.
Mr. Roe, Chr. of the Water Committee, reported that the new
water pump was in operation and as soon as the necessary water
tests were made, it would be hooked into the City's water system.
Clerk Johnson read a letter from Mr. Gene Cantwell, Treas.
of the Jaycees, wherein Mr. Cantwell expresse~ the appreciation
of the Jaycees for the fine job done on the Jaycee Beach by City
crews. The letter also contained a request that the City re-
imburse the Jaycees for life-guard salary expense, not to exceed
$480.00, during the summer. Motion was made by Mr. Christenson,
seconded by Mr. Bishop and carried, that the City Clerk be authoriz
to re-imburse the Jaycees at an amount not to exceed $480.00, for
life-guard service.
A discussion took place regarding certain requests made by
South Lake Memorial Hospital. The matter was referred to Mr. Roe,
Chr. of the Water Committee, with authority to have whatever work
done that he deemed necessary.
Clerk Johnson read an Audit report from Sheppard, Sheppard &
Johnston. The report was ordered filed.

Clerk Johnson read a letter from the Clermont Woman's Club
wherein a request was made for financial assistance toward the
repairing of the roof of their building.Motion was made by Mr.
Roe, seconded by Mr. Christenson and carried that the Woman's
Club be advised that inasmuch as the building in question was
under lease to them; controlled by them, and operated solely
for the benefit of their membership and not open to the general
public, that the City could not make expenditures for the main-
tenance of privately operated property.
Clerk Johnson read a letter from Mr. Antonio Radosti with
Degards to the operation of Jaycee Beach and particularly the
restaurant located thereon. Clerk Johnson was requested to advise
Mr. Radosti that his explanation of the situation in question was
appreciated, but, that the Council was still of the opinion that
it would be to the best interest. of all concerned that the Jaycee
Beach and restaurant be closed in the evening at the time previousl
ordered. It was to be called to Mr. Radosti's attention, however,
that the closing hour is 9:30 P.M. and not 10:00 P.M. as stated in
his letter.
Mr. Roe offered and moved that it be passed, an ORDINANCE
AMENDING THE ZONING MAP OF THE CITY OF CLERMONT, LAKE COUNTY,
FLORIDA. The motion was seconded by Mr. Bishop and unanimously
carried., Mr. Bishop then moved that the OREINANCE be read a
second time by title only. The motion was seconded by Mr. Roe
and unanimously carried. After the second reading of the ORDINANCE
by title only, Mr. Bishop moved that the rules be waived and that
the ORDINANCE be placed upon its passage. The motion was seconded
by Mr. Roe and unanimously carried. Thereupon the ORDINANCE was
read in full for a third time and upon roll call vote the Ayes
were:: Bishop, Christenson, Roe, Middleton. Absent: York. Nayes:;
None. The ORDINANCE passed, title as stated, and was ordered re-
coreded in the ORDINANCE BOOK and numbered 18~. A copy of the
ORDINANCE in full appears immediately following these minutes.
Sup't. Sheldon reported that a drainage water problem had
arisen at the intersection of Disston Avenue and Grand Highway,
and, that unless some steps were mken to remedy the situation
that he was afraid that adjacent or~Rge trees would be damaged
from washout. The matter was discussed at some length and it was
decided that before the situation could be corrected, either by
the installation of drain tile or the construction of- a street,
that an easement across the eastern boundary of Lot 13, Edgewood
Place, would be necessary. City Attorney Morse was requested to
contact the owner of said Lot 13 and endeavor to procure a 20'
construction easement on the west side.
Motion was made by Mr. Roe, seconded by Mr. Bishop and carried
that Dr. William Howard be requested to submit his contract, or
agreement, for se~vices,in order that the Council might give the
matter final consideration.
Motion by Mr. Bishop, seconded by Mr. Christenson and carried,
that meeting adjourn.

AN ORDINANCE AMENDING THE ZONING MAP OF THE CITY
OF CLERlv'lONT, LAKE COUNTY, FLORIDA.
BE IT ORDAINED BY THE CITY COUNCIL OF 'lHE CITY OF
CLERMONT, LAKE COUNTY, FLORIDA:
SECTION 1. That the Official Zoning Map of the City of Clermont_
Lake County, Florida, as adopted under Ordinance No. 126 and dated
December 7, 1954, and as readopted under Ordinance No. 159, dated
December 3, 1951, of the said City of Clermont establ1sh1ng the zones or
districts of the respective parcels of property located therein, be and the
same is hereby amended as follows:
(A) The following area within the City of Clermont heretofore
embraced within an R" 2 zone is hereby changed to a CoOl zone:
Lots 1, 2, 3, " 9, 11, 13, 14, 15, 19, 20, 21, 25, Z7 and 29
of Lincoln Park Annex.
Lots 17, 18D 19, ~, 21 and 22 of Block 2, Homedale.

The South 137 1/2 feet of Lot SiD Block: "N".
'The South 137 1/2 feet, less the East 126 feet of Lot 6 in Block "N'1.
East 126 feet of South 465 feet of Lot olD Block UN".
The West 126 feet of the North 140 feet of Lot liD Block "S".
(8) The followlrlg area within the City of Clermont heretofore
embraced within R -1 and R -2 zones IS hereby changed to a T...C
zone:
All property between the Northern boundary of the present T-C
zone and thec~ter line of Broome Street. etarting at the West
Boundary of 10th Street and. running eastward tome East boun-
dary of Lot 7 in Block 7.
All property between the southern boundary of the present T-C
zone and the center line of ChestnUt Street, starting at the
western boundary of West Avenue and runn.tng eastward to the
West boundary lines of Lots 12, 13, 14, 15, 16, 17, 18 and
19 in Block 8 of Ella Vista Heights.
SECTION U. That the City Councll of the City of Clermont, Florida
finds It necessary to declare the passage of this ordinance to be an emergency
measure, and, therefore same shall become effective immediately upon its
passage.
