REGULAR MEETING

A regular meeting of the City Council of the City
of Clermont was held in the office of the City Clerk on
Tuesday - April 5, 1960. The meeting was called to order
at 7:30 P.M. by Council Chairman, Glenn Middleton, with all
Council members present except Councilman Roe who arrived about
9:30. Other officials present were: Mayor BonJorn, City Attn'y.
Morse, Inspector Snyder, Sup't. Sheldon, Chief of Police Tyndal
and Clerk Johnson. Several visitors were also present.
The minutes of the adjourned meeting held March 15, 1960
were read and approved.
Mr. Kirkwood of 228 East Lake Shore Drive, reported that
surface water from Drew and Bowman Streets was causing con-
siderable damage to his property and that he would appreciate
the 'City making some effort to remedy the situation. Mr. Middleton
advised Mr. Kirkwood that the matter would be referred to the
Streets Committee for investigation and recommendation.
Mr. Bailey advised the Council that he would like to have
Nullholland Street paved from Highway # 50 to the rear of his
property. Mr. Bailey was advised of the proper procedure re-
garding this matter.
Mr. Rogers requested permission to have ownership of
liquor license transferred from William Cooper to himself,
Harold Rogers, and to have the location changed to 1041 Highway
# 50. Motion was made by Mr. York, seconded by Mr. Bishop and
carried, that Mr. Rogers request be granted and that insofar as
the City of Clermont is concerned, the license in question may
be transferred and the location moved to 104): Highway # 50,
provided such transactions are authorized by the State Beverage
Department.
Mayor BonJorn reported to the Council that he had received
a request to have a dead tree removed from East Magnolia Street.
Motion was made by Mr. York, seconded by Mr. Christenson and
car~ied, that inasmuch as the tree was now dead that Sup't.
Sheldon be instructed to cut off or remove the tree and pave
over the location.
Chief Tyndal read his regular monthly report which was
accepted and ordered filed.
Inspector Snyder submitted his monthly report on Bldg.
Permits issued.
Mr. Christenson, Chr. of the Parks Committee, stated that
he wished to compliment Mr. Tom Kelly on the fine job which he
has done at the City Ball Park.
Motion was made by Mr. Bishop, seconded by Mr. Christenson
and carried, that Clerk Johnson request Florida Power Corp. to
install 4 lights in the new parking lot as per their recommen-
dation.
The matter of a street light at the intersection of the
ACL railroad and 4th street came up for discussion with no action
being taken until some of the Council members could investigate
the need.
Chr. Middleton reported that plans were underway for the
pumping of water from Shady Nook and Crystal Lakes to Sparkling
Water Lake and a culvert from Sparkling Water Lake to Lake
Mi~eola; that arrangements had been completed and that the
culvert would be installed under the railroad over the weekend.
Clerk Johnson opened bids for the laying of vinyl tile over
the floor at the Police. Dep't. Bldg. Motion was made by Mr.
Bishop, seconded by Mr. Christenson and carried, that the low
bid of $443.00 be awarded to Tom Kelly.
Clerk Johnson opened bid offers on certain City owned
property which was advertised for sale in the local press on
March 10-17-24 and 31, 1960.
Motion was made by Mr. Bishop, seconded by Mr. York and
carried, that the high bid of $4500.00, submitted by Mr. Welborn
Daniel, on Parcels 1 & 2 as advertised, be accepted. Motion was
made by Mr. Christenson, seconded by Mr. York and carried, that
all bids on Parcel 3, as advertised, be rejected; that a price
of $2500.00 be placed on this parcel and that Clerk Johnson be
authorized to dispose of said parce~ at that price to the first

Mr. T. C. Cork arrived at the meeting at this time
and Chr. Middleton invited him to state his business with the
Council. Mr. Cork called the attention of the Council to the
high water of Crystal Lake thereby covering a part of Crystal
Lake Drive and causing considerable damage: and inc'onvenience;'
to Mrs. E. B. Guilford and her property. Mr. Cork was advised
that plans were proceeding toward eliminating this situation
and that it would be corrected as soon as possible, but, that
it would ~n all probability be a matter of three or four weeks.
Clerk Johnson opened bid offers on 6" Class 150 transite
pipe. Motion was made by ~~. Bishop, seconded by Mr. Christenson
and carried, that inasmuch as all bids are the same, that the
order be awarded to Southern Pipe and Supply of Orlando at $1.67
per foot. '
Clerk Johnson opened bid offers on Class 100 - 6",8" & 10"
pipe. Motion was made by Mr. York, seconded by Mr. Bishop and
carried, that inasmuch as all bids are the same, that the order
be awarded to Southern Pipe & Supply Company of Orlando at $1.50,
$2.06 and $2.61 per foot respectively.
Clerk Johnson opened bid offers on 2 pumps and 2 motors.
Motion was made by Mr. Christenson, seconded by ~~. Bisho~ and
carried, that the order be awarded to Wolfe & Konsler, a local
firm at $1120.00 and $678.00 respectively.
Mr. Roe offered and moved the adoption of, A RESOLUTION
relative to paving assessments for Settle Street, and, DeSoto
Street from East Avenue to Second Street. The motion was se-
conded by Mr. York and carried. A copy of the RESOLUTION in
full appears immediately following these minutes.
Clerk Johnson read a letter from Mr. Tom Kelly wherein
request was made that the City defray the cost of electrical
energy use at the school athletic field for Little League and
soft-ball games at night. Motion was made by Mr. Christenson,
seconded by Mr. York and carried, that Mr.Kelly's request be
granted.
Clerk Johnson read a letter from Smith & Gillespie, Engineers
wherein request was made for a joint meeting of the City Council,
representatives of Smith & Gillespie and B. J. VanIngen Company.
Clerk Johnson was requested to advise Smith & Gillespie and B.J.
VanIngen Company that the City Council would meet with them on
Wednesday - April 13~ 1960 at 4:00 P.M. in the Administration
Bldg.
Clerk Johnson read letters from Cooper Memorial Library
wherein invitations were extended to City Officials: to attend
Open House at the Library on the afternoon of April 8th and also
on April 19th at 7:00 P.M. to hear the annual report and the
adoption of the Budget of the Library.
Clerk Johnson submitted a proposal from Olivenbaum Insurance
Company relative to Money and Securities Broad Form Coverage with
two messengers. Motion was made by Mr. Roe, seconded by Mr.
Christenson and carried, that the City purchase Money and Se-
curities Broad Form Coverage with inside and outside coverage
of $5000.00; additional location $1000.00 (Police Station) and
two outside messengers at an annual premium of $140.75.
Motion was made by Mr. Roe, seconded by Mr. Christenson
and carried, that the Police Car be repaired and continued in
use. Motion was made by Mr. Bishop, seconded by Mr. Roe and
carfied, that Chief Tyndal be authorized to rent the old Police
car from Stalnaker Chevrolet Co., at $10.00 per day during the
time that the regular Police car is undergoing repairs, and,
that he be further authorized to have the radio equipment trans-
ferred to the old Police car.
Mr. Bishop offered and moved the adoption of, A RESOLUTION
pertaining to the assessment of real and personal property to
be made by Hunnicutt & Associates. The motion was seconded by
Mr. Christenson and carried.
Motion was made by Mr. York, seconded by Mr.Christenson
.and carried, that the bills be paid.

RBSOLUTION
..
WHEREAS, on February 2nd, 1960 the City Council of the City of
Clermont, Lake County. Florida, adopted a Resolution for Street Improve..
menta &. Special Assessments for the clearing, grading, filling, raising.
pavtng. curbing and dra1nJng of the following streets in said City J to-wit:
SETTLE STRBET; and,
DESOTO STREET between Second
Street and East Avenue,
and on February 4th and 11th. 1960 published in the Clermont Press, a
weekly newspaper published in said city. a Notice of Hearing on Proposed
Improvements & Levy of Special Assessments, and also on February 4,
'1960 malled a copy of said Notice to each of the owners of the real property
in said City abuttlng said respective streets; and,
WHEREAS, in accordance with said Resolution and Notice a bearing
was held on February 16, 1960 by said Council sitting as an Equalizing
Board to hear and consider any and all complaints thel'eon, and there being
only one complainant, William Vv. Boyd, who appeared a.t said meeting and who
registered a complaint on the total assessment of $156.54 as levied and assessed
againSt Lot 26, Point Place, as more fully described in said Resolution and
Notice. and at the conclusion of said hearing the said council sitting 8S said
EqualiZing Board confirmed all of the special assessments as originally made
in said Resolution of February 2, 1960, save and except the special
assessment against said Lot 26, Point Place, owned by William "iN. Boyd
and wife, Juanita Boyd, in the total amount of $156.54 which special assessment
was found to be in error and then and there reduced by said Councu to the total
sum of $133.54 to allow for shortage of paving and curbing; therefore,
BE IT RESOLVED by the City Council of the City of Clermont, Lake
County, Florida, that all Special Assessments levied and assessed by the
Resolution of said Councll dated February 2, 1960 against the various and
several lots, pieces or parcels of real property therein more fully descr1becl
abutting the following described streets in the City of Clermont, Lake County,
Florida, to -wit:
SETTLE STREET; and.
DESOTO STREET between second street
and East: A venue,
be and the sam.e are hereby confirmed, :&~CEPr as to the total special
assessment against Lot 26, Point Place which assessment is hereby reduced
from $156.54 to $133.54; and be it.
FURTHER RESOLVED by the said Councll that aU of said apec1a.l
assessment liens as originally levied and as herein above amended, altered,
corrected and changed. shall henceforth remain legal, valid. and binding liens
upon and against each and every lot, piece and parcel of real property in the
respective amounts ootil samG are fully paid.
