A regular meeting of the City Council of the City
of Clermont was held in the office of the City Clerk on
Tuesday - June 7, 1960.
The meeting was cJ.lled to order at 7:'0 P.M. by Chr.
G. Y. Middleton with tlie following Council members present::
Bishop, York, Christenson and Roe. Other officials present
were: Clerk JOhnson, Mayor BonJorn, Deputy Clerk Williams,
City Attn'y. Morse, Sup't. Sheldon, Inspector Snyder and Chief
of Police Tyndal. others present were: Messrs: J.O.Loesch,
Carl Dillon,Dallas Adams, Rogers, Pomfrey, Peterson and Jack
Johnson. A delegation of members of the Jr. Chamber of Commerce
and representatives of both the local press and the Orlando
Sentinel were also present.
The minutes of the adjourned meeting held on Tuesday -
May 17, 1960 and of the Special meeting held on Monday - May
23, 1960 were read and approved.
Mr. Pomlrey and Mr. Rogers asked the Council if it would
be permissable for them to operate a nursing home on the ground
floor of the Lake Highlands Hotel. Chr. Middleton advised them
that under existing zoning ordinances, a nursing home was not
allowed in that area, but, that if they so desired, they could
petition the Zoning Board of Appeals for a hearing in the matter.
Mr. J.O.Loesch, representing the Clermont Garden Club,
requested information on certain definite subjects regarding the
proposed sewage system. The proposed program was explained to
Mr. Loesch and all his questions answered.
Mr. Dallas Adams, representing the Clermont-Minneola P T K~
spoke to the Council regarding the operation of the Jaycee Beach
and recommended that a committee be appointed to consist of re-
presentatives of the Jaycees - the City Council - the Sr. Chamber
of Commerce and possibly Civic organizations, to make a study of
the present operations and to make recommendations for proposed
improvements in future operations of the Beach. Mr. Adams was
advised that inasmuch as the operation of the Beach was under the
supervision of the Jaycees, that appointment of such committee
should be made by them, and, that if such dommittee is appointed,
that Mr. Christenson, Chr. of the Parks Committee, would represent
the City Council.
Mrs. Virginia Craig, reporter for the Sentinel-Star, objected
to the recent ruling made by the Council that the minutes of
Council meetings would not be available to the press until after
they had been approved by the Council. Chr. Middleton advised
Mrs. Craig that the Council had made this ruling in an effort to
avoid the possibility of the publication of erroneo.us": information
due to possible errors in notes taken of Council proceedings, but,
that representatiges of the press were always welcome at Council
meetings and they could make their own notes of the Council pro-
ceedings.
Mayor BonJorn stated that he had nothing to report other
than to compliment Sup't. Sheldon on the excellent job done in
the cleaning of Jaycee Beach.
Chief of Police Tyndal submitted his regular monthly police
report which was accepted and ordered filed.
Inspector Snyder submitted his monthly report on building
construction which was accepted and ordered filed. Inspector
Snyder recommended to the Council that certain changes be made
in the type of bond furnished to the City by master plumbers.
He was requested to confer with City Attn'y. Morse and p~epare
and submit the type of bond which he recommends, to the Council
for their consideration.
Mr. Roe, Chr. of the Water Committee, reported that he ex-
pected that the submersible pump recently ordered would be on
hand and in operation within a few days.
Mr. Roe directed that the City Clerk bill Dr. C.C.Higby for
full amount of installation of a drainage system from Dr. Higby's
parking lot, and, that City Attn'y. Morse make every effort to
see that the account is collected in its entirety.
Mr. Bishop, Chr. of the street Lighting Committee, reported
that he had received a request for the installation of two street
lights, but, had not had an opportunity to investigate their need
and therefore could not make recommendations at this time. Mr.
Bishop was authorized to make the necessary investigation and that
if installation of the street lights appeared to be advisable, tha

he request the City Clerk to order their installation.
Clerk Johnson read a letter from Mr. Alton Parker requesting
that the City remove three dead trees located in the street
right-o-way at the intersection of DeSoto and lOth Streets.
Sup't. Sheldon was requested to remove the trees in question
provided that they were dead and located within the street right-
o-way.
Clerk Johnson read a petition from interested citizens
requesting that the City Council make every effort to keep Lake
Minneola free from pollution and fit for bathing purposes.
Inasmuch as this was already the intention of all members of the
Council, no further action was necessary and the petition was
ordered filed.
Clerk Johnson reaa a letter from Mr. William McKinne~,
principal of the Lincoln Park Elementary School, requesting finani.
cial assistance in the amount of $~OO.OO for the purpose of carry-
ing on a recreational program for colored children during the
summer months. Mr. Christenson stated that inasmuch as provisions
had been made in the Budget for such expenditures, that he moved'
that the request be granted and that Clerk Johnson be authorized
to issue a check in the amount of $~OO.OO made payable to a
sponsering organization for this purpose. The motion was seconded
by Mr. York and unanimously carried.
Clerk Johnson read a letter from John R. Jones calling to the
attention of the Council, the fact that he had not been paid for
the removal of oranges from Center Lake sometime last year, by
authorization of Police Chief Tyndal. Mayor BonJorn was requested
to investigate this matter and to make recommendation to the
Council as to payment of the bill.
Appointment of officials to serve on the special election
of the City of Clermont to be held on Monday - June l~, 1960 were
as follows: Clerk - Joseph House; Inspectors - Mrs. Joseph House,
Mrs. Tom Kennerly and Mrs. A.M.Johnson.
Chr. Middleton called a special meeting of the City Council
for 5:00 P.M. Friday - June 10, 1960 for the purpose of preparing
the ballot box for the special election to be held on Monday -
June l~, 1960.
Mr. J. B. Fullwood was appointed speCial deputy of the
election.
Motion was made by Mr. Roe, seconded by Mr. York and carried,
that all City employees having not less than 12 months service
with the City of Clermont receive two weeks paid vacation, and,
that all City employees having more than six months service but
less than 12 months, receive one week paid vacation~
Jack Johnson advised the Council that he had no means of
egress to his homestead. Chr. Middleton advised Mr. Johnson that
he would investigate the matter.
\ Mr. Roe, Chr. of the Water Committee, stated that it had
been the policy of the City in the past to furnish water and
sanitation service to churches and other non-profit organizations
without charge, but that now that many of the churches and other
organizations were installing air conditioners that their con-
sumption of water would materially increase and that he was of the
opinion that the past policy of free water and sanitation service
should be re~iewed. Mr. Roe further stated that, in his opinion,
the present policy of free ser.ice was not fair to the general
pUblic and that it would be more unfair with the increased water
consumption, and that he, therefore, moved that the water and
sanitation ordinance be fully enforced and that effective August
1, 1960, all consumers of water and sanitation service be charged
at regular rates. The motion was seconded by Mr. Bishop and un-
animously carried. Clerk Johnson was requested to advise all
affected water users.
Motion by Mr. Bishop, seconded by Mr. York and carried,
that the bills be paid.
Clerk Johnson, in the capacity of supervisor of registration,
advised the Council that the names listed below had been removed
from the registration rolls due to their having moved from the
City of Clermont, or, being deceased.

Motion by Mr. Roe, seconded by Mr. Christenson and carried,
that removal of names from tax rolls as recommended by super-
visor of registration, be authonized and that the registration
rolls be accepted as certified by the supervisor of registration.
Mr. Roe discussed with the Council the possibility of
a pension retirement plan for City employees, and, recommended
that Mr. William Howard of the University of Florida be invited
to discuss the matter with them, without cost to the City, at
their next meeting on June 21, 1960.
Chr. Middleton stated that Mr. Christenson would like an
executive session.

EXECUTIVE SESSION
Motion was made by Mr. Christenson, seconded by Mr. York
and carried, that the Jaycee Beach area including the restaurant,
be closed to the general public at 9:30 P.M., and, that the
s~ecial~!lood ~ights and restaurant lights be turned off at that
