04-19-1960 Regular Meeting Adjourned Meeting -e An adjourned meeting of the City Council of the City of Clermont was held in the office of the City Clerk on Tuesday - April 19, 1960. The meeting was called to order at 7:30 P.M. by Chr. Glenn Middleton with all Council members present. Other officials present were: Mayor BonJorn, Sup't. Sheldon, Inspector Snyder, Chief of Police Tyndal, Clerk JOhnson, Deputy Clerk Williams and City Attn'y. Morse. Others present were: Mr. Tom Kelly and Albert Dean. The minutes of the regular meeting held Tuesday - April 5, 1960, were read and approved. Albert Dean appeared before the Council with regards a request for financial assistance from the City for the colored recreation center. Mr. Dean was advised that such matter would be turned over to the Parks and Recreation Committee for their consideration and/or recommendations. Mayor BonJorn reported to the Council that inasmuch as he had received some complaints with regards the possi- bility of polluting Lake Minneola from the draining of Crystal and Sparkling Water Lakes into it, that water samples of such Lakes would be taken within the next couple of days. Chief Tyndal reported that the newly purchased police car would be back in service on Thursday, April 21st. Sup't. Sheldon reported that filling in of the road bed on either side of the bridge spanning the canal between Lakes Winona and Minnehaha would be started within the next few days. Mr. Roe~ Chr. of the Water Committee, reported that due to inadequate pumping facilities and storage fapacity that a program of expansion at an approximate cost of ~40,000.00 would be necessary in the Water Dep't. in the immediate future. Mr. Roe recommended that the Water Dep't. be placed under a separate superintendent; that it be equipped with a pick-up truck and a larger truck with a stock body for purpose of carrying necessary pipe & fittings. The matter of a street light at 4th street and the rail- road tracks was discussed, and motion was made by Mr. Roe, seconded by Mr. Christenson and carried, that the matter be tabled until the next meeting. Clerk Johnson opened bids on the construction of two pump houses. The bids were ax follows: South Lake Construction Co. $3185.00 C. R. Keene $3033.40 Motion was made by Mr. Bishop, seconded by Hr. Roe and carried, that the low bid of C. R. Keene be accepted and the purchasing agent issue a purchase order for same. Clerk Johnson read a letter from Olivenbaum Insurance Agency pertaining to liability coverage of pr~soners being worked by the City. Clerk Johnson was requested to keep the letter on file. ( Clerk Johnson read a letter from the Lake County League of Municipalities wherein the City of Clermont officials~~e~Tr~ invited to a Leauge of Municipalities dinner meeting in ~~~na on Wednesday - April 20, 1960 at 6:30 P.M. Clerk Johnson read a petition from interested property ovmers requesting the paving of Millholland Street from Highway "50" to Almond Street.Motion was made by Mr. Roe, seconded by Hr. Bishop and carried, that the petition be denied. Mr. Bishop, a.'Jmember~of the Parks Committee, stated that he was in favor of some definite action being taken with regards to the completion of the new cemetery addition. He recommended ... ... that the cemetery lots be offered for sale as platted, or, that if any changes are to be made that such changes be made in the immediate future in order that cemetery lots in the new addition may be offered for sale to the general public. Mr. Christenson, Chr. of the Parks Committee, stated that he would contact the owner of a cemebery in Lakeland in an effort to determine whether or not it would be practical to make any changes in the present plat. Clerk Johnson advised the Council that representatiges of Hunnicutt and Associates were in the City and in the pro~ess of appraising new properties to be added to this years tax roll, and, that if additional work was desired of them that they should be so advised at this date. Clerk Johnson was requested to ad- vise Hunnicutt & Associates that a review of citrus groves, where a reduction for frost damage was made, was desired, and a re- appraisal of a T-C Zone extending along Highway "50" from 2nd street westward to 8th street be made in an effort to better equalize present appraisals to actual values. Mr. Roe reported that heavy rains were causing serious damagevto the hospital property largely due to drainage from Dr. C.C.Higby's parking lot, and that he recommended that imme- diate action be taken to remedy the situation by the installation of the necessary catch basins and drain tile and that an effort be made to collect the cost of such installations from Dr. Higby. Motion by Mr. Christenson, seconded by Mr. Roe and carried, that the recommendation made by Mr. Roe be accepted and that Sup't. Sheldon proceed with the installation of the necessary cathh basin and drain tile and that City Attn'y. Morse make every effort to collect the cost of the project from Dr. Higby. Mr. Roe inquired of City Attn'y. Morse if any progress was being made with regard to the codification of City Ordinances and Charter. City Attn'y. Morse advised t~. Roe that only a few more days work remained for him to do before he would be ina position to deliver the revised Ordinances to Municipal Code Corporation in order that they might complete their work. Mr. Roe advised Mr. Morse that he would very much appreciate him giving this matter ever possible attention in order that the codification might be completed as soon as possible; that the work had been underway for more than two years and in his opinion should be concluded in the very near future. The matter of an additional car for use by the Chief of Police was discussed, but inasmuch as this item was not budgeted and no surplus funds appeared to be available, the matter was tabled. Sup't. Sheldon inquired of the Council if it were their desire to have the approaches to the new bridge, over the canal connecting Lakes Winona and Minnehaha, constructed of concrete and if so, for what distance. Mr. Sheldon was advised that the approaches in question should be constructed of concrete and should extend for a distance of 10' on the east side of the bridge and 6' on the west side. Middleton called the Special meeting to order at 9:50 P. M., April 19, 1960. All Council members were 'present with the exception of Mr. John York. Mr. Roe, chairman of the Water Committee, recommended that the city employ a superintendent of Water Department; thfit such superintendent be in full and complete charge of the "Water Department of the City of Clermont, subject on1.y to the orders and direction of the eity Council. Mr. Roe further recommended that one pick up truck, now owned by the city, be turned over to the Water Department and that one standard size truck, now owned by the city, be equipped with a supply bOdy and turned over to the Water Department. Mr. Roe further recommended that the Water Department personnel consist of a superintendent and one assistant and that when add it ional man power is needed by the Water Department that the Superintendent s of the Water Department and the Streets and Sanitation Departments cooperate in the exchange of labor as well as in the use of mutually operated equipment. Mr. Roe recommended that the Superintendent of Water Department be paid a starting salary of $65.00 per week for a period of ninty days and that at the expirat ion of that period the salary be increased to $75.00 per week, provided that the person serving in the capacity of Superintendent meet s with the approval of the City Counc il. Motion waS made by Mr. Christ,ensen, seconded by Mr. Bishop and carried, that the recommendat ions of Mr. Roe be adopted and that Mr. Roe be authorized to engage a Superintendent of Water Department at the salary and under the conditions and with the authority as recommended by Mr. Roe. Le Mr. Roe recommended that the City Council purchase a new two ton truck for the street s Department to replace the one being turned over by it to the water Department, and that the Clerk open bids on such a truck. Chairman Middleton requested that bids be opened by the Clerk. After the opening of bids, motion waS made by Roe, seconded by Christensen a nd carried, that the low bid of $2,542.87, summitted by R. H. "Razz II Bowen Ford Cp., be accepted and that the purchasing Agent issue a purchase order for same. seconded by Roe and carried that meeting adjourn.
