Adjourned Meeting

An adjourned meeting of the City Council of the City
of Clermont was held in the office of the City Clerk on
Tuesday - May 17~ 1960. The meeting was called to order at
7:30 P.M. by Council Chairman Middleton with the following
members present: Bishop~ York,Christenson and Roe. Other
officials present were: Mayor BonJorn, Clerk Johnson, Deputy
Clerk Williams, City Attn'y. Morse, Sup't. Sheldon, Inspector
Snyder and Chief of Police Tyndal. Others present were:. Mrs.
Virginia Craig and Mr. Charles Marshall.
The minutes of the Adjourned meeting held on Tuesday -
April 19, 1960 were read and approved as corrected. The minutes
of Special Meetings held Wednesday - April 20, 1960 and Tuesday
April 26, 1960 and of Regular meeting held May 3, 1960, were
read and approved.
Inspector Snyder submitted his regular monthly report,
which was accepted gnd ordered filed.
Sup't. Sheldon reported on the progress in laying of mains
for the pumping of Crystal Lake had been completed and that mains
were now being layed for the pumping of Shady Nook Lake.
Mr. Roe inquired of City Attn'y. Morse if he had made any
effort to collect the cost of the catch basin and drainage pipe
used in connection with Dr. C.C.Higby's parking lot, from Dr.
Higby. Mr. Morse advised Mr. Roe that he had contacted Dr.Higby
regarding the matter. Mr. Roe insisted that after receiving a
bill from Sup't. Sheldon, that Attn'Y. Morse make every effort
to collect same from Dr. Higby.
Mr. Roe further inquired of Attn'y. Morse if any progress
had been made in the codification of City Ordinances, and, upon
being advised in the negative, Mr. Roe insisted that this matter
be given the earliest possible attention.
Mr. Christenson~ Chr. of the Parks Committee, reported that
he had received a request from Cooper Memorial Library for the
City to.remove a tree in the rear of their property. Sup't.
Sheldon was requested to investigate this matter. Mr.Christenson
further requested two additional weeks in which to make a report
and submit recommendations with regards the new cemetery addition.
Mr. York reported that Mr. Mar~n Styles had withdrawn his
request for use of the shuffleboard courts by the school. lie
further reported that Mr. Styles had requested that the City in-
stall and furnish a water line from Shady Nook Lake to the new
athletic field and that the school would furnish the necessary
pumpmng facilities. It was suggested and a~recd that it would be
more economical for all concerned for the~~ to purchase the
necessary 6" pipe to reach from the present pumping station on
Shady Nook Lake to the desired location at the athletic field, and,
that the City would use existing pumping facilities and would fur-
nish the necessary labor for laying of the main. Mr. Roe agreed
to contact Mr. Styles and advise him of this proposition.
Mr. Bishop recommended and moved that a street light be
located at the intersection of Drew and DeSoto streets. The
motion was seconded by I1r. Roe and carried.
Clerk Johnson read a letter from Mr.Billy Kelly of the
Lake County Health Dep't., and Mr. Snyder - City of Clermont
Sanitation Officer, calling to the Councils attention the nu-
merous unsanitary conditions existing at Jaycee Beach and more
particularly in the restaurant located thereon. Motion was made
by Mr. Roe, seconded by f1r.Bishop and carried, that such report
be accepted; that copy of same be mailed to the President of the
Jr.Chamber of Commerce, and, that they be advised by the City
Clerk that existing unsanitary conditions must be corrected and/or
eliminated not later than June l~ 1960. Mr. Christenson, Chr.
of the Parks Committee~ was requested to cooperate with the Jaycees
in the matter.
Clerk Johnson read a letter from Mrs. Helen Brown WilKins
wherein she protested the fact that she was required to pay full
amount of garbage collection fee when she only occupied the pre-
mises a small part of each month. It was unanimously agreed that
. according to City Ordinances, no concession could~be made in this
matter and Mr. Roe was requested to so advise Mrs. Wilkins.

Clerk Johnson read a letter from the Siderits family
protesting a sewerage system for the City of Clermont, and,
suggesting that the City Council concentrate their efforts
toward obtaining a Winn Dixie store in their neighborhood.
The letter was ordered filed.
City Attorney Morse was instructed to prepare an
amendment to general revised ordinances of the City of
Clermont whereby the following tax discounts would be allowed:
If paid during November = 4%
If paid during December = 3%
If paid during January = ~~
If paid during February = 1%
Clerk Johnson read a petition urging the Council not to
contaminate waters at the Jaycee Beach. It was unanimously
agreed that the Council had never given any thought to such
action.
Clerk Johnson submitted petitions requesting paving of
certain streets in the Lincoln Park area. Only that petition for
paving of Juniata from Disston street to Scott Street, had the
necessary signatures, and, inasmuch as it would be more economical
and feasible to pave the additional streets, requested by some of
the property ow.ners~ Clerk Johnwon was requested to return the
petitions to the petitioners with the suggestion they make every
effort to obtain additional signatures.
Motion was made by Mr. Roe, seconded by Mr. Christenson and
carried, that the City Council of the City of Clermont sit as a
Board of Equalization on August 23, 1960 at 7:30 P.M.
Recommendations made by the Zoning Commission were considered
and discussed at this time. Motion by Mr. Roe, second by 11ro
Bishop and carried that City Attorney Morse proceed with the
necessary advertising for hearings on the following zone changes:
From R2 zones to C-l
Lots 1, 2, 3, 7, 9, 11, 13, 14, 15, 19, 20,
21, 25, 27 and 29 of Lincoln Park Annex
Lots 17, 18, 19, 20, 21 and 22 of Block 2, Homedale
South 137J2'of Lot 5 in Block "N"
South 137~' less the East 126' of Lot 6 in Block "N"
East 126' of the South 465' of Lot 6 in Block "N"
\-Jest 126' of the North 140' of Lot 1 in Blook "s"
From Rl and R2 zones to T-C
All property between the Northern boundary of the
present T-C zone and the center line of Broome Street
starting at the West boundary of 10th street ana
running eastward to the East boundary of Lot 7 in
Block 7
All property between the Southern boundary of the
present T-C zone and the center line of Chestnut
Street starting at the Western boundary of West
Avenue and running eastward to the west boundary
lines of Lots 12, 13~ 14, 15, 16, 17, 18 & 19 in
Block 8 of Ella Vista Heights
Chairman Middleton read a report from Clerk Johnson calling to
the Councils attention the fact that rules on purchasing establishe
by Resolution, were not being carried out in their entirety; that
at the present time, water meters being purchased without having
requested bids, and, that repairs to trucks and equipment were
being ordered where the amount of such repairs was in excess of
$300.00, without such bids. Clerk Johnson further reported that
by a directive from the City Council covered in a Resolution duly
passed, that he was not allowed to issue purchase or work orders
for materials, labors, services or supplies in excess of $300.00
without first having obtained bids and submitting same to the
City Council for their consideration. The report further suggested
several manners in which emergency repairs might be handled when
it ,vas impossible, or impractical, to solicit bids. Hr. Roe offere
and moved the adoption of a RESOLUTION with regards to emergency
purchases. The motion was seconded by Mr. Bishop and carried. A
copy of the Resolution in full appears immediately following these
minutes.
A general discussion took place regarding a report from
Clerk Johnson on the first six months operation of the fiscal year.

A discussion took place relative to increased water department
facilities and it was unanimously agreed that the matter must be
given immediate attention and consideration. Mayor BonJorn
and Mr. Roe were requested to investigate the possibility of se-
curing a location for a new well and reservoire

City of Clermont will at its adjourned regular meeting to be held in the
City Administration Building on June 21, 1960, at 7:30 P.M. considerfor:
passage an Ordinance changing zones in certain areas in the City of Clermont,
to -wit:
(A) Changing from R-2 to C-l zones, the property in the following
area:
Lots 1, 2, 3, 7, 9, 11, 13, 14, 15, 19, 20, 21, 25, 27 and 29 of
Lincoln Park Annex.
Lots 17, 18, 19, 20, 21, and 22 of Block 2, Homedale.
The South 137 1/2 feet of Lot 5 in Block "N".
The South 137 1/2 feet, less the East 126 feet of Lot 6 in Block "N" .

(B) Changing from R -1 and R - 2 to T -C zones, the property in the
follON ing area:
